Prime Minister Shehbaz Sharif on Friday urged the Economic Cooperation Organization (ECO) member states to deepen collaboration in response to the pressing regional and global challenges, particularly climate change and geopolitical instability.
Addressing the 17th ECO summit, the prime minister underscored the urgent need for collective action as ECO member states struggle with the severe consequences of climate change, from melting glaciers and desertification to extreme weather events and declining agricultural productivity.
"These challenges threaten the food security and livelihoods of millions. Pakistan remains among the top 10 countries most vulnerable to climate change," he said, recalling the catastrophic 2022 floods that displaced over 33 million people in Pakistan.
The prime minister also drew attention to what he called the "weaponization of water" by India, referencing New Delhi's violations of the Indus Waters Treaty and the recent ruling by the Permanent Court of Arbitration.
"This violation is completely unacceptable. Indus waters are a lifeline for Pakistan's 240 million people. India's actions amount to aggression."
He categorically said that under no circumstances, India could not be allowed to pursue this dangerous path that will amount to an act of aggression against people of Pakistan.
Just last week, he said several lives were tragically lost in the affected districts of Pakistan. "Pakistan on its part has undertaken a series of climate related policy initiatives and is aggressively pursuing of 4F plans focusing on resilience, recovery, rehabilitation and reconstruction," he added.
The prime minister said in this regard Pakistan proposed the development of low emissions corridors and regional disaster resilience system.
"A dedicated framework to mobilize climate finance along with regional clean energy corridors and eco-tourism initiatives can further drive inclusive sustainable growth creating green jobs, especially for youth and women and supporting livelihoods," he said.
Condemning the Israel's recent strike on Iran, the prime minister called it "unlawful, unjustified and uncalled for," and expressed deep condolences to the Iranian people.
"Pakistan strongly condemns this act of Israeli aggression We pray for a speedy recovery of our injured brothers and sisters in Iran."
Furthermore, he said the unprovoked and reckless Indian hostility directed towards Pakistan after an unfortunate incident in the Indian-Illegally Occupied Jammu and Kashmir (IIOJK) was yet another attempt to destabilize regional peace.
"The world witnessed the steadfast resolve of our valiant armed forces under the leadership of Field Marshal Syed Asim Munir," the prime minister said.
He also appreciated the support and solidarity extended to Pakistan by the brotherly ECO members states in the aftermath of Indian aggression earlier this year.
He strongly condemned the Israel's barbarism in Gaza saying, "Pakistan stands firmly against those who perpetrated barbaric act against innocent people anywhere in the world whether in Gaza or IIOJK or Iran".
On the economic front, Shehbaz Sharif emphasized the need to operationalize long-pending agreements under ECO Vision 2025, especially the ECO Trade Agreement (ECOTA) and transport corridors, connecting member states. He referenced ECO's origins as the Regional Cooperation for Development (RCD), a partnership between Pakistan, Iran, and Turkey in the 1960s, as a historic blueprint for present-day integration.
"Promotion of trade and investment is key to achieving common goals of regional connectivity, energy security, and economic growth."
The prime minister thanked ECO member states for designating Lahore as the ECO Tourism Capital for 2027, inviting all delegates to experience Pakistan's rich cultural heritage.
"Lahore, the cultural heart of Pakistan, will enthrall all who visit us. We extend a warm invitation to all member states."
Turkish President
Prime Minister Shehbaz Sharif on Friday met with President of Turkiye Recep Tayyip Erdogan on the sidelines of the 17th ECO Summit in Khankendi and discussed matters of mutual interest.
The two leaders engaged in a comprehensive review of bilateral relations and exchanged views on key regional developments.
The two leaders reiterated their resolve and commitment to bringing about a meaningful progress in relations between the two countries, in all important sectors. Both leaders emphasized the importance of deepening cooperation in trade, defense, energy, connectivity, and investment sectors.
To this end, the two countries agreed to exchange high level delegations so as to ensure early finalization of the understandings reached between the two leaders.
Prime Minister Shehbaz Sharif reaffirmed Pakistan's unwavering commitment to working closely with Turkiye in advancing their shared goals of peace, stability, and sustainable development throughout the region.
Iran president
Prime Minister Shehbaz Sharif on Friday met with President of Iran Dr. Masoud Pezeshkian wherein he reaffirmed Pakistan's unwavering solidarity with the people and Government of Iran.
During the meeting held on the sidelines of 17th ECO Summit in Khankendi city of Azerbaijan, the prime minister reaffirmed Pakistan's strong commitment to continue working closely with Iran for peace in the region through dialogue and diplomacy.
