Gulf Keystone Petroleum (GKP) has published details of its payments to governments for the year 2024:
Introduction
This report sets out details of the payments made to governments by Gulf Keystone Petroleum Ltd and its subsidiary undertakings ('Gulf Keystone') for the year ended 31 December 2024 as required under Disclosure and Transparency Rule 4.3A issued by the UK's Financial Conduct Authority ('DTR 4.3A') and in accordance with The Reports on Payments to Governments Regulations 2014 (as amended in 2015) (the 'UK Regulations') and our interpretation of the Industry Guidance on the UK Regulations issued by the International Association of Oil & Gas Producers. DTR 4.3A requires companies listed on a stock exchange in the UK and operating in the extractive industry to publicly disclose payments to governments in the countries where they undertake exploration, prospection, discovery, development and extraction of minerals, oil, natural gas deposits or other materials.
Basis for preparation
Total payments below £86,000 made to a government are excluded from this report, as permitted under the UK Regulations.
All of the payments made in relation to the Shaikan Production Sharing Contract ('Shaikan PSC') in the Kurdistan Region of Iraq have been made to the Ministry of Natural Resources ("MNR") of the Kurdistan Regional Government ("KRG").
Production entitlements
Production entitlements are the host government's share of production during the reporting period from the Shaikan Field operated by Gulf Keystone. The figures reported have been produced on an entitlement basis, rather than on a liftings basis. Production entitlements are paid in-kind and the monetary value disclosed is derived from management's estimates based on the monthly oil sales invoices.
Royalties
Royalties represent royalties paid in-kind to governments during the year for the extraction of oil. The terms of the royalties are described within the Shaikan PSC. Royalties have been calculated on the same basis as production entitlements.
Licence fees and capacity building payments
These include licence fees, rental fees, entry fees, capacity building payments, security fees and other considerations for licences or concessions.

Throughout all of 2024, crude oil produced by Gulf Keystone was sold to local buyers. The KRG received its share of profit oil in accordance with the PSC and sold the volumes directly to local buyers with the estimated value of such sales being included as a payment to the KRG. All sales in the period were sold locally with the KRG receiving capacity building volumes in-kind, which they then sold to local buyers. The value of licence, rental and security fees has been accrued and is not expected to be cash settled, but rather offset against historic revenue due from the KRG, which has not yet been recognised in the financial statements. Support for local communities including drilling of water supply well and providing water filtration equipment, purchase of generators following severe floods, planting olive trees and upgrade of road-calming measures. In addition, provided training to local villagers including literacy programmes and sewing courses.

In 2025, the Kurdistan Regional Government (KRG) cabinet under Prime Minister Masrour Barzani inaugurated a rapid water pumping system capable of delivering 20,000 cubic meters per hour—marking the most significant upgrade to date. To sustain operations, the KRG allocates approximately 500 billion Iraqi dinars ($382M) annually to the sector, which employs over 12,000 workers across the Region. Erbil's water network extends more than 4,000 kilometers. Ahmed noted that the city's first water system was established in 1934 at the historic citadel, with major expansions implemented in 1968, 1983, and 2006. The Region now operates 5,800 wells—1,380 of them within Erbil. These currently supply 320,000 cubic meters of groundwater daily, alongside 324,000 cubic meters of treated water delivered to the city's nearly two million residents. While the global benchmark for water supply is around 250 liters per person per day, Erbil provides approximately 400 liters per capita. Ahmed also revealed that average well depths have increased sharply over the years, from 80–120 meters in the past to between 550 and 600 meters today.

The Financial Adviser to the Iraqi Prime Minister, Dr. Mudhhir Mohammed Saleh, has firmly denied social media rumours claiming the destruction of half of Iraq's currency supply - approximately 62 trillion dinars [$47 billion] - as " economically absurd and completely unfounded ". In remarks to the state-run Iraqi News Agency (INA) , Saleh clarified that Iraq's total issued monetary mass does not exceed 100 trillion dinars, including both circulating and reserve cash. The notion that more than half of this amount could be destroyed by environmental or biological factors - as claimed in rumours citing " rats and mice " - is " impossible and institutionally unthinkable ". He explained that about 88 percent of Iraq's money supply is held outside the banking system, largely by individuals due to longstanding cultural habits, not stored in a single location that could suffer such widespread damage. Saleh stressed that Iraq's currency management is governed by strict procedures covering printing, storage, inspection, and replacement. " Such a massive loss could not occur without detection, " he said, denouncing the rumours as a deliberate attempt to stir public anxiety. He urged citizens to avoid spreading fabricated news that undermines public trust, especially during a period requiring national cohesion and confidence in the country's financial institutions. The ministry said in a statement that 'over 2,517 diesel neighbourhood generators have been phased out so far. And by the end of 2026, the KRG plans to phase out over 7,000 generators,' noting that the majority of them were running in Erbil city. It added that over 2.7 million people in the Kurdistan Region, which make up around 40 percent of the Region's population, have 24-hour power as part of the quickly expanding Runaki project. Erbil accounts for the largest share of beneficiaries, with nearly 1.5 million residents of the capital enjoying uninterrupted power. 'This achievement marks a significant milestone in delivering clean, reliable and affordable electricity throughout the Kurdistan Region,' read the statement. For years, many people have relied on private generators, which are costly and polluting, when the national grid would cut out for hours daily.
