Kota Kinabalu: The 2025 Supplementary Supply Bill is not about political convenience or overspending but a response to actual needs, said Nominated Assemblywoman Datuk Amisah Yassin. Voicing full support for the RM1.18 billion additional allocation, Amisah said development needs are not fixed and the State Government has a responsibility to respond to changes that were not anticipated in the original budget passed last year. 'This is not about discretionary spending. It's about addressing new and pressing needs that surfaced since the original budget was tabled,' she said during the State Legislative Assembly debate. She said rising costs in construction materials, pressure on basic infrastructure and demands from remote areas justify the additional expenditure, particularly if it helps avoid delays in critical projects. Amisah acknowledged the RM109 million allocation to the Sabah State Water Department, noting that unresolved water issues in districts like Ranau, Pitas and Tongod require more than repeated promises. 'People in these areas are no longer requesting, they're demanding solutions. Delays are no longer acceptable,' she said. She also backed the RM40 million allocation for the Chief Minister's Department, which includes disaster response, risk management and project monitoring functions. Amisah pointed to several other allocations she said were necessary and targeted, including RM11 million for youth and sports development, RM16 million for Islamic religious affairs, RM4.9 million for community welfare programmes, and support for the agriculture and fisheries sectors. 'These are not symbolic budgets. They fund sectors that serve real communities including youth, single mothers, farmers, the elderly and disabled,' she said. One of the key points she raised was the broader regional distribution of funds in the supplementary Bill, with direct allocations going to districts often left out of major development, including Tongod, Pitas, Nabawan, Telupid and Beluran. 'This shows the government is no longer focusing only on urban centres. These areas are finally getting attention,' she said. Amisah also urged opposition members not to politicise the Bill. 'This isn't about allowances or overseas travel. This is about basic needs including water, roads, education and places of worship. 'Rejecting it for political reasons won't hurt the government. It hurts the people,' she said. She further recommended that the implementation of the funded projects be tightly monitored, with regular reporting, use of data and input from local communities. 'It's not just about approving budgets. It's about making sure the outcomes reach the ground,' she said. PENAMPANG: The State Government has a dream to create a stable, sustainable oil and gas industry where Sabah companies can really participate, said SMJ Energy Sdn Bhd's Oil and Gas Services and Equipment (OGSE) and Corporate Executive Director Terry Biusing. He said this at the recent Kadazandusun Chamber of Commerce and Industry (KCCI) – Dayak Chamber of Commerce and Industry (DCCI) Oil and Gas Business Opportunities Forum at the ITCC Grand Ballroom, recently. Terry said in December 2021, the State Government inked the Commercial Collaboration Agreement (CCA) with Petronas which opened doors for Sabah companies to get a bigger slice of the pie in an industry that produces 40 per cent of Malaysia's oil and 20 per cent of its gas,'. The numbers speak for themselves. Since the agreement kicked in, Sabahan companies have seen their earnings shoot up by 300 per cent from 2021 to 2024. More recently, comparing May 2024 to May 2025, there was a 96 per cent jump in contracts awarded to Sabah companies, reaching RM603 million more than what they earned in the entire year of 2021. 'In just the first five months of 2025 compared to the same period in 2024, we have nearly doubled the revenue awarded to Sabahan companies,' Terry said, citing how the effort keeps getting better. The industry has also grown in size. The number of oil and gas service companies jumped 51 per cent from 263 to 396, while active companies nearly doubled from 79 to 151. This is not just about numbers, it means real jobs and real opportunities for Sabahans. How did they pull this off? Through smart policy changes made by a special committee led by local leaders. Their job was to increase Sabahan participation without compromising on safety, quality or costs. The key changes included raising the tender threshold to RM20 million for upstream work and RM10 million for downstream work. They also expanded the types of work reserved for Sabahan companies from 63 categories to 135, more than doubling the opportunities. 'What does prioritised mean for Sabah tenders? It means if there are more than three capable Sabahan companies bidding, it becomes a closed tender for Sabahan companies only,' Terry said. He said non-Sabahan companies must partner with local firms, with Sabahan companies required to hold at least 30 per cent ownership or do 30 per cent of the work. Perhaps the biggest game-changer was introducing the Kinabalu Activity Outlook (KAO), which brought transparency to an industry that was previously like a guessing game. 'In the past, companies applying for Petronas licenses were like buying lottery tickets. You never knew which numbers would come up or which licenses would be used. That is where the KAO comes in,' he said. Terry said the KAO gives companies a three-year forecast of opportunities across different sectors, covering all major operators including Petronas, Shell, Hibiscus and ConocoPhillips, among others. Hektar Reit buys Alor Gajah land for RM40mil

Azanis Shahila Aman KUALA LUMPUR: Hektar Real Estate Investment Trust (Hektar Reit) is buying two plots of land in Alor Gajah, Melaka measuring 16.92 hectares for RM40 million. This is part of Hektar Reit's long-term strategy to enhance sustainable income and portfolio diversification. In a filing with Bursa Malaysia, Hektar Reit said its trustee, MTrustee Bhd, had entered into two separate conditional sale and purchase agreements (SPAs) with KYS College Sdn Bhd for the acquisition. The acquisition will be funded via a mix of cash and borrowings, with RM24 million in financing expected to be raised. Upon completion of the SPAs, the properties will be leased to KYSA Education Sdn Bhd, the current operator of Kolej Yayasan Saad Melaka, under a 30-year triple net lease agreement, with an option to extend for another 30 years. The lease agreements, already signed by MTrustee, include a 10 per cent rental escalation every three years and are expected to yield an average return of 8.45 per cent over the 30-year tenure. "The rental shall commence upon the completion of the respective SPA," the Reit said. Hektar Reit said the lease structure provides a stable, long-term income stream while offering an attractive risk-adjusted return. "In line with its long-term strategy, Hektar Reit may also evaluate the acquisition of future developed portions of the site, allowing the company to secure incremental, recurring income streams and further strengthen its portfolio diversification through increased exposure to the resilient education sector," it added.