During the meeting, both leaders reviewed the ongoing bilateral cooperation across all areas and expressed satisfaction over the progress made on decisions taken during their last meeting for further strengthening of Pakistan-Iran relations.
The two leaders also discussed the evolving regional situation in the wake of the Israel's illegitimate aggression against Iran.
Prime Minister Shehbaz appreciated President Pezeshkian's leadership and lauded Iran's decision to reach a ceasefire during recent crisis.
President Pezeshkian appreciated Pakistan's strong diplomatic support to Iran, including at the international forums, during the crisis and thanked him for Pakistan's vital role in de-escalating the conflict.
The prime minister requested the Iranian President to convey his warm greetings and good wishes to Supreme Leader of Iran Ali Khamenei.
Azerbaijan president
Prime Minister Shehbaz Sharif met with President of Azerbaijan Ilham Aliyev on the sidelines of Economic Cooperation Organization (ECO) Summit in Khankendi, Azerbaijan.
During the meeting, the two leaders agreed to enhance their cooperation in the fields of trade and investment while expressing satisfaction over the progress made regarding the investment prospects.
Both leaders reiterated their resolve to strengthen the economic partnership, especially Azerbaijan's investment in Pakistan.
The prime minister is visiting Azerbaijan to lead Pakistan's delegation in the 17th ECO Summit in Khankendi, Azerbaijan, held on 3-4 July, 2025.
On the sidelines of the Summit, Prime Minister Shehbaz Sharif held a productive bilateral meeting with the President of Azerbaijan where he congratulated him for hosting the 17th ECO Summit in an exemplary manner.
The prime minister also conveyed his gratitude to President Aliyev and the people of Azerbaijan for the gracious hospitality extended to him and his delegation during his recent visit to Lachin, Azerbaijan, from May 27-29, 2025.
The prime minister thanked President Ilham on Azerbaijan's steadfast support extended to Pakistan during the recent conflict with India. He stated that Pakistan had also extended consistent support to Azerbaijan in challenging times.
The prime minister reaffirmed that the recent interactions between the leadership of both countries had helped in making the relationship ever stronger. He also reiterated his invitation to President Ilham to visit Pakistan at his earliest convenience.

Iran struck five Israeli military bases during 12-day war: report
The radar-based findings suggest that six Iranian missiles reached targets in Israel's north, south, and centre, contradicting public claims of minimal damage to military infrastructure. PHOTO: REUTERS Iranian missiles appear to have directly hit five Israeli military facilities during the recent 12-day war, according to radar data seen by The Telegraph. The strikes have not been made public by the Israeli authorities and cannot be reported from within the country because of strict military censorship laws. They will further complicate the battle of words between the enemies, with both sides attempting to claim absolute victory. The new data were shared with The Telegraph by US academics at Oregon State University, who specialise in using satellite radar data to detect bomb damage in war zones. It suggests five previously unreported military facilities were hit by six Iranian missiles in the north, south and centre of Israel, including a major air base, an intelligence gathering centre and a logistics base. Approached by The Telegraph on Friday, the Israel Defense Forces (IDF) said it would not comment on missile interception rates or damage to its bases. "What we can say is that all relevant units maintained functional continuity throughout the operation," said a spokesman. The strikes on the military facilities are in addition to 36 others known to have pierced Israeli air-defence systems, causing significant damage to residential and industrial infrastructure. Despite the considerable damage to residential property across the country, only 28 Israelis died – a testament to the country's sophisticated alert system and the disciplined use of bomb shelters and safe rooms by the population. Analysis by The Telegraph suggests that while the vast majority of Iranian missiles were intercepted, the proportion that got through grew steadily in the first eight days of the 12-day war. The reasons for this, say experts, are not clear but may include the rationing of a limited stock of interceptor missiles on the Israeli side and improved firing tactics and the possible use of more sophisticated missiles by Iran. Although the Iron Dome is Israel's best-known air-defence system, it is actually designed to protect against short-range projectiles such as mortars and is only one part of the "layered" air-defence system the country uses. In the middle tier stands the David's Sling air-defence system, which is optimised for intercepting drones and missiles with ranges up to 300km. At the top is the Arrow system, which engages long-range ballistic missiles before they re-enter the atmosphere. Importantly, the Israeli systems were backed up throughout the 12-day war by two US ground-based THAAD missile-defence systems and ship-based interceptors launched from US assets in the Red Sea. The US is estimated to have launched at least 36 THAAD interceptors during the war at a cost of some $12 million a time. In Israel, a densely packed small country of just 9.7 million people, the piercing of the country's famed missile-defence systems has come as a shock, with the authorities having to issue notices