House defers accepting articles of impeachment; to seek Senate guidance

'We are certain and it is in the face of the impeachment complaint, that we are fully and strictly compliant with the requirements of the Constitution,' House prosecutor Batangas Rep. Gerville "Jinky Bitrics" Luistro said in a briefing on Wednesday, June 11, 2025.
The House of Representatives will defer the acceptance of the articles of impeachment against Vice President Sara Duterte while they are seeking clarification from the Senate impeachment court on its requests, a lawmaker said Wednesday.
'We will be seeking for clarification first and that's why we opted to defer receiving the orders,' Batangas Representative Gerville "Jinky Bitrics" Luistro said in a briefing.
This comes after 18 senators on Tuesday voted for the return of the articles to the House.
The senators are asking the House to certify the non-violation of the one-year ban on impeachment complaints and sought assurance from the 20th Congress that it is willing and ready to pursue the impeachment complaint.
'We are certain and it is in the face of the impeachment complaint, that we are fully and strictly compliant with the requirements of the Constitution,' Luistro said.
'Pangalawa [Second], they're asking for reconfirmation of the 20th Congress, whether it will pursue the impeachment complaint against the vice president. How can this order be complied [with] when the 20th Congress does not yet exist?' she later added.
Aside from this, Luistro said they will seek clarification regarding a letter that is circulating on social media that the presentation of articles has been rendered moot.
'That is part of their own rules and we are ready to present the articles. Why suddenly, biglang rendered moot. No less than the rules of the impeachment of the Senate provides for the same,' she said.
Luistro said that the House is not defying or disobeying the impeachment court.
'As soon as we are clarified about the issues surrounding the order of the Senate last night, for as long as they are within the bounds of the law, the prosecution panel will comply,' she said.
The lawmakers also said that it is up to the Office of the Secretary General to receive the articles of impeachment.
Luistro, meanwhile, earlier welcomed the service of the summons to Duterte, saying this means that the impeachment trial can no longer be stopped as the court has acquired jurisdiction over her.
'Finally, the people of the Philippines will see from the answer of the Vice President what her defenses are,' she said.
'Isa lamang po ang ibig sabihin nito. 'Yung pag-acquire po ng jurisdiction ng impeachment court sa ating respondent, kay Vice President Sara Zimmerman Duterte, it only shows na tuloy na tuloy na ang impeachment trial,' she added.

Confident?
When asked about the possibility that the senators would retain their position following the trial, Luistro said the decision of the senators would be hard to preempt.
'Mahirap po isipin o sabihin na 'yung boto kahapon ay 'yun na rin ang magiging boto sa impeachment case sapagkat wala pa po ni isang ebidensyang naiilatag ang prosecution,' Luistro said.
(It's difficult to assume or say that yesterday's vote will be the same vote in the impeachment case because not a single piece of evidence has been presented yet by the prosecution.)
This was echoed by Antipolo Representative Romeo Acop, who said that he remains hopeful that the senator-judges will rule in their favor.
'You know why? During the Erap impeachment trial, they had the number. Pero bakit nag baliktad? Kasi nakita na 'yung ebidensya. As the gentle lady from Batangas said, wala pang naipre-presenta na ebidensya,' he said.

Those who voted yes include Senate President Chiz Escudero and Senators Ronald 'Bato' Dela Rosa, Robin Padilla, Christopher Lawrence "Bong" Go, Francis Tolentino, Imee Marcos, Cynthia Villar, Mark Villar, Jinggoy Estrada, JV Ejercito, Ramon Revilla Jr., Joel Villanueva, Lito Lapid, Alan Peter Cayetano, Pia Cayetano, Loren Legarda, Raffy Tulfo, and Juan Miguel Zubiri.
The negative votes came from Minority Leader Aquilino "Koko" Pimentel III, Deputy Minority Leader Risa Hontiveros, and Senators Grace Poe, Sherwin Gatchalian, and Nancy Binay. — BM, GMA Integrated News

