'It is very concerning as it paints a picture of a growing trend of violence targeting amakhosi and other figures within the institution of traditional leadership,' said Buthelezi.
According to reports received by the department, Cele was travelling with two people when gunmen opened fire on his vehicle. One person was killed, while Cele and the other passenger sustained injuries.
Buthelezi has called on law enforcement agencies to deploy all necessary resources to apprehend those responsible.
He said he believes the attack on Cele and his companions is an affront to peace and stability by 'forces hell-bent on creating instability' in the province and the institution of traditional leadership.
He extended his condolences to the family of the deceased and wished Cele and his aide a full recovery.
Buthelezi has tasked the department to conduct a full review of the safety of amakhosi in conjunction with other line function departments and law enforcement agencies.
Last month, Induna Gwala, of the Gwala traditional authority in eThekwini, was fatally shot at his home.
Buthelezi called on community members to come forward with any information that will assist law enforcement agencies in apprehending those responsible.

The DA complained to Gcaleka after Cele was seen arriving at Durban's Moses Mabhida Stadium in an SAPS helicopter. Andrew Whitfield, the DA's then shadow police minister, accused Cele of making use of the official aircraft as his taxi or e-hailing service to and from a political party event. Whitfield also rejected Cele and the SAPS's averment that the former minister's use of the helicopter was in line with his 'constitutional responsibility as a Minister of Police'. Next Stay Close ✕ In addition, Whitfield said should it be found that the SAPS helicopter collected Cele from any location other than its assigned base (and particularly if he was collected from King Shaka International Airport) and/or that its flight plan included no other activity but to transport him to and from the manifesto launch event, it would no doubt support the submissions that the former minister's use of the helicopter was solely personal. He further stated that it was wholly unrelated to any oversight or operational duties (which the former minister is in any event not entitled to undertake), and certainly not in line with his constitutional responsibility as the police minister. Whitfield alleged that Cele used his position in the national executive to improperly benefit himself by making use of an SAPS helicopter for private and party-political travel. However, Gcaleka found evidence indicating that the operational planning relating to policing for the launch of the ANC manifesto event was arranged by members of the SAPS led by one of its senior generals. 'The evidence at the Public Protector's disposal indicates that as part of safety and security planning for the event, approval for utilisation of an SAPS helicopter was granted by the Air Wing Support Unit Commander for the purpose of aerial surveillance and law enforcement during ANC manifesto launch,' reads Gcaleka's report. The only passengers were Cele and the top general in the SAPS helicopter used for aerial surveillance covering areas around Moses Mabhida Stadium during the ANC manifesto launch. Cele also used a commercial airline to travel from Cape Town to Durban and back. Gcaleka could not find any evidence to indicate that the SAPS helicopter was used to transport Cele beyond the various operational points at Moses Mabhida Stadium and surrounding areas.

KZN Cogta MEC warns Msunduzi Municipality against hindering corruption probe
COOPERATIVE Governance and Traditional Affairs MEC Thulasizwe Buthelezi has taken the Msunduzi Municipality to task over its efforts to stall an investigation into allegations of corruption within the municipality. Buthelezi wrote to the municipality, warning it to comply with the investigation or face consequences. The Mercury has seen a letter the MEC sent to Mayor Mzimkhulu Thebolla, in which he warns the city to comply. In a public statement issued on Tuesday regarding the matter, the MEC stated he had issued similar directives for Section 106 investigations in KwaDukuza and Nongoma. He said while the other municipalities were progressing with those investigations, Msunduzi appeared to be defying the instruction. In his letter, the MEC warns Msunduzi against its attempts to block the investigation, stating that the law gives him the mandatory powers to act when requested by the minister of the same portfolio. He added that such action is mandatory, not discretionary.

KwaDukuza mayor and deputy-mayor resign under provincial party pressure
KwaDukuza municipality mayor Ali Ngidi and deputy-mayor Sicelinjabulo Cele resigned this afternoon under pressure from the provincial African National Congress (ANC). The decision was announced at a briefing in KwaDukuza following the meeting of a high-level delegation of senior provincial leadership led by ANC provincial task team co-ordinator, Michael Mabuyakhulu. Ngidi and Cele had been in the roles for just under eight months after being elected on November 5 last year. They have both handed in their resignation letters but will continue to serve until new leadership is elected. 'The ANC has committed itself to rebuilding and renewal. We have said that we will act in the interests of our people and our decisions are informed by nothing else but the interests of our people,' said Mabuyakhulu. 'Anyone has the right to interpret our decision as they deem fit, but we are consistent in the message that we put our people first' The party had previously launched an investigation into misconduct allegations at KwaDukuza following a series of scandals, including the hiring of vehicles for over R1-million and a monthly personal security bill for the mayor of just over R173 000. Ngidi and Cele have been asked to repay a portion of the funds used for car hire. They will only settle the expenses incurred before council formally approved car hire for them. The mayor, who was supposed to use one of the cars as a backup, will also need to repay the expenses for that period. Aside from these scandals, Ngidi presided over a disastrous period for the municipality. During his tenure, the municipality experienced widespread electricity blackouts between December and February and the highly-publicised embezzlement of R35.7-million in January, as well as strikes from hundreds of workers more recently. Separate investigators from the Special Investigating Unit, Department of Co-Operative Governance and Traditional Affairs (Cogta) and National Energy Regulator of South Africa (Nersa) are all also on site in KwaDukuza to look into alleged mismanagement. Growing calls for resignation from civic society have added further pressure. Combined, it made for an incredibly difficult period in office for Ngidi after taking over from Lindile Nhaca, who was axed at the end of September last year. No date has been announced for the mayoral and deputy-mayoral elections, nor any replacement candidates.
