LCGPA honors 26 winners at third Local Content Awards in Riyadh
The theme of the event was 'Applauding Your Impact.'
Organized under the patronage of Bandar Al-Khorayef, Saudi Arabia's minister of industry and mineral resources, the event celebrated efforts to advance local content development — a pillar of Crown Prince Mohammed bin Salman's Vision 2030.
This aims to strengthen the economy by boosting domestic industries, reducing reliance on imports and empowering national talent.
The awards highlight achievements in meeting Local Content Requirements, or LCRs, which have raised government procurement spending on domestic goods and services from 28 percent in 2018 to 47 percent.
During his keynote speech, Al-Khorayef said that 396 Local Content Development Teams operated across government entities, while 270 state-owned firms had embedded LCRs into policies, driving their local spending to 50.7 percent in 2023.
In the government entities category, awards were distributed across two main paths and three subcategories.
In the path for Excellence in Local Content for Medium and Low-Spending Entities, the Ministry of Foreign Affairs claimed first place, the Roads General Authority ranked second, and the Digital Government Authority, or DGA, came in third.
Abdulaziz Al-Bader, general manager of procurement at the DGA, told Arab News: 'We have focused on localizing industries through technology-related agreements, such as those for digital circuits, where we have achieved impressive results.'
He said that advances in cloud computing and the unification of technical specifications for government technology purchases had further streamlined procurement.
Al-Bader said that 'our investment colleagues have made significant efforts, and the entity managing these investments has begun to see tangible outcomes.'
These measures, he explained, directly contributed to 'a reduction in government spending on such procurements and accelerated the purchasing process' — an outcome he attributed to rigorous standardization and localized industry partnerships.
STC Group secured the top award for Local Content Preference, while the National Water Company was among other notable honorees.
In the private sector, telecom company TAWAL and manufacturing firm FIPCO stood out among large enterprises. Small and medium enterprises such as Suwar Technology and Intra Defense Technologies were recognized for driving innovation in niche markets.
Reef National Foundation became the first nonprofit to be awarded for advancing local content goals. Individuals Lama Al-Hussein (first) and Abdulmajeed Marzouq (second) earned top honors for raising awareness of local content's economic impact.

JEDDAH: Demand for environmental performance assessments under Saudi Arabia's Sustainable Building program has tripled over the past five years, highlighting the Kingdom's growing focus on eco-friendly development. The growth follows the launch of the program's digital platform, the automation of service procedures, and improved accessibility. It also reflects enhancements to the ready-built property inspection service, which now allows developers to submit detailed inspection requests for villa compounds and apartment buildings, according to a Saudi Press Agency report citing an official press release. As part of the Kingdom's Vision 2030 strategy, the nation is accelerating efforts to make its rapidly growing construction sector more sustainable and environmentally responsible. Developed by the Ministry of Municipal, Rural Affairs, and Housing, the Mostadam, meaning 'sustainable,' program is designed to suit the Kingdom's local climate and environmental conditions. It promotes sustainable building practices by improving the efficiency of energy, water, and resource use, while supporting economic growth and job creation. Projects are awarded one of five ratings, ranging from Green to Diamond, based on their compliance with established sustainability criteria. 'The program noted that six projects received sustainability assessment certificates during the first half of 2025, marking a 200 percent increase compared to the same period in 2024. Moreover, the number of projects granted design conformity certificates rose by 93 percent, reaching 29 projects,' SPA reported. The release-based report said that 38 new projects, including four communities covering over 8 million sq. meters, have registered for sustainability assessment services, with a combined built-up area exceeding 700,000 sq. meters. Since its inception in 2018, the platform has issued over 6,000 reports, encompassing property inspections and evaluations of construction quality. The national program, in cooperation with the Real Estate General Authority, also announced that university students registered with the Saudi Council of Engineers are now eligible to enroll in training programs offered by the Saudi Real Estate Institute, SPA added. The release said that the initiative aims to support students, enhance their professional readiness, and empower youth by enabling them to develop their skills and create a 'Certified Engineer' account through the Mostadam platform. The Sustainability Assessment is the Kingdom's first evaluation system aligned with international best practices and the Saudi Building Code. It enables owners and developers to measure the sustainability of new and existing buildings through a comprehensive rating system, from design to maintenance. The assessment standards were specifically developed to suit the nation's climate and environmental conditions, focusing on key areas such as energy, water, health, and quality of life, consistent with the goals of Saudi Vision 2030.

The move reflects a broader commitment to improving the quality of government digital services and ensuring platform integration in line with Saudi Arabia's strategic digital transformation goals. According to a statement from the DGA, the closures come under a regulatory framework that includes new governance standards, the adoption of shared technical resources such as the National Single Sign-On system, e-payment gateways, and the Government Integration Channel. All platforms are also required to adhere to the unified design code known as the 'Platform Code,' enabling streamlined and effective digital services. The initiative is part of the 'Inclusive Government' program launched in 2022, which has reduced the number of government digital platforms from 817 to 550 as of the end of H1 2025. The program aims to optimize government resource usage and deliver more efficient and user-centered digital services, supporting the Kingdom's broader digital transformation and improving public satisfaction. The DGA emphasized the importance of collaboration among government entities in developing and managing domains and digital platforms. Central to the strategy is the national app "Tawakkalna," operated by the Saudi Data and Artificial Intelligence Authority (SDAIA), which is being positioned as the primary gateway for accessing unified government services. The authority reaffirmed its commitment to building an integrated digital ecosystem that enhances the performance of digital platforms and elevates the Kingdom's position in global digital government indicators.

Eastern Province Governor unveils master plan for 3 Saudi airports
Governor of the Eastern Province Prince Saud bin Nayef bin Abdulaziz launched today the new identity and master plan for King Fahd International Airport, along with the master plans for Al-Ahsa International Airport and Qaisumah Airport, state-run news agency SPA reported. The Governor also launched Dammam airports' new strategy and electronic gates to streamline passenger procedures, and opened a package of integrated development projects worth over SAR 1.6 billion. These included the implementation of 77 development projects aimed at upgrading infrastructure and improving the passenger experience. The strategic plan aims to serve more than 19.3 million passengers annually at King Fahd International Airport by 2030, a growth of more than 100% compared to 2022. It also targets boosting air cargo capacity to over 600,000 tons annually, a growth of more than 1,000%. Key highlights of the future projects include the first-of-its-kind expansion in the history of King Fahd International Airport to boost its operational capacity to 77 aircraft movements per hour and increase passenger capacity to 32 million annually. This is in addition to a comprehensive upgrade of general aviation facilities and the expansion of airport infrastructure to meet the highest global operational standards. This reflects Dammam airports' commitment to transforming into a regional logistics hub serving the goals of Vision 2030, as passenger numbers have already shown a 35% increase by the end of 2024 compared to 2022.
