Stark rise in eligible urban voters to impact Sarawak election

KUCHING: The upcoming Sarawak state election is set to see a two-fold increase in the number eligible voters at major urban constituencies in the southern, central and northern regions of the state.
According to data compiled by Civil Society - Rise of Social Efforts Sarawak (ROSE), key areas that are affected by the soaring voter numbers are state capital Kuching, oil and gas centre Miri, and the two major towns of Sibu and Bintulu.
The NGO's president Geoffrey Tang said the Election Commission (EC) must give top priority to redelineating these urban constituencies so that the voters are better represented.
'Sarawak has constituencies such as Senadin state seat in Miri where the number of voters has reached the 73,430 mark.
'There are at least 21 similar state constituencies with very high increases in voter populations exceeding 23,000 each,' he said.
Other affected state constituencies are Pantai Damai, Tupong, Samariang, Pending, Batu Lintang, Kota Sentosa, Batu Kitang, Batu Kawah, Mambong, Muara Tuang (all in southern Sarawak); Stakan, Tarat, Repok, Bukit Assek, Dudong, Pelawan, Nangka (central Sarawak); and Tanjung Batu, Pujut, Senadin, Piasau and Lambir (northern Sarawak).
Tang said the redelineation must reflect the need to give these extremely high voter population seats better representation.
'The EC must carry out redelineation in Sarawak based on these datas so the exercise will be transparent, fair and reflect the ground realities that voters in these key constituencies need better representation in the State Legislative Assembly so that their needs can be better taken care of,' he said in a statement recently.
On July 7, a new Bill was tabled and subsequently passed to increase the number of state constituencies in Sarawak from 82 to 99.
The Dewan Undangan Negeri (Composition of Membership) Bill 2025 was tabled by Sarawak Minister for Tourism, Creative Industry and Performing Arts Datuk Seri Abdul Karim Rahman Hamzah who is state assemblyman for Asajaya.
Speaking at the assembly, special one-day sitting, he said the increase in seats is necessary.
'In view of the increasing number of voters and the geographical complex setup of Sarawak, we need to have more elected representatives to serve the rakyat.'
Abdul Karim had noted to the house that the minimum voting age has been reduced to 18 years from 21.
'Sarawak will thus see a big surge in voters not just in urban areas but also in rural areas.
'This vast state has large rural constituencies that must have better representation,' he said when tabling the Bill for first reading.
The move by Sarawak to increase the number of state constituencies is in line with Article 113 (2) of the Federal Constitution which allows a review of electoral boundaries in the state after eight years.
The last redelineation exercise in Sarawak was in 2015, Abdul Karim noted.
The EC will be the authority to decide on the new electoral boundaries.
The next state polls are due by June next year.

Tengku Maimun was appointed Chief Justice on May 2, 2019, succeeding Tan Sri Richard Malanjum.

PUTRAJAYA — The Royal Malaysia Police (PDRM) will facilitate the Himpunan Turun Anwar rally, scheduled to take place in the capital on July 26. Home Minister Datuk Seri Saifuddin Nasution Ismail said this is to ensure the safety and orderliness of all participants, even though rally organisers are no longer required to submit prior notice to the police, following a Federal Court ruling that declared Section 9(5) of the Peaceful Assembly Act 2012 unconstitutional. He acknowledged, however, that the court's ruling has made it a little difficult for PDRM to plan appropriate security measures. 'If organisers were still required to inform the police, we would at least know the venue and expected crowd size, allowing us to deploy personnel accordingly, not to obstruct, but to facilitate the gathering. 'But now, without prior notification, the police must fully mobilise all available resources to devise an appropriate strategy,' he told a press conference after the Home Ministry's monthly assembly today. Despite the challenges, Saifuddin gave assurance that PDRM will manage security professionally. He also reminded organisers and participants to abide by the existing provisions of the Peaceful Assembly Act 2012. Organisers, he said, are responsible for ensuring that no dangerous weapons are brought to the rally, no speeches undermine the monarchy or religious harmony, and that children are not involved in the gathering. 'If police take action, don't claim your freedom has been violated because the relevant laws still apply. 'I just want to stress that if they want to proceed with the rally, it's their democratic choice because the government has never suppressed the people's freedom of expression,' he said. On July 1, the Federal Court ruled unanimously that penalising organisers for failing to notify police five days in advance of a peaceful assembly is unconstitutional. According to the five-judge panel, Section 9(5) of the Peaceful Assembly Act, which imposes fines for failing to give prior notice, constitutes a form of prohibition, not a permissible restriction under Article 10(1)(b) of the Federal Constitution. — BERNAMA

PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has urged calm and respect for the judicial process amid mounting calls for Datuk Seri Najib Razak to be placed under house arrest. He said the legal process must be allowed to proceed without interference, and that differing opinions should be expressed within the bounds of the law. "There is no issue with the ongoing court proceedings. "Everyone is entitled to their views, and we respect that. But let the process unfold properly," he told reporters today. He was responding to calls from Umno urging the government to enforce a royal addendum which allegedly allows the former prime minister to serve the remainder of his sentence under house arrest. Umno secretary-general Datuk Seri Asyraf Wajdi Dusuki had issued a statement appealing for mercy and calling for house arrest, citing Article 42(1) of the Federal Constitution, which confers the King the power to grant pardons and reprieves. The article gives the King the constitutional power to pardon or reduce sentences for offences under federal jurisdiction and in court-martial cases. Asyraf said Umno hoped that Najib would finally be granted this, based on a decree issued over a year ago. On Feb 2, 2024, the Federal Territories Pardons Board halved Najib's sentence to six years for misappropriating RM42 million from SRC International, meaning he could be released as early as Aug 23, 2028. It was later revealed that the previous Agong, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah, who chaired the Pardons Board at the time, had also issued the royal addendum allowing Najib to serve the remainder of his sentence under house arrest. The Attorney-General's Chambers (A-GC) this week confirmed in court the existence of the royal addendum during its appeal against a judicial review application filed by Najib. Anwar, however, maintained that matters related to the judiciary must remain free from executive interference.
