
Startup ASEAN Platform a step forward for regional integration – ASEAN sec-gen
PUTRAJAYA: The official launch of the Startup ASEAN platform today marks a transformative step forward in strengthening regional collaboration, serving as a central digital hub for entrepreneurs, investors, governments and ecosystem builders across all ASEAN member states.
ASEAN Secretary-General Dr Kao Kim Hourn said the platform reflects ASEAN's strong commitment to deepening regional integration, while opening new opportunities through technology and innovation. 'This platform embodies ASEAN's unwavering commitment to deepening regional integration while unlocking unprecedented opportunities through technology and innovation,' he said in his speech delivered virtually at the launch ceremony here today.
Malaysia today launched the Startup ASEAN platform, marking the full-scale rollout of a bold, unified digital gateway to connect and empower startups across ASEAN.
Spearheaded by the Ministry of Science, Technology and Innovation (MOSTI) and executed by Cradle Fund Sdn Bhd (Cradle), the platform's regional launch underscores Malaysia's commitment as ASEAN Chair this year to fostering inclusive innovation and economic dynamism across the region.
Kao highlighted Malaysia's leadership as ASEAN Chair in implementing the ASEAN Technology Startup Ignite programme, one of the region's key economic deliverables this year. The year-long programme has played an important role in driving startup growth across ASEAN, successfully connecting over 11,000 startups with 5,000 investors and supporting a startup ecosystem now valued at more than US$130 billion.
He said the newly launched Startup ASEAN platform builds on this momentum and represents a key initiative that brings together all players in the startup ecosystem under one roof. 'The launch stands as a testament to Malaysia's dedication to building a platform that serves every ASEAN member state, one that champions open innovation, deepens access to capital, and positions ASEAN as a dynamic and interconnected innovation powerhouse,' he added.
Kao said Kuala Lumpur's entry into the top 20 emerging startup ecosystems for the first time, ranking 18th in the Global Startup Ecosystem Report 2025 by Startup Genome, further reflects the strong foundation Malaysia has built for its national ecosystem. He added that this recognition also highlights Malaysia's growing influence in elevating the region's innovation landscape.
Looking ahead, the ASEAN Secretary-General expressed confidence that the platform, under Malaysia's leadership, will help shape a more inclusive and future-ready ASEAN by fostering startup-friendly policies, enhancing readiness across member states, and promoting meaningful partnerships across the region.
He said the timing of the launch was significant, coming just weeks after ASEAN leaders gathered in Kuala Lumpur and adopted the Kuala Lumpur Declaration, which commemorated the 10th anniversary of the ASEAN Community. The declaration reaffirmed ASEAN's commitment to the ASEAN Community Vision 2045, which aims to build a resilient, innovative and people-centred region based on four strategic pillars – political-security, economic, socio-cultural and connectivity.
'In this context, the Startup ASEAN platform is a timely and tangible step forward in shaping an ASEAN that is enterprising, adaptive and equipped to thrive amid global shifts,' he said.
Kao concluded by expressing the ASEAN Secretariat's continued support for the initiative and called on all member states to collectively strengthen the regional innovation ecosystem.

Even as markets rally, Trump's policymaking causes market angst
NEW YORK: As Wall Street puts April's tariff shakeout in the rear-view mirror and indexes set record highs, investors remain wary of US President Donald Trump's rapid-fire, sometimes chaotic policymaking process and see the rally as fragile. The S&P 500 and Nasdaq Composite Index advanced past their previous highs into uncharted territory on Friday. Yet traders and investors remain wary of what may lie ahead. Trump's April 2 reciprocal tariffs on major trading partners roiled global financial markets and put the S&P 500 on the threshold of a bear market designation when it ended down 19 per cent from its Feb 19 record-high close. This week's leg up came after a US-brokered ceasefire between Israel and Iran brought an end to a 12-day air battle that had sparked a jump in crude prices and raised worries of higher inflation. But a relief rally started after Trump responded to the initial tariff panic that gripped financial markets by backing away from his most draconian plans. JP Morgan Chase, in the midyear outlook published on Wednesday by its global research team, said the environment was characterised by "extreme policy uncertainty." "Nobody wants to end a week with a risk-on tilt to their portfolios," said Art Hogan, market strategist at B. Riley Wealth. Everyone is aware that just as the market feels more certain and confident, a single wildcard policy announcement could change everything," even if it does not ignite a firestorm of the kind seen in April. Part of this wariness from institutional investors may be due to the magnitude of the six per cent S&P 500 rally that followed Trump's re-election last November and culminated in the last new high posted by the index in February, said Joseph Quinlan, market strategist at Bank of America. "We were out ahead of our skis," Quinlan said. A focus on deregulation, tax cuts and corporate deals brought out the "animal spirits," he said. Then came the tariff battles. Quinlan remains upbeat on