Manila 6th District Representative Bienvenido 'Benny' Abante Jr. on Monday filed a resolution seeking to re-establish the House Quad Committee (QuadComm) to continue tackling 'unresolved' issues such as the extrajudicial killings (EJKs) and offshore gaming hubs in the 20th Congress. 'There is still work that must be done—truths that remain hidden, perpetrators who remain unpunished, and families who still wait for answers,' Abante said in a privilege speech. 'Let us reconvene the QuadComm in the 20th Congress. Let us continue the investigation into the extrajudicial killings that scarred our nation. Let us show the Filipino people that justice does not expire with time, and that this Congress has the courage to finish what it has started,' he added. House Resolution No. 106 seeks the committees on Human Rights, Public Order and Safety, Dangerous Drugs, and Public Accountability to conduct a joint inquiry to address the 'emerging and unresolved' issue raised in the previous Quadcom in the 19th Congress. Abante said the new committee named 'Quad Comm 2.0' would expand the investigation on the problems of 'criminality and criminal syndicates that have flourished across the years, often with the aid and protection of past and incumbent government officials.' An example, Abante said, is the case of the missing sabungeros, or cockfighting enthusiasts, which he noted may be a case of EJKs. Senate President Pro Tempore Jinggoy Estrada on Monday questioned the lack of accountability on the part of the Department of Public Works and Highways (DPWH) nearly six months after the collapse of the P1.2 billion Cabagan-Sta. Maria Bridge in Isabela. In his privileged speech, Estrada emphasized that aside from the truck driver, design consultant, and bridge contractor, there should also be public officials who exercised oversight functions that must be held accountable for the collapse. 'Why is there no mention of disciplinary actions against these supervising officials whose approval and oversight, or lack thereof, enabled this tragedy? Mr. President, wala tayong nabalitaan na nasuspinding opisyal ng DPWH na may kinalaman sa proyektong ito. 'Explain the approval process, identify the lapses in monitoring and enforcement, and most importantly, assure the public that this will never happen again—not through promises, but through concrete reforms in design, review, safety compliance, and project oversight,' he said. On February 27, a portion of the bridge that connects the town of Cabagan to Santa Maria in Isabela province collapsed, leaving six people injured. The DPWH said the bridge can only accommodate up to 44 tons, which is far from the weight of the truck, which was 100 tons. President Ferdinand 'Bongbong' Marcos Jr. visited the collapsed bridge a week after the incident and noted that it had a 'design problem.' But the engineer behind the bridge refuted this, asserting that the structure adhered to the Bridge Code of the Philippines. During the Senate Blue Ribbon subcommittee's investigation in March, Senator Alan Peter Cayetano expressed belief that the collapse of the Sta. It's the job of the executive branch to come up with a spending plan and make sure that government funds are allocated to that program, and neither wasted nor stolen, President Ferdinand "Bongbong" Marcos Jr. has said. In an interview with GMA Integrated News' Ivan Mayrina, Marcos was asked to react to Senate President Francis ''Chiz'' Escudero, who said that the National Expenditure Program submitted by the executive to Congress was subject to changes by the legislature. Marcos, in his State of the Nation Address, said that he was prepared to veto a General Appropriations Bill crafted by Congress but not in line with the NEP. He said he was ready for the reenactment of the 2025 national budget if next year's proposed allocations were not in harmony with the expenditure program. ''Trabaho naman talaga ng Congress 'yung gagawin nila 'yung budget. Ngunit trabaho naman namin na magbigay ng plano at humingi ng pondo sa Kongreso para lahat ng ating mga gustong gawin ay ating magagawa. At hindi nawawala, nawawaldas, nananakaw ang pera ng tao. Iyon lang naman ang habol namin,'' Marcos said. (It's the job of Congress to craft the budget. But it's our job to provide a plan and ask for funds from Congress so that we can accomplish what we set out to do, and that the public funds would neither be lost nor stolen. That's what we want.) He also mentioned that those foreign-assisted projects have encountered problems when it came to the budget allocation. ''Oo, 'yung pinakamalaking naging problema 'yung foreign-assisted projects, tinanggal halos lahat nung funding. Kailangan natin ibalik 'yun dahil importante 'yung mga foreign-assisted projects. At saka sinisira pati 'yan ang reputation natin,'' Marcos said. (Yes, that's the biggest problem, the funding for foreign-assisted projects was removed. We need to return that because foreign-assisted projects are important. Also, they are destroying our reputation.) ''And the worst part of this all, 'yung napupunta kung minsan 'yung mga project na hindi maganda, napupunta sa unappropriated. Ano 'yun, utang 'yun. Nangungutang tayo para mangurakot itong mga ito,'' he added. (And the worst part of this all, the fund will be allotted for projects that are not good, or those which are unappropriated. That's considered debt. We seem to be borrowing funds so that they can misuse them.) The DBM defines unprogrammed appropriations as those that provide standby authority to incur additional agency obligations for priority programs or projects when revenue collection exceeds targets, and when additional grants or foreign funds are generated, while appropriations with definite/identified funding as of the time the budget is prepared. Marcos was asked if he is prepared for a reenacted budget even if this will not be ''responsive'' to the plans of his administration. ''Well, yes. I am willing to reenact the budget if that's what we'll have to do,'' Marcos said. ''Since I made it already – I made New Year's Day the hard deadline, I'm sure we will find a way. I'm sure we will find a way,'' he added. In his SONA, Marcos said, 'For the 2026 national budget, I will return any proposed Generation Appropriations bill that is not fully aligned with the National Expenditure Program.' The Department of Budget and Management (DBM) defines a reenacted budget as a situation where the previous year's General Appropriations Act (GAA) is extended and remains in effect for a preceding year until such time the Congress passes a budget bill into law. Marcos already approved the P6.793-trillion National Expenditure Program for Fiscal Year 2026. The NEP will then be submitted by the President to the Congress within 30 days after the opening of the regular session. –NB, GMA Integrated News
