
Traditional public service media should be more discoverable on YouTube
The regulator and competition authority has made a number of recommendations in its action plan that is seeking 'urgent clarity from the Government on how TV will be distributed to reach audiences in the future.'
Group director for broadcasting and media at Ofcom, Cristina Nicolotti Squires, told the PA news agency: 'We've called it (the report) Transmission Critical because we think that public service media is under real threat.
'Broadcasters are experiencing quite tough financial challenges. The business model changes with audiences fracturing everywhere.'
According to research from Barb, which is responsible for calculating UK TV official viewing figures, viewing on linear channels has fallen significantly in recent years and this decline is expected to continue.
The report says that public service broadcasters (PSBs) will have to work 'much harder to create content that audiences want to watch' on platforms like YouTube as 'they are competing with every other content creator in the world.'
Ms Nicolotti Squires said: 'We're not saying they have to go on YouTube, but we're just saying that public service broadcasters have got to make great content where audiences are, and audiences are increasingly going onto YouTube.
'They all have different deals with YouTube in terms of commercial returns, and that's down to them. But I just think it's important that the programmes that they're making, public service programmes, are available where people are.
'So just delivering on the linear channels, obviously, we're seeing that viewing has fallen significantly in those areas. So it's a question of, as I said, pretty much putting these great programmes where people are watching them.'
A key objective of the Media Act, passed in 2024, was to make it easier to find content from PSBs like the BBC, ITV and Channel 4 on smart TVs.
Ms Nicolotti Squires said Ofcom is now calling for 'a logical next step on video sharing platforms'.
She added: 'It might require some further legislative changes to regulation. We're starting the conversation rather than finalising it all.'
The report says that stable and adequate funding is needed from the Government and emphasises that discoverability on online platforms is particularly important for news and children's content.
It also recommends that online platforms invest in media literacy skills while forging ambitious strategic partnerships that can compete with global streaming platforms.
On top of this, Ofcom is launching a review of its regulation of broadcast TV and radio that will seek input from stakeholders about the priority areas for reforming regulation.
Sarah Rose, president of Channel 5, said: 'We are pleased that Ofcom's review highlighted the challenges producing specialist children's content and called for commercially viable funding models among its recommendations.
'Channel 5's Milkshake! continues to navigate those challenges to remain the only public service broadcaster offering a daily programming block which targets preschoolers with original content rooted in the UK's Early Years Foundation framework.'
A spokesperson for the Department for Culture, Media and Sport (DCMS) said: 'We welcome Ofcom's Public Service Media Review and we will now consider its recommendations.'

Since opening, the venue has also been used for NFL games, rugby matches and several concerts, including the likes of Beyonce, Kendrick Lamar and Lady Gaga. Asked about how the surface "transforms" for different events, Levy revealed: "Underneath all the protective measures on the pitch is actually the NFL pitch. "There's an artificial pitch there. Then above this would be the grass pitch, and when we're in concert mode or NFL mode, the grass pitch goes under the famous South Stand. "It can stay there for up to 10-14 days. Within it is a 400-year-old listed building, which the club have restored and turned into an art gallery. Showing Neville around, Levy said: "There's a very old building called Warmington House. It's about 400 years old. Yep [it's listed]. "We had to keep it, we restored it... and it's now an art gallery. It's a beautiful building that we've completely restored." Neville was left in awe of the structure, replying: "It's brilliant. The Spurs chairman said: "Do you know about this floor? This is the old stadium." As Neville said "Oh wow," Levy continued: "All crushed. We wanted to have a link with the old, White Hart Lane and the history. "It's literally crushed concrete and smoothed afterwards." Levy takes great pride in the uniqueness of Tottenham's home - but does give credit to another club for the brilliant single-tiered stand. On inspiration for the new stadium, Levy said: "I wouldn't say there was one stadium that we said 'we need it to be like this'. "I think Dortmund in terms of our South Stand, the Yellow Wall. In awe, Neville said: "Dressing rooms never cease to amaze me now, how good they are. "Wow. I remember the old White Hart Lane changing rooms." When Levy said the new dressing rooms were a "bit different" from the old, Neville laughed as he said: "Just a bit!" The inner bowels of Tottenham Hotspur Stadium also feature huge NFL dressing rooms. Much bigger than the football changing areas, due to the size of NFL rosters, the larger dressing rooms came in handy during Covid, giving players an opportunity to social distance on matchday. 20 Neville was very impressed with Spurs' plush dressing room Credit: Getty Beer brewed on site Tottenham partnered with Molson Coors last month, confirming that Coors, Madri, Rekorderlig and Cobra will be on the menu at home games next season, as well as Pravha. Fans will still be able to get Beavertown products, brewed especially on site. Showing Neville the micro-brewery, located between the South and East Stands, Levy explained: "We're very conscious with what we do with the local community. "One of our ideas was to have a craft beer, so we teamed up with a company called Beavertown, which was a craft beer company that was based locally. "We then said to them that we would like to brew our own beer in the stadium. So this is our brewery, in a joint-venture with Beavertown." When Neville asked if Spurs had bought into Beavertown, Levy said: "We didn't buy into it... unfortunately" At this point both men laughed as Levy rued the missed opportunity. The Tottenham chief then added: "But we did a joint-venture, in terms of all the beer sold in the stadium."

Australia regulator says YouTube, others 'turning a blind eye' to child abuse material
SYDNEY, Aug 6 (Reuters) - Australia's internet watchdog has said the world's biggest social media firms are still 'turning a blind eye' to online child sex abuse material on their platforms, and said YouTube in particular had been unresponsive to its enquiries. In a report released on Wednesday, the eSafety Commissioner said YouTube, along with Apple, failed to track the number of user reports it received of child sex abuse appearing on their platforms and also could not say how long it took them to respond to such reports. The Australian government decided last week to include YouTube in its world-first social media ban for teenagers, following eSafety's advice to overturn its planned exemption for the Alphabet-owned Google's (GOOGL.O), opens new tab video-sharing site. 'When left to their own devices, these companies aren't prioritising the protection of children and are seemingly turning a blind eye to crimes occurring on their services,' eSafety Commissioner Julie Inman Grant said in a statement. 'No other consumer-facing industry would be given the licence to operate by enabling such heinous crimes against children on their premises, or services.' Google has said previously that abuse material has no place on its platforms and that it uses a range of industry-standard techniques to identify and remove such material. Meta - owner of Facebook, Instagram and Threads, three of the biggest platforms with more than 3 billion users worldwide - says it prohibits graphic videos. The eSafety Commissioner, an office set up to protect internet users, has mandated Apple, Discord, Google, Meta, Microsoft, Skype, Snap and WhatsApp to report on the measures they take to address child exploitation and abuse material in Australia. The report on their responses so far found a 'range of safety deficiencies on their services which increases the risk that child sexual exploitation and abuse material and activity appear on the services'. Safety gaps included failures to detect and prevent livestreaming of the material or block links to known child abuse material, as well as inadequate reporting mechanisms. It said platforms were also not using 'hash-matching' technology on all parts of their services to identify images of child sexual abuse by checking them against a database. Google has said before that its anti-abuse measures include hash-matching technology and artificial intelligence. The Australian regulator said some providers had not made improvements to address these safety gaps on their services despite it putting them on notice in previous years. 'In the case of Apple services and Google's YouTube, they didn't even answer our questions about how many user reports they received about child sexual abuse on their services or details of how many trust and safety personnel Apple and Google have on-staff,' Inman Grant said.
