
MOH addresses doctor brain drain with new permanent positions
Deputy Health Minister Datuk Lukanisman Awang Sauni said the initiative aims to alleviate the burden faced by medical officers and fill vacancies at public healthcare facilities nationwide.
'The authority to create (permanent medical officer posts) positions does not lie with MOH. Therefore, the ministry has submitted a request to increase permanent positions.
'The director-general of Health, Datuk Dr Mahathar Abd Wahab, is reviewing the current imbalance in distribution and placement of medical officers based on nationwide needs,' he told reporters after launching the World No Tobacco Day and World Tuberculosis Day at IOI Mall here today.
Also present were Johor Health and Environment Committee chairman Ling Tian Soon and Johor State Health Department (JKNJ) director Dr Mohtar Pungut@Ahmad.
He said this in response to Malaysian Medical Association (MMA) president Datuk Dr Kalwinder Singh Khaira's call for the government to abolish the contract appointment system for doctors to restore their confidence in continuing to serve in the public sector.
Lukanisman added that MOH had completed the first phase of the e-placement involving medical officers.
'We had around 2,231 placements for the first phase and a total of 6,414 permanent posts. This phase has been completed.
'Medical officers need to understand that these permanent positions are for the entire country. Currently, 60 per cent of applications from medical officers have been fulfilled, with placements made at health facilities as per their requests.
'We still have vacancies for medical officers in Sabah, Sarawak, and Labuan. MOH appeals to medical officers to accept these placements, as they are permanent positions.'
'We will also consider appeals from medical officers because it is very unfair for the people of Sabah and Sarawak to be deprived of medical services', he said.
In a related development, he said the government is seeking ways to retain local medical officers and prevent their migration abroad by enhancing the staffing system and improving the welfare of healthcare workers.
Lukanisman said the ministry is committed to ensuring a better work-life balance for local doctors, as Malaysia is currently facing competition from hospitals and medical companies in Singapore offering attractive salary packages.
He said the government is paying serious attention to issues such as on-call duties, fatigue, bullying in hospitals, and healthcare staff welfare.
'Although the government is not yet able to offer salaries on par with other countries, we are improving the system to provide a better work-life balance at least. Issues like on-call duties, burnout among medical officers, and bullying in hospitals are being discussed, as these cannot be solved merely through awareness campaigns,' said Lukanisman.

Govt fine-tuning legal framework to curb rising private healthcare costs
KUALA LUMPUR: The government is reviewing existing legislation, including an amendment to the Private Healthcare Facilities and Services Act 1998 (Act 586), to support the implementation of the Reset strategy aimed at curbing private healthcare inflation. Finance Minister Datuk Seri Anwar Ibrahim said the Ministry of Health (MOH) is refining the legal framework to enable initiatives under Reset, including the introduction of the Diagnosis-Related Group (DRG) payment system. "The MOH is currently reviewing relevant acts to align efforts to address medical inflation. Amendments to the Private Healthcare Facilities and Services Act 1998 are being studied and refined to allow for the implementation of the DRG payment system, which will require the sharing of minimum clinical and financial data, as well as other related initiatives under the Reset strategic framework. "The government will continue to consider amendments to other acts under the ministry's jurisdiction, if necessary, to empower the overall Reset strategy," he said in a written parliamentary reply. Anwar, who is also prime minister, said the Reset strategy comprises five strategic pillars and 11 key initiatives. The first pillar is the improvement of Medical and Health Insurance and Takaful (MHIT) through the development of a basic MHIT product that will modify MHIT product features and enable the setting of more sustainable and stable premium rates in the long term. He said the second pillar is increasing price transparency through the display of medicine prices and the publication of price ranges for common healthcare services to enable consumers to make informed decisions. "Third, strengthening the digital health ecosystem through electronic medical records to improve quality of care and reduce the need for repeated diagnostic tests. "Additionally, expanding cost-effective options through Rakan KKM and the provision of more affordable hospitals, including encouraging the expansion of non-profit hospitals. "Lastly, transforming the provider payment mechanism to a DRG system to ensure value-based healthcare payments that align with the interests of patients, healthcare providers, and payers," he said. He added that the implementation of Reset initiatives is monitored by the Joint Ministerial Committee on Private Healthcare Costs (JBMKKS), co-chaired by Finance Minister II Datuk Seri Amir Hamzah Azizan and Health Minister Datuk Seri Dr Dzulkefly Ahmad. MoH Stands By Educational Enforcement Of Medicine Price Display Regulation
GENERAL PUTRAJAYA, July 30 (Bernama) — The Ministry of Health (MOH) will continue focusing on education and awareness in enforcing the Price Control and Anti-Profiteering (Medicine Price Labelling) Order 2025, despite a pending judicial review application challenging the regulation. Health Minister Datuk Seri Dr Dzulkefly Ahmad said the ministry respects the legal process but is committed to ensuring smooth implementation of the order through educational enforcement. 'We will continue with this approach to avoid enforcement gaps while the court process is ongoing,' he told reporters after officiating the 2025 National Health Technology Assessment Conference and the 30th anniversary of the Malaysian Health Technology Assessment Section (MaHTAS) here today. The regulation, which came into force on May 1, mandates all private clinics and community pharmacies to display medicine prices on shelves, in catalogues or on written price lists, under the Price Control and Anti-Profiteering (Medicine Price Labelling) Order 2025. Dr Dzulkefly was responding to reports that the Malaysian Medical Association (MMA) and seven other organisations have applied for leave to initiate a judicial review of the order. Among the applicants are the Sabah Private Practitioners Association (APPS), the Malaysian Association for the Advancement of Functional and Interdisciplinary Medicine (MAAFIM), the Malaysian Muslim Doctors Association (PERDIM), and the Federation of Private Medical Practitioners' Associations Malaysia (FPMPAM). On May 4, Dr Dzulkefly had clarified that no fines or compounds would be issued during the first three months of enforcement, as the ministry's priority was on stakeholder education. MoH Open To Reclassifying Etomidate Under Dangerous Drugs Act
PUTRAJAYA, July 30 (Bernama) -- The Health Ministry (MoH) is open to reviewing the proposal to list 'etomidate' under the Dangerous Drugs Act 1952 following reports of its frequent abuse, its minister Datuk Seri Dr Dzulkefly Ahmad said. He said that based on current clinical practices, the MoH is always ready to carry out evaluations or studies based on evidence presented by any party. Etomidate is currently listed under the Poisons Act 1952. 'Any proposal can be considered, but at the end of the day, I look at the evidence base when evaluating something,' he told a press conference after officiating the 2025 National Health Technology Assessment Conference and the 30th Anniversary Celebration of the Health Technology Assessment Section (MaHTAS) here today. Bandar Kuching MP Dr Kelvin Yii had before this urged the government to list etomidate under both the Poisons Act 1952 and the Dangerous Drugs Act 1952, citing reports of its fatal effects in Singapore. He said etomidate is an intravenous anaesthetic that has been misused as a recreational substance through vape products, often marketed as 'Kpods'. Kpods is a street term that usually refers to vape pods laced or contaminated with harmful chemicals or synthetic drugs, rather than just regular vape liquids like nicotine or flavoring. In a related development, Dzulkefly said the government is currently reviewing a proposal to ban e-cigarettes or vapes in the country. 'I'm taking note, but I don't want to act hastily. We are taking this very seriously, and it needs to go through a thorough evaluation and consideration of legal and public health impacts,' he said.