warning that they were "not hermetic". The 15,000 made homeless are especially conspicuous as they have been distributed to hotel accommodation throughout the country and the restriction of residential sites has been reported freely. But there has also been growing suspicion within the country that military targets were hit. Raviv Drucker of Channel 13, one of the country's best-known journalists, said last week: "There were a lot of [Iranian] missile hits in IDF bases, in strategic sites that we still don't report about to this day... It created a situation where people don't realise how precise the Iranians were and how much damage they caused in many places". Corey Scher, a researcher at Oregon State University, said his unit was working on a fuller assessment of missile damage in both Israel and Iran, and would publish its findings in around two weeks. He said the radar system data that they used to assess damage measured changes in the built environment to detect blasts and that absolute confirmation of hits would necessitate either on-the-ground reporting at the military sites concerned or satellite pictures. The Telegraph's data analysis shows the combined US and Israeli defence systems performed well overall, but were letting through around 16 per cent of missiles by day seven of the war. This broadly accords with an earlier IDF estimate for the defence system that put the success rate at "87 per cent". In Iran, Islamic Republic officials and state media are using footage of missiles penetrating Israeli air defences in an attempt to convince domestic audiences they won the war. There are cartoons mocking the Iron Dome in Iranian media with revolutionary songs playing over videos of missiles hitting Israeli cities. Iranian officials say that the main way Israel's air defences were pierced was by using missiles and drones at the same time to confuse defence systems. Fast missiles mixed with slower drones confused the defences and made them split their attention, officials claim. "The main goal of firing [suicide drones] at Israel is always to keep their systems busy," one Iranian official told The Telegraph. "Many don't even get through – they're intercepted – but they still cause confusion." Maj Gen Ali Fazli, the IRGC's deputy commander-in-chief, appeared on state TV on Thursday night, claiming implausibly that Iran was "in the best defensive position in the 47-year history of the Islamic Revolution – never before have we been at such a level in terms of military readiness, operational cohesion, and fighter morale". This despite Israel's proven ability to strike at will over the entire country and the substantial damage caused to the country's military leadership and nuclear programme. Nevertheless, it is likely that a large part of Iran's ballistic missile arsenal remains untouched. Even by Israeli estimates, only half of its launchers were destroyed in the 12-day conflict and substantial stocks of missiles remain. "Iran had about 400 launchers, and we destroyed more than 200 of them, which caused a bottleneck in their missile operations," an Israeli military official said on Thursday They added: "We assessed that Iran had approximately 2,000 to 2,500 ballistic missiles at the beginning of this conflict. However, they were rapidly moving toward a mass-production strategy, which could see their missile stockpile grow to 8,000 or even 20,000 missiles in the next few years." Maj Gen Fazli claimed that underground "cities" of missiles remained untouched in Iran. "We have not yet opened the doors of even one of our missile cities," he claimed on Thursday. "We assess that so far only about 25 to 30 per cent of existing missile capability has been used and, at the same time, the production cycle is powerfully supporting this operational capacity."

ECO agrees economic integration strategy

Photo: Radio Pakistan A summit of seven west and central Asian leaders have agreed to liberalise trade, attract more foreign investment and build cooperation in green energy to strengthen regional economic integration. The Economic Cooperation Organization gathering also agreed to improve transport connectivity and restore post-conflict areas across the region as part of a long-term development strategy to 2035, the organisation announced. The summit, held under the theme "A New Vision for the ECO for a Sustainable and Climate-Resilient Future," was attended by Turkish President Tayyip Erdogan, Azerbaijani counterpart Ilham Aliyev, Uzbekistan's Shavkat Mirziyoyev, Iran's Masoud Pezeshkian, Kyrgyzstan's Sadyr Japarov, Tajikistan's Emomali Rahmon, and Prime Minister Shahbaz Sharif. The roadmap builds on ECO 2025, an earlier strategy emphasising regional integration, trade and transport. Azerbaijani presidential aide for foreign policy Hikmet Hajiyev told Reuters the ECO 2035 strategy expands its scope to include green energy cooperation, digitalization, and social inclusion. Hajiyev said Azerbaijan plans to establish a regional green energy centre and a combined transport-energy hub under the new framework, though investment figures have yet to be finalised. In an address, Aliyev highlighted Azerbaijan's emergence as a regional energy and investment hub, noting $350 billion had been invested in the country's economy in the past two decades. The meeting was held in the capital of the former breakaway Nagorno-Karabakh enclave. In 2023, Azerbaijan retook the whole of the enclave, where ethnic Armenians had enjoyed de facto independence for decades. Both Armenia and Azerbaijan have backed a peace treaty, but tensions between the two neighbours remain high.
