J'khand Cong team visits Purnia, urges Bihar govt to announce aid for family

Ranchi: A five-member fact-finding committee of Jharkhand Congress on Wednesday visited Tetgama village in Purnia district of poll-bound Bihar where five members of a tribal family were burnt over suspicion of witchcraft on July 6 night.
While Bihar govt has reportedly slapped FIRs against 23 named and over 150 unknown besides arresting the main accused Nakul Oraon, also a tribal, as part of its probe so far, the visiting Cong delegation from Jharkhand, led by former minister and one of the working presidents of state Congress, Bandhu Tirkey, said that the incident should be seen as a 'blot on humanity'.
After visiting the violence-torn region and meeting local villagers, including members of the affected family, Tirkey said, "Superstition and illiteracy have destroyed an innocent family.
This is not just a murder, but a result of social evils. The govt must take concrete steps to prevent such incidents."
Tirkey has also demanded fair investigation into this case, and the harshest punishment for the guilty. "The govt must also immediately announce financial assistance and protection to the victim's family," he said, adding that he has provided Rs 21,000 to the family from his end as fiscal assistance.

He also demanded that the govt and local administration must launch a mega awareness drive on priority to fight superstition in remote areas. "We also demand special measures for livelihood and security should be taken for tribal and Dalit communities," he said, adding that they have assured the victim family of all the possible assistance in future too.
The delegation also met with the local district magistrate and superintendent of police to press for a speedy probe. "We urged the administration to launch campaigns to solve village's basic issues such as roads, education, housing, health, water etc besides curbing superstition," he said.

Southeast Asian nations are highly reliant on Chinese components and raw materials, and US firms that source from the region would bear the extra tariff damage. That's left companies, investors and economists facing several unanswered questions about Trump's tariffs that appear aimed at squeezing out Chinese content, according to Deborah Elms, head of trade policy at the Hinrich Foundation in Singapore. In an agreement with Indonesia last week, the White House said the two countries would negotiate 'rules of origin' to ensure a third country wouldn't benefit. And Thai officials, who have yet to secure a deal, detailed that they likely need to boost local content in exports to the US. Missing Details The Trump administration isn't providing much clarity on the matter right now. US officials are still working out details with trading partners and looking at value-based local content requirements, to ensure exports are more than just assembled imported parts, according to a person familiar with the matter, who didn't want to be identified discussing private talks. A senior Trump administration official also said this week that details on the approach to transshipment are expected to be released before Aug. 1, the deadline for when higher US tariffs kick in. Some factories are already adjusting their supply chains to comply with rules that will require more locally-made components in production. Frank Deng, an executive at a Shanghai-based furniture exporter with operations in Vietnam — and which gets about 80% of business from the US — said in an interview his firm is making adjustments as authorities appear to be more strictly enforcing country-of-origin rules. Vietnam has always had specific local content requirements for manufacturers, Deng added, including that a maximum of 30% of the volume of raw materials originates from China, and the value after production in Vietnam must be 40% higher than the imported raw materials. 'We've been struggling to meet all the standards so that we can still stay in the game,' Deng said. 'But I guess that's the only way to survive now.' For most of Southeast Asia, reducing the amount of Chinese-made components in manufacturing will require a complete overhaul of their supply chains. Estimates from Eurasia Group show that Chinese components make up about 60% to 70% of exports from Southeast Asia — primarily industrial inputs that go into manufacturing assembly. About 15% of the region's exports now head to the US, up about four percentage points from 2018. Local Content The US has become increasingly vigilant about China's ability to bypass US trade tariffs and other restrictions through third countries since Trump's first trade war in 2017. Thailand signaled its frustration over the lack of clarity for how much local content is needed in goods exported to the US to avert transshipment rates, but noted it will likely be much higher than a traditional measure of 40%. 'From what we've heard, the required percentage could be significantly higher, perhaps 60%, 70%, or even 80%,' Deputy Prime Minister Pichai Chunhavajira said July 14. 'Emerging countries or new production bases are clearly at a disadvantage,' he said, as their manufacturing capabilities are still at an early stage and must rely on other countries for raw goods. Vietnam, Thailand and Malaysia have all taken steps this year to address Trump's concerns, increasing scrutiny of trade that passes through their ports including new rule-of-origin policies that centralize processing and imposing harsh penalties on transshippers. Developing nations may still struggle to enforce Trump's rules or comply with the rules if it means going up against China, their largest trading partner and geopolitical partner. 'The reality is it's not enforceable at all,' said Dan Wang, China director at Eurasia Group. 'Chinese companies have all kinds of ways to get around it and those other countries have no incentive to enforce those measures, or capacity to collect the data and determine local content.'

In a major crackdown, Delhi Police 's crime branch has busted an international drug cartel operating in the capital's party circuits and seized narcotics worth over Rs 100 crore. As reported by TOI, five foreign nationals have been arrested, including the India operations head and three Nigerians. The gang, led by a notorious Nigerian kingpin named Callistus, was running a well-organised network that operated across Delhi-NCR and had links to Malaysia, Australia, New Zealand, Japan and the UK. The cartel was using encrypted WhatsApp chats, forged documents and a call centre-style drug delivery system to operate under the radar. Women Used as Drug Mules, WhatsApp for Deliveries Additional Commissioner Mangesh Kashyap told TOI that the syndicate used Indian women to smuggle pure cocaine from abroad, banking on their lower risk profile at international airports. Once in India, the drugs were received by Philipp, who passed them to level-A distributors like Godwin John. He adulterated pure cocaine using neutral cutting agents in a 1:4 ratio, turning 1 kg of cocaine into 5 kg of street-level drug. Level-B operatives like Ibe alias Victor would then supply it weekly to level-C peddlers for final delivery to users in Delhi-NCR. Weekly collections were funnelled back up the ladder. What made the cartel more dangerous was its resilience. Police said even if a foot soldier was arrested, handlers in Nigeria maintained centralised customer records, ensuring operations were not affected. Money Laundering Network Also Exposed During the investigation, Delhi Police also unearthed a major money laundering racket. According to DCP Harsh Indora, Indians based in Nigeria who wanted to send money home would pay the drug cartel in Naira, and their families in India would receive the equivalent in rupees, completely bypassing official banking systems. This informal currency exchange network allowed the syndicate to clean its drug money while fulfilling money transfer needs.
