
Coimbatore Corporation drops plan for multiple STPs along Noyyal
The Coimbatore Corporation has revised its earlier proposal to establish multiple sewage treatment plants (STPs) along the Noyyal river bund.
Instead, the Corporation now plans to construct a single STP and divert sewage through interception and diversion systems to existing treatment facilities at Ukkadam, Nanjundapuram, and Ondipudur.
According to officials, sewage intercepted at various points along the river will be directed into a well and pumped to the existing STPs. This revised approach is expected to reduce the operational and maintenance costs associated with managing multiple smaller units. Approximately 50 million litres per day (MLD) of sewage is proposed to be redirected through this system.
In locations where diversion is not feasible, a separate 15 MLD STP is proposed. The total cost of these measures is estimated at ₹100 crore.
As part of preparatory work, the Corporation has completed boundary marking of the Noyyal river and installed boundary stones along the 18.5-km stretch within the city limits.
Separately, under the State government's Riverfront Development (RFD) project, Coimbatore is among five cities selected for riverfront enhancements. A proposal for ₹100 crore has been submitted for developing the Noyyal bund stretch from Puttuvikki Road to Nanjundapuram Road. Proposed works include construction of bund roads, retaining walls, parks, walking tracks, and recreational spaces to improve access and connectivity.
'We have submitted proposals totalling ₹220 crore for the rejuvenation of the Noyyal,' said Corporation Commissioner M. Sivaguru Prabakaran. He added that the river, which also carries sewage from several town panchayats and neighbouring local bodies, will see significant improvement once the project is implemented, benefiting all system tanks linked to it.

AITUC urges Erode Corporation to implement revised minimum wages for SHGs and contract workers
The Erode District Local Bodies Workers' Association, affiliated with the All India Trade Union Congress (AITUC), has urged the Corporation to implement the revised minimum wages for self-help group (SHG) and contract workers employed in various civic departments. In a representation to Corporation Commissioner Arpit Jain, association president S. Chinnasamy cited government orders and court rulings, including the Minimum Wages Act, 1948, and a Madras High Court directive mandating minimum wage payments to all local body workers. The association noted that over 1,500 daily wage workers are engaged under SHGs and contract roles across services such as sanitation, water supply, and street light maintenance. Despite multiple appeals, the revised minimum wages for 2024–2025 have not been implemented, it said. Mr. Chinnasamy stated that for April 1, 2024, to March 31, 2025, the prescribed daily wages was ₹754 for sanitation workers, water supply staff, and domestic breeding checkers (DBC), and ₹792 for drivers, as per official communications from the Tamil Nadu Labour Department and the Erode District Collector. For 2025–2026, effective April 1, the updated daily wages should be ₹761 for sanitation, water supply, and DBC staff, and ₹799 for drivers, based on a March 3, 2025, Labour Department letter. However, the Corporation continues to pay only ₹724 per day, the 2023–2024 rate, resulting in a wage loss of at least ₹37 per worker per day. Calling the non-compliance both unlawful and in contempt of court, the association demanded immediate payment of arrears along with the June 2025 salary. It also urged the Corporation to extend Employees' State Insurance coverage to all temporary workers, issue ID cards through the Sanitation Workers Welfare Board, ensure access to welfare benefits, and supply safety gear and tools. The representation warned that failure to act amounts to denying basic legal entitlements to some of the Corporation's most essential and underpaid workers.

