Chief Minister Datuk Seri Hajiji Noor ( pic ), who is also the party's President, said the gathering comes at an important time as the polls could be called at any moment.
Advertisement He confirmed that discussions on political cooperation have been held with Pakatan Harapan (PH) leaders, including Prime Minister Datuk Seri Anwar Ibrahim, and a formal decision will be announced when ready. Hajiji said Gabungan Rakyat Sabah (GRS) will contest most seats, guided by local aspirations to ensure political stability after the election. KOTA KINABALU: Sabah ranks among the top five states in the country in terms of development projects and programmes completion, says Datuk Seri Hajiji Noor. He said based on the MyProjek report, a total of 1,271 projects, comprising 396 continuity projects and 876 new ones, are being implemented this year in Sabah. 'Of the figure, 1,171 projects or RM5.584bil are physical projects while another 100 or RM355.24mil are non-physical ventures,' he said, urging everyone to step up to ensure Sabah achieved the best in terms of projects or programmes implementation in Malaysia. Saying this when chairing the State Development Action Council (MTPNg) meeting at Menara Kinabalu here Thursday (July 24), Hajiji stressed that the achievement should not be an excuse to become complacent in monitoring government programmes or projects. 'Instead, it should serve as an indicator for us to work harder to improve and complete every programme and project more swiftly, accurately, and in an orderly manner, ultimately bringing benefits to all the people,' he said. He said the implementation of programmes and projects should not solely fall on the shoulders of one agency, rather all agencies and ministries should play a significant role in ensuring their success. Hajiji said the state government has also made efforts to strengthen the state's financial governance by enhancing financial management procedures and guidelines. He said this is carried out through the evaluation and consideration of procurement procedures with the appointment of concessions as a mechanism to address development issues in Sabah. He said each agency or ministry must frequently monitor the disbursement of allocated funds so that they are fully utilised and benefit the people while payments to contractors and consultants must be made promptly and accurately for smooth and timely implementation of projects. The Chief Minister also reminded the council to ensure all pressing development needs are addressed swiftly. Hajiji said the state government is relentless in carrying out initiatives under the Hala Tuju Sabah Maju Jaya Development Plan to implement income enhancement and productivity improvement programmes to address the poor and hardcore poor issues, which is dynamic. 'Through these initiatives, we are not only helping to increase income but also strive to assist targeted groups to get out of poverty,' he said. He said that the continuous provision of needs and facilities to the people, through the upgrading of public amenities, basic facilities, social infrastructure, and social service assistance, has provided multiple benefits to the poor in Sabah. In addition, Hajiji stated that the Human Capital and People's Well-Being thrust in the Hala Tuju SMJ development plan also focuses on developing the potential of the people through education, training, and social well-being. 'This includes initiatives to improve living standards, provide educational opportunities, and comprehensively empower human capital, while also educating the society to be more aware and inclined to participate in or contribute to the implementation of programmes that benefit target groups such as the poor and hardcore poor,' he added.

The Minister of Science, Technology, and Innovation, Datuk Dr Mohd Arifin Mohd Arif, said the assistance was one of 14 initiatives introduced by the Chief Minister, with a total expenditure exceeding RM70 million, including Balkis. 'This is among the assistance provided to 10 schools in the Sindumin area or Sipitang district.' 'As mentioned by the Chief Minister, great attention is given to efforts to empower the education sector, whether it is for students with numerous initiatives provided such as Budi, Bakti, Baik, Bisbah, as well as support to schools, organizations, and others.' 'This is one of the educational initiatives contributed by the Office of Special Duties of the Deputy Secretary of the State Government. These schools are indeed in need of upgrades or improvements to some extent.' 'This assistance from the state government is intended solely for minor projects or repairs, and it is hoped that it will be beneficial. This support is not limited to national primary schools but also includes national secondary schools, state religious schools, state secondary religious schools, and Chinese schools for repairs,' he said after handing over the contribution to the Sipitang District Officer, Abdul Karim A.M Zahari, here, recently. KOTA KINABALU: The state government is embedding clear dispute resolution frameworks, including Alternative Dispute Resolution (ADR), into government-linked transactions, development projects, and procurement agreements, says Datuk Seri Hajiji Noor. The Chief Minister said the state Attorney General's Chambers has also recommended that the Borneo International Centre for Arbitration and Mediation (BICAM) model clause for mediation and arbitration be adopted in all state government contracts to avoid halting the progress of contracts in case of disagreements. 'Disagreements must be managed professionally, efficiently and fairly. We are also encouraging our government-linked companies and statutory bodies to explore mediation as a first step not only to avoid lengthy litigation, but to preserve relationships and focus on outcomes,' he said. The Chief Minister said this at the BICAM Global ADR Horizons 2025 conference here, Thursday (July 24). Assistant Minister to the Chief Minister Datuk Abidin Madingkir delivered Hajiji's speech. He said Sabah is not just a gateway to Borneo, but also strategically located along vital economic corridors in the Indo-Pacific. As global trade becomes more integrated, and supply chains more regionalised, Sabah stands to benefit from increased investment, industrial activity, and infrastructure growth, he said. However, with growth comes complexity, said Hajiji, adding that as contracts become larger, stakeholder interests become more varied, inevitably disputes may arise and this is where ADR comes in. 'In Asean, we are seeing increased harmonisation of arbitration practices, stronger enforcement regimes, and the emergence of regional institutions that reflect our own legal cultures and economic realities,' he said. 'Sabah, through BICAM, is proud to be part of this global evolution offering a neutral platform aligned with international standards,' he said. To international partners and investors, Hajiji said that Sabah is ready not just with its natural resources and economic opportunities, but also with the right legal and institutional environment. 'The presence of an international-standard ADR centre like BICAM signals our intent to uphold the rule of law, respect contract sanctity, and resolve disputes constructively,' he said. 'This conference is timely in that it seeks to modernise the way we manage differences, build trust between parties, and create resilient institutions,' he said. Hajiji said Sabah is committed to positioning itself as a responsible, reliable, and reform-oriented state, both within Malaysia and on the global stage.