the outlook for US stocks and optimistic that a new global trade system could lead to US companies opening new markets and posting higher revenues and profits. But he said he is still cautious. "There will still be spikes of volatility around policy unknowns." Overall, measures of market volatility are now well below where they stood at the height of the tariff turmoil in April, with the CBOE VIX index now at 16.30, down from a 52.30 peak on Apr 8. UNSTABLE MARKETS "Our clients seem to have become somewhat desensitised to the headlines, but it's still an unhealthy market, with everyone aware that trading could happen based on the whims behind a bunch of" social media posts, said Jeff O'Connor, head of market structure, Americas, at Liquidnet, an institutional trading platform. Trading in the options market shows little sign of the kind of euphoria that characterised stock market rallies of the recent past. "On the institutional front, we do see a lot of hesitation in chasing the market rally," Stefano Pascale, head of US equity derivatives research at Barclays, said. Unlike past episodes of sharp market selloffs, institutional investors have largely stayed away from employing bullish call options to chase the market higher, Pascale said, referring to plain options that confer the right to buy at a specified future price and date. Bid/ask spreads on many stocks are well above levels O'Connor witnessed in late 2024, while market depth – a measure of the size and number of potential orders – remains at the lowest levels he can recall in the last 20 years. "The best way to describe the markets in the last couple of months, even as they have recovered, is to say they are unstable," said Liz Ann Sonders, market strategist at Charles Schwab. She said she is concerned that the market may be reaching "another point of complacency" akin to that seen in March. "There's a possibility that we'll be primed for another downside move," Sonders added. Mark Spindel, chief investment officer at Potomac River Capital in Washington, said he came up with the term "Snapchat presidency" to describe the whiplash effect on markets of the president's constantly changing policies on markets. "He feels more like a day trader than a long-term institutional investor," Spindel said, alluding to Trump's policy flip-flops. "One minute he's not going to negotiate, and the next he negotiates." To be sure, traders seem to view those rapid shifts in course as a positive in the current rally, signalling Trump's willingness to heed market signals. "For now, at least, stocks are willing to overlook the risks that go along with this style and lack of consistent policies, and give the administration a break as being 'market friendly'," said Steve Sosnick, market strategist at Interactive Brokers.

Oil steadies after report of planned OPEC+ August output hike
HOUSTON: Oil prices edged up slightly on Friday, recovering from a midday drop into negative territory following a report that OPEC+ was planning to hike production in August, but tumbled about 12 per cent in the week in their biggest drop since March 2023. Brent crude futures settled at US$67.77 a barrel, up 4 cents, or 0.1 per cent. US West Texas Intermediate crude finished up 28 cents, or 0.4 per cent, at US$65.52 a barrel. Four delegates from OPEC+, which includes allies of the Organization of the Petroleum Exporting Countries, said the group was set to boost production by 411,000 barrels per day in August, following a similar-size output increase already planned for July. "The report about an OPEC increase came out and prices cratered," said Phil Flynn, senior market analyst with Price Futures Group, about the midday slide. Crude prices were already headed for a 12 per cent decline for the week following the ceasefire between Israel and Iran. During the 12-day war that started after Israel targeted Iran's nuclear facilities on June 13, Brent prices rose briefly to above US$80 a barrel before slumping to US$67 a barrel after US President Donald Trump announced an Iran-Israel ceasefire. "The market has almost entirely shrugged off the geopolitical risk premiums from almost a week ago as we return to a fundamentals-driven market," said Rystad analyst Janiv Shah. Flynn said expectations of higher demand in the coming months gave crude a boost earlier on Friday. "We're getting a demand premium on oil," Flynn said. Prices had also been supported earlier in Friday's session by multiple oil inventory reports that showed strong draws in middle distillates, said Tamas Varga, a PVM Oil Associates analyst. US government data on Wednesday showed crude oil and fuel inventories fell last week, with refining activity and demand rising. Meanwhile, data on Thursday showed that independently held gasoil stocks at the Amsterdam-Rotterdam-Antwerp (ARA) refining and storage hub fell to their lowest in over a year, while Singapore's middle distillates inventories declined as net exports climbed week on week. Additionally, China's Iranian oil imports surged in June as shipments accelerated before the Israel-Iran conflict and demand from independent refineries improved, analysts said. China is the world's top oil importer and biggest buyer of Iranian crude. It bought more than 1.8 million barrels per day of Iranian crude from June 1–20, according to ship-tracker Vortexa, a record high based on the firm's data. The US oil and natural gas rig count, an early indicator of future output, fell for a fourth straight month to its lowest since October 2021, Baker Hughes said. The number of oil rigs fell by six to 432 this week, also the lowest level since October 2021.
