Harish urges SEBI to probe serious violations by TGIIC

Hyderabad: BRS senior leader T Harish Rao on Thursday urged Chairman of the Securities and Exchange Board of India (SEBI) to order an urgent investigation into serious irregularities and potential violations of SEBI regulations by the Telangana State Industrial Infrastructure Corporation (TGIIC) and the Government of Telangana.
The BRS leader wrote a detailed letter to the SEBI Chairman. In the letter, Harish Rao raised strong objections over the mortgaging of 400 acres of land in the Kancha-Gachibowli region, land which has been flagged by a Supreme Court-appointed Empowered Committee as 'forest-like' and environmentally sensitive. The same land has reportedly been used to raise large sums through Non-Convertible Debentures (NCDs), allegedly without disclosing its legal and environmental status to lenders or investors. 'This is not just a financial violation; it is a betrayal of public trust and a misuse of natural resources for questionable financial engineering,' Harish Rao said.
Harish Rao also flagged the financial capacity of TGIIC, noting that its annual turnover was reportedly less than Rs 150 crore, while it is raising thousands of crores rupees through NCDs, a move that raises red flags over repayment ability and disclosure norms. He further questioned the recent conversion of TGIIC from a private limited company to a public limited company, alleging that this structural change may have been carried out without full regulatory transparency or compliance with the Companies Act and SEBI guidelines.
Rao further said that merchant bankers were paid over Rs 169 crore plus GST to structure these transactions, despite the questionable status of the land used as collateral. 'This issue concerns not only regulatory compliance, but also environmental responsibility and public interest,' he wrote, urging SEBI to investigate the entire chain of transactions and hold all parties accountable.

Pune: MahaRERA's progress on recovery warrant has remained slow, with only 31% of cases executed. Despite state govt's directive to dispose of these cases within three months, merely Rs 233 crore has been recovered out of Rs 760 crore due in 1,212 cases across Maharashtra, officials told TOI on Saturday. The slow progress contradicts revenue minister Chandrakant Bawankule's assurance during the state budget session, where he emphasised speedy execution of MahaRERA's recovery warrant orders and clearing the backlog within three months. The recovery warrants are issued under Section 40(1) of the Real Estate (Regulation and Development) Act (RERA) against developers who neither complete projects nor refund homebuyers. Once issued by MahaRERA, these orders are forwarded to district collectors for action, including property attachment and recovery of dues. The districts of Mumbai Suburban, Pune and Thane continue to report the highest backlog of such pending cases. These cases are in legal limbo, adding to the frustration of affected homebuyers, stated officials In a broader push for accountability, PM Narendra Modi had addressed the issue directly at the Pragati review meeting on May 29. Expressing dissatisfaction with the mere counting of "disposed" complaints, the PM questioned whether states genuinely ensured redressal. In response, Maharashtra chief secretary Sujata Saunik held a review meeting in the second week of June with collectorates across the state, directing officials to fast-track execution of recovery warrants and ensure accountability. Additional revenue officers have since been appointed to assist with enforcement. Senior citizen Arun Sheth, who has been waiting for over four years for action against a developer, said, "There's been no real movement on my case despite repeated follow-ups. It's just silence." Activists and consumer groups have also called for better monitoring tools. "MahaRERA should introduce a real-time dashboard like UP RERA's. There should be a clearly defined SOP and phase-wise targets, not just vague timelines," said activist R Prabhu. Panaji: With an increase in cases of senior citizens falling prey to cyber fraudsters, Goa police on Saturday sought details from banks of senior citizens who are high-net-worth individuals, to protect them better. Goa police are taking proactive measures to safeguard the elderly population from cybercrime by engaging directly with them and providing the necessary information and guidance. In a letter to banks, cybercrime SP Rahul Gupta said that in recent months, digital arrest frauds have shown a worrying rise, with fraudsters particularly targeting senior citizens with high net worth. 'Fraudsters posing as law enforcement or govt officials are deceiving victims into transferring large sums of money under the pretext of involvement in fabricated criminal cases,' he said. 'To proactively address this menace and initiate timely preventive awareness efforts, it is requested that your branch kindly share a list of customers who are senior citizens, maintaining bank balances exceeding Rs 10 lakh, along with their name, residential address, age, and contact number. Over the past nine months, 36 senior citizens were defrauded by cybercriminals. Police said that with the increasing digitisation of banking, communication, and day-to-day services, senior citizens have become soft targets for cybercriminals. 'In Goa, a sizable number of senior citizens have become victims of cybercrimes. From Sep 2024 to date, a total of 36 senior citizens were cheated by fraudsters, and of them, 15 victims faced the trauma of the digital arrest scam ,' Gupta told TOI . A complaint in this case was filed by a resident of Valpoi, Sattari. Goa police on Friday busted an interstate gang for allegedly targeting senior citizens under the pretext of helping them at ATMs to withdraw cash. Police said that the gang members, on the pretext of assisting the ATM users to withdraw cash, took their original cards and handed them fake ones. The criminals then used the original cards at different ATMs to withdraw cash.

Lucknow: Police on Saturday busted a notorious gang that stole nearly Rs 1 crore worth of gold, silver, and cash from the house of a petrol pump owner in Jankipuram earlier this month. Among the four arrested is a jeweller who used to buy stolen ornaments from the gang and melt them for resale. The sensational burglary took place at the locked residence of petrol pump owner Durgesh Kumar Mishra on June 18. Mishra, who had gone with his family to his sister's house in Bengaluru on May 28 and returned on June 18 to find his house ransacked and valuables missing. The intruders not only broke into locked rooms but also stayed for hours—snacking on dry fruits and chips from the kitchen. Following the incident, ADCP North Jitendra Dubey formed a special investigation team comprising local police, the crime branch, and the surveillance cell. CCTV footage, electronic surveillance, and inputs from informers helped trace the gang. Dubey said that those arrested include Rahul Gupta, the gang leader, a resident of Para. Ramu Rawat, a resident of Sector C, Aliganj, Vimlesh Kumar, a resident of Soharamau, Unnao and Rajeev Rastogi, a 60-year-old goldsmith from Para, who bought the stolen jewellery and melted it to create new ornaments.