Mansukh Mandaviya chairs 196th meeting of Employees' State Insurance Corporation in Shimla
Shimla (Himachal Pradesh) [India], June 27 (ANI) Union Minister for Labour and Employment and Youth Affairs and Sports, Mansukh Mandaviya, chaired the 196th meeting of the Employees' State Insurance Corporation (ESIC) at Shimla, Himachal Pradesh on Friday. According to an official release, the Corporation deliberated and approved several key agenda items aimed at enhancing ESIC's operational reach, infrastructure, and healthcare delivery. The Employees' State Insurance Corporation has approved the re-launch of SPREE (Scheme to Promote Registration of Employers, Employees) with the objective of expanding ESI coverage across the country. Originally introduced in 2016, the scheme successfully facilitated the registration of over 88,000 employers and 1.02 crore employees. The renewed SPREE will be open from July 1 to December 31, offering a one-time opportunity for unregistered employers and left-out workers--including contractual and temporary staff--to enroll under the ESI Act. Under the scheme, employers registering during this period will be treated as covered from the date of registration or as declared by them, while newly registered employees will be covered from their respective dates of registration. By focusing on voluntary compliance rather than penalization, the scheme will seek to ease the litigation burden, encourage formal registration, and foster improved engagement and goodwill among stakeholders. The ESI Corporation has approved the Amnesty Scheme - 2025, a one-time dispute resolution window from October 1 to September 30, 2026 aimed at reducing litigation and promoting compliance under the ESI Act. For the first time, disputes along with cases involving damages and interest regarding coverage are included. Regional Directors have been empowered to withdraw cases where contributions and interest have been paid, and also to withdraw cases filed against insured persons over five years ago where no notices were issued. The scheme aims to reduce the number of litigations by providing a mechanism for the resolution of disputes outside the court, offering employers an opportunity to come forward for a mutual settlement to promote ease of doing business, and earn the goodwill of all stakeholders. ESI Corporation has decided to simplify its damages framework by replacing the earlier framework of graded rates in favour of straightforward fixed rate. Further, the maximum rate of damage in the earlier framework was 25 per cent per annum, which has now been reduced to 1 per cent for every month on the amount payable by the employer. This change will promote compliance, minimize disputes and foster a more conducive regulatory environment. The Corporation approved the proposal to delegate powers to the Director General, ESIC, to grant relaxation in submission of applications beyond the 12-month limit from the date of job loss under RGSKY on case-to-case basis. The Employees' State Insurance Corporation has considered and approved the Revised AYUSH Policy of ESIC. This policy focuses on integrating traditional systems of medicine such as Ayurveda, Yoga, Unani, Siddha, and Homeopathy into the ESIC healthcare network. The aim is to promote holistic, preventive, and wellness-oriented healthcare. It marks a strategic move to enhance the overall medical services provided to ESIC beneficiaries. The Corporation has approved the engagement of Yoga therapists and Panchakarma technicians/attendants in ESIC hospitals. The Corporation approved a pilot project to improve healthcare access for ESI beneficiaries by partnering with charitable hospitals in underserved areas. These hospitals will provide comprehensive services--from OPD to emergency care--ensuring affordable, quality treatment while advancing ESIC's mission of social security and welfare. The pilot will be initiated in a few districts of the country. The 196th meeting of the ESI Corporation was attended by Dola Sen, Member of Parliament (Rajya Sabha), NK Premachandra, Member of Parliament (Lok Sabha), Ashok Kumar Singh, Director General, ESIC, Principal Secretaries/Secretaries of the state governments, representatives of employers, employees and senior officers from the Ministry of Labour and Employment, Govt of India and ESIC. UGD charges to be collected as per 2023 bylaw, says Coimbatore Corporation
Coimbatore Corporation will collect underground drainage (UGD) charges as per the bylaw passed in 2023, and the recently revised rates will not be implemented, Corporation Commissioner M. Sivaguru Prabakaran said during the Council meeting on Thursday. Councillors opposed the proposed 3% annual hike in monthly charges and deposit amounts for UGD connections, calling it a financial burden on the public. They demanded the withdrawal of resolution 101 and 102, which were passed during the previous Council meeting held on May 14, 2025. The Commissioner clarified that the resolutions were intended only to indicate a potential revenue stream for repaying a World Bank loan and assured the council they would not be enforced. He added that delays in securing the loan could affect UGD-related works in the city. Mayor K. Ranganayaki said the decision on withdrawing the resolutions would be discussed with party leaders and brought up at the next council meeting. As per the 2023 bylaw, UGD charges for residential buildings are based on built-up area. Houses up to 600 pay ₹7,500 as deposit and ₹110 monthly; 601–1,200 ₹10,000 deposit and ₹140 monthly; 1,201–1,800 ₹12,500 deposit and ₹180 monthly; 1,801–2,400 ₹15,000 deposit and ₹210 monthly; above 2,400 ₹17,500 and above as deposit, and ₹250 and above monthly. For non-residential buildings up to 600 ₹15,000 deposit and ₹330 monthly; 601–1,200 ₹20,000 and ₹420; 1,201–1,800 ₹25,000 and ₹540; 1,801–2,400 ₹30,000 and ₹630; above 2,400 ₹35,000 and above as deposit, and ₹660 and above monthly. Meanwhile, AIADMK floor leader R. Prabakaran raised concerns that UGD charges were being levied even on properties not connected to the service. He added that some demands generated since 2017 were exorbitant and baseless. On the issue of inflated UGD charges displayed on the Corporation's website, where some residents were shown to owe lakhs of rupees, the Commissioner said these were the result of incorrect entries. 'We have requested deletion of the wrongly uploaded records, and the updated details based on 2023 rates will be uploaded shortly,' he said.
