
Ladakh initiates drive to hire 359 gazetted officers
'This milestone follows the establishment of a unique and dedicated legal framework specifically designed for Ladakh,' said an official spokesperson. The framework ensures maximum local representation in public employment, while aligning with the aspirations of the people of Ladakh for responsive and inclusive governance.
'Developed in consultation with public representatives through a high-powered committee constituted by the ministry of home affairs, the framework includes robust definitions of domicile, enhanced reservation provisions, and clearly outlined recruitment procedures,' he said.
'To enable this, the central government notified the Ladakh Civil Services Decentralization and Recruitment (Amendment) Regulation, 2025 on June 2 this year. This was followed by the Ladakh Grant of Domicile Certificate (Procedure) Rules, 2025, notified on June 3 and the requisite formats for domicile certificates issued on June 27,' he added.
The Ladakh Reservation (Amendment) Regulation, 2025, notified on June 2, and the corresponding Ladakh Reservation Rules, notified on June 27, increased the reservation cap from 50% to 85%. This includes 80% reservation for scheduled tribes (ST), 4% for areas adjoining the Line of Control (ALC), 1% for scheduled castes (SC), and 10% for economically weaker sections (EWS), with 5% unreserved.
The vacancies under the EWS category, if remaining unfilled, shall be treated as unreserved and shall be filled under the same select list from among candidates belonging to the unreserved, ST, SC and ALC categories, in order of merit, said the spokesperson.
The list of ALC areas in Leh and Kargil districts has also been notified. Out of the 359 gazetted vacancies identified across departments, 269 posts have been prioritised for referral to UPSC in the first phase, said the spokesperson.
In parallel, chief secretary Pawan Kotwal, who is also the chairman of the Ladakh Subordinate Services Staff Selection Board (LSSSSB), reviewed the recruitment process for non-gazetted posts, including Group B (non-gazetted) and Group C positions. These will be filled through the LSSSSB and the District Subordinate Recruitment Boards of Leh and Kargil.
The departments have been asked to finalise syllabi and eligibility conditions for technical posts in consultation with the recruitment boards.

SIT to probe alleged corruption at Nagpur APMC, report in 1 month
Nagpur: The Maharashtra govt has constituted a special investigation team (SIT) to investigate alleged corruption and malpractices at the Agricultural Produce Market Committee (APMC), Nagpur. The three-member SIT will be chaired by district collector Vipin Itankar, along with superintendent of police, Nagpur rural, who will serve as a member, and divisional deputy registrar of cooperative societies, Chhatrapati Sambhajinagar, will function as member secretary. The SIT was directed to probe not just procedural irregularities, but also potential criminal misconduct, with powers to recommend filing of criminal cases if offences are confirmed. The decision was taken during the recently concluded Maharashtra Legislature session, following a question raised by MLA Krishna Khopde. During the discussion, the minister for marketing assured strict action if corruption or irregularities involving APMC's board of directors were proven. The SIT's mandate includes investigating whether APMC Nagpur followed the Maharashtra agricultural produce marketing (development and regulation) Act, 1963, and its associated rules in its operations. Allegations of irregularities in shop allotments by the board members are central to the inquiry. Importantly, the SIT was asked to examine charges of criminal misconduct, forgery, conspiracy, and other offences, and initiate criminal proceedings against board members and officials wherever offences are established. The SIT will also scrutinise two earlier reports: PL Khandagale committee report on revenue losses to the govt, and 2017 inquiry report by AD Patil regarding shop allotment irregularities. The SIT was directed to fix responsibility based on these findings and investigate whether corruption occurred during both current and previous tenures of board members and officials. A comprehensive examination of APMC Nagpur's overall functioning forms part of the inquiry. The govt has granted special powers to the SIT, which was authorised to requisition staff from the offices of the divisional deputy registrar of cooperative societies at Chhatrapati Sambhajinagar and Nagpur to assist the investigation. The SIT was given a strict deadline of 30 days to submit its final report to the state govt.

