Sabah not ready to bid for major oil block yet: Masidi

Kota Kinabalu: Sabah's state-owned energy firms were not involved in the bidding for a lucrative oil block off the east coast because they still lack the expertise and capital needed to compete in large-scale exploration projects, the State Assembly was told. State Finance Minister Datuk Seri Masidi Manjun said both SMJ Energy and Sabah International Petroleum (SIP) did not submit bids for the Mutiara Cluster production-sharing contract (PSC), which Petronas recently awarded to Peninsular Malaysia-based Dialog Group Berhad. 'Exploration requires billions in capital. At this point, SIP and SMJ are not yet qualified to take on such bidding because we lack the technical expertise,' he said during the question-and-answer session. He was responding to a supplementary question from opposition leader Datuk Seri Mohd Shafie Apdal (Warisan-Senallang), who raised concerns about Sabah firms being sidelined in the management of its own oil and gas resources. 'This isn't about politics. It's about protecting what belongs to Sabah,' said Shafie. 'Why weren't SMJ or SIP even involved, when the block is right off our coast?' Masidi explained that the Mutiara Cluster contract was part of an international bid under the Malaysia Bid Round 2025, and it is still at the exploration stage. 'No oil has been extracted yet. But trust me — SMJ has its own involvement, which we will announce later,' he said. He also stressed that Sabah's role in the sector is protected under the Commercial Collaboration Agreement (CCA) signed with Petronas, which includes a joint committee to determine the extent of the State's participation. 'So far, there is nothing Petronas has given to Sarawak that it won't also give to Sabah,' he said. Masidi added that while Sarawak had a 100-year head-start in the oil and gas industry, Sabah was only now beginning to catch up. 'We are just starting out — we're crawling while they are already running,' he said. Despite Shafie's call for firmer policies to secure Sabah's natural resources, Masidi said the State Government believes in quiet but consistent action. 'We work quietly - and we see results. Others may talk, but have no outcomes,' he said. Earlier, Daily Express reported that Dialog Group Berhad, a Peninsular Malaysia-based company listed on Bursa Malaysia, was awarded a 14-year production-sharing contract by Petronas on June 13 for the Mutiara Cluster Small Field Asset through its wholly owned unit, Dialog Resources Sdn Bhd. The cluster comprises five marginal fields — Nymphe, Nymphe North, Kuda Terbang, Benrinnes and Mutiara Hitam — located in the Sandakan Basin. It marks the first time commercially viable oil and gas reserves have been confirmed off Sabah's east coast in the Sulu Sea, with first gas targeted before the first quarter of 2029. To accelerate the project, Dialog also signed a one-year, non-binding memorandum of understanding (MOU) with Petronas to explore cost reductions and fast-track production. The two parties will share technical data and collaborate on field development and abandonment plans. Founded in 1984 and led by Tan Sri Dr Ngau Boon Keat, Dialog has grown through partnerships with global technology providers. PETALING JAYA: BreathDx (M) Sdn Bhd, the Malaysian unit of US-based breath diagnostic firm BreathDx Inc, is seeking to raise RM21mil through an offering of Islamic redeemable cumulative convertible preference shares (RCCPS-i) as it prepares to expand operations in Malaysia and the region. The fundraising, facilitated via equity crowdfunding platform AMB Connect, will support the company's efforts to scale up its breath-based diagnostics platform, which uses artificial intelligence and gas chromatography to detect cancer through exhaled breath. 'Being based in Malaysia allows us to look at diseases that often don't get investigated like dengue, Zika or malaria. 'It also gives us an opportunity to localise testing for the region,' said chief executive officer Datuk Rajen Manicka. Of the amount raised, 57% will be allocated toward acquiring machines, research and development (R&D), regulatory compliance, staffing and reimbursements, while the remaining has been earmarked for working capital. The RCCPS-i shares would be issued at RM1 each, with proceeds to be fully utilised within 18 months. To support long-term scalability, BreathDx has outlined a three-pronged revenue strategy: leasing diagnostic machines to point-of-care providers such as hospitals and clinics, charging on a per-test basis, and monetising clinical data for third-party use. 'We are building a model that removes upfront cost barriers for healthcare providers while creating recurring income from both diagnostics and data,' Rajen said. As part of its expansion, the company is also exploring the setting up of a manufacturing plant in Sama Jaya, Sarawak. Rajen said the facility would allow the company to localise production, reduce reliance on China-based manufacturing, and mitigate the impact of tariffs in key export markets such as the United States. The company, recently valued at US$332mil by Valuing IP Sdn Bhd, may also consider a Nasdaq listing within the next two to three years. Rajen added that the valuation could rise further with the completion of clinical studies at Harvard and the US Veterans Administration, approvals from the US Food and Drug Administration and Malaysian regulators, international market entry into Europe, India and North Asia, and local manufacturing in Sarawak. BreathDx has invested more than US$25mil in R&D of micro gas chromatography and holds 25 international patents.

JAKARTA: Oracle Corp will partner with DayOne Data Centers Singapore Pte to establish its first cloud services centre in Indonesia, people familiar with the matter say, boosting its partnership with a key regional operator that counts TikTok owner ByteDance Ltd as its largest customer. The American tech giant will lease DayOne's data centres located at Nongsa Digital Park on the Indonesian island of Batam, according to the people, who asked not to be identified discussing information that's private. Oracle will be the sole tenant at DayOne plots that could support facilities with at least 120MW of power, they said. A 120MW data centre typically requires a capital investment of at least US$1.2bil, depending on factors like location, design tier and land costs, and whether the facility is built for hyperscale artificial intelligence workloads. Oracle's expansion confirms an earlier Bloomberg News story that it was in discussions to establish a cloud services centre in Indonesia. Representatives for Texas-based Oracle didn't immediately respond to a request for comment. Singapore-headquartered DayOne earlier this year was spun out of Chinese data centre operator GDS Holdings Ltd, which retains a stake. ByteDance is far and away DayOne's largest customer, according to research firm SemiAnalysis, with Oracle coming in second. DayOne also didn't respond to a request for comment. — Bloomberg