No-confidence motion against Sarpanch passed in Kolhapur village
Kasba Beed, a village in Kolhapur, passed a no-confidence motion against its sarpanch belonging to the Shiv Sena. Uttam Varute, the sarpanch elected in 2023, was removed from his post in the motion passed on Thursday. Of the eleven gram panchayat members, 10 were from Congress while one was elected on a Shiv Sena ticket. They brought about the no-confidence motion due to dissatisfaction with the work of the sarpanch, with the lone Shiv Sena member also recently joining the Congress. The Maharashtra Village Panchayats (Amendment) Act, 2022 allows for the gram panchayat to remove the sarpanch by passing a motion of no-confidence, which has to be initiated by three-fourth of the members. The motion then has to be ratified by the Gram Sabha. This motion can only be bought in after the sarpanch completes two years in office. The act reads, 'After the motion of no-confidence against the directly elected Sarpanch is carried by a majority of not less than three-fourth of the total number of the members, who are for the time being entitled to sit and vote at any meeting of the panchayat, then the same shall be ratified by the Gram Sabha, in Varute, however, said that he was removed without any reason and he made all decisions with consensus. 'Without any reason they have removed me as the Sarpanch. I have not indulged in any corruption or anything like that. I have taken all members along and given work to everybody. They have never even opposed me before this. They are making the allegations now but they did not oppose me before this. I am not opposed to this law that allows for the Sarpanch to be removed but this has been used unjustly before me. I will contest the election again,' he said. Mukund Patil, a resident of the village, said, 'When elections were held for the public to vote, there were two symbols — a circle for those in favour of the no-confidence and a triangle to reject it. There are 5,000 people in the village, of whom 3,200 are eligible to vote. A total of 1763 voters turned up. Those who wanted to vote would had to register between 8 and 11 am. Then, voting took place between 11 am and 4 pm. This wasn't EVM but the old-style ballot paper. When the results were declared, it was found that 1022 were in favour of the no-confidence.'

Ragging rules ready for roll-out
T'puram: When new laws are cleared in the assembly, departments usually take months, sometimes years, to frame the fine print rules that make them work. The home department has chosen to invert that script. Even before the Kerala Prohibition of Ragging (Amendment) Bill, 2025 reaches the floor of the House, a detailed set of Kerala Prohibition of Ragging Rules, 2025 has been prepared, all but guaranteeing that the moment the bill is voted through, the regime will switch on without a pause. The draft rules run to 11 sections and leave little to guesswork. They start by welding the proposed state law to the country's new criminal code. "The criminal offences mentioned under Section 2(b)(iii) of the Act are having the same meaning as defined under the Bharatiya Nyaya Samhita 2023," the preamble declares, before roping in the NDPS Act, the IT Act, and Pocso for good measure. Punishments, it promises, will be imposed "by adopting the procedures enshrined in Bharatiya Nagarik Suraksha Sanhita, 2023 and Bharatiya Sakshya Adhiniyam, 2023. " In other words, ragging probes will move under the same evidentiary and procedural yardsticks as any serious criminal investigation. Unlike the broader amendment act, which sets out new offences and higher penalties, the rules drill into daily campus life. Every college and school must convene an anti-ragging committee headed by the principal but the rules go further from day one of an academic year, the principal "shall obtain an affidavit from the students and parents to the effect that the student… would not indulge in the act or abet the act of ragging," and must convene a strategy meeting of wardens, parents, police, and district officials to map trouble spots. Notice board posters warning of penalties are mandatory, and heads of institutions are told to give adequate publicity to the law prohibiting ragging. The anti ragging squad a body composed only of insiders with no outside representation is instructed "to make surprise raids, checks on hostels, and other places vulnerable to incidents of ragging." If an incident is reported, the squad must hold an on-the-spot inquiry, allow both sides to present evidence based on the principles of natural justice, and hand its findings to the committee that will decide punishments. In a nod to collective responsibility, the draft warns that when culprits cannot be pinpointed "the institution shall resort to collective punishment." Teachers are not the only adults conscripted. Each campus must run a mentoring cell; the rules specify the curious ratio of one mentor for every six freshers and one senior mentor for every six junior mentors, with faculty expected to keep the pyramid intact. At the top of the new enforcement pyramid sits a state level monitoring cell, backed by a state nodal officer with authority to receive "distress messages" in real time. The cell can recommend that govt funds or scholarships be withheld from institutions that drag their feet. Where a college beyond Plus Two level still fails to act, Regulation 9.2 of the UGC anti-ragging code will kick in another signal that state and central frameworks have been stitched together to avoid jurisdictional cracks. A hostel-level punishment can be challenged before the district educational officer, whose own orders rise to the deputy director of education, and so on up to the director general of education. Higher education institutions must follow the UGC's own appellate route, ensuring parity with national rules. Crucially, the document stakes a claim to immediate viability. Because the procedural nuts and bolts are already in place, officials say the moment the assembly passes the amendment bill, colleges cannot plead lack of clarity.
