Tamil Nadu plans seafood exports of $5 bn, sets roadmap for blue economy

Tamil Nadu has set a 'massive target' of $5 billion in seafood exports annually and has a roadmap for it, said State Industry Minister T R B Rajaa on Thursday.
Tamil Nadu has the second-longest coastline after Gujarat, but ranks seventh among seafood-exporting states after Andhra Pradesh, Gujarat, Karnataka, Kerala, Maharashtra and West Bengal.
'Tamil Nadu is charting an ambitious course to unlock our blue economy. We are setting a massive target for ourselves and the industry: $5 billion in seafood exports,' said Rajaa.
The roadmap will focus on developing seafood infrastructure like processing units, cold chains and export-grade packaging facilities along the state's coastline.
'Our core idea is that we don't just want to be exporters of raw catch. Our goal is to add value right here within our coastal communities. This is also about creating better incomes, sustainable livelihoods, and stronger futures for our fishing communities,' he said.
The roadmap was announced as the Marine Products Export Development Authority (MPEDA), which comes under the Union Commerce Ministry, organised the inaugural National Skill Olympiad on seafood value addition at the Seafood Expo Bharat in Chennai on Tuesday.
India's seafood exports increased 3.71 per cent from 1.754 million tonnes in 2022–23 to 1.819 million tonnes in 2023-24. Tamil Nadu contributed 89,000.93 tonnes, almost 5 per cent.
India's seafood industry faces global challenges. When President Donald Trump hiked tariffs, it cast a shadow over exports of aqua products to the US, which accounts for about 35 per cent of India's total seafood exports.
In 2023–24, India exported 297,571 tonnes of frozen shrimp to the US, making it the largest market, followed by 148,483 tonnes to China, 89,697 tonnes to the European Union, and 52,254 tonnes to Southeast Asia.
Shrimp accounts for 41 per cent of the volume and 66 per cent of the value of India's total marine exports. According to MPEDA, India exported 716,004 tonnes of frozen shrimp worth $4.88 billion in 2023-24.

Named the Hyundai HTWO Innovation Centre, the ₹ 180 crore facility will come up at IIT Madras' Discovery Campus in Thaiyur and is scheduled to become operational by 2026. Driving innovation in green hydrogen The project was announced during the Tamil Nadu Global Investors Meet in January 2024 and is positioned as a key catalyst for India's transition to clean energy. The centre aims to deepen research in hydrogen production, storage, and application, with a special focus on its role in sustainable mobility and power solutions. With institutions like IIT Madras and partners like Hyundai, we are setting the stage for India—and potentially Asia—to lead the R&D efforts in next-gen hydrogen technologies," he said. A platform for global collaboration The facility will span 65,000 sq ft and include state-of-the-art experimental and computational labs. These will enable the development of digital twins for hydrogen infrastructure, pilot-scale electrolyser and fuel cell systems, and test zones for industrial-scale containerised solutions. Hyundai Motor India MD Unsoo Kim stated that the centre will be an 'open innovation platform," bringing together international experts, Indian researchers, and industry partners to accelerate breakthroughs. ''HTWO'—which stands for both 'Hydrogen' and 'Humanity'—represents our vision to create sustainable and scalable solutions aligned with Hyundai's global carbon neutrality goals," Kim noted. By enabling localisation of the hydrogen value chain and fostering public–private partnerships, the centre seeks to establish Tamil Nadu as a national—and possibly regional—hub for clean-tech innovation. The upcoming 65,000 sq. ft. centre, to be located within the Discovery Campus of IIT Madras at Thaiyur, Chennai, marks a significant milestone in Hyundai 's ₹100 crore commitment to foster hydrogen innovation and sustainability in India. Hyundai Motor India Limited (HMIL), in collaboration with IIT Madras and Guidance Tamil Nadu, unveiled the design of its Hyundai HTWO Innovation Centre—an advanced research and development facility dedicated to green hydrogen technology. The upcoming 65,000 sq. ft. centre, to be located within the Discovery Campus of IIT Madras at Thaiyur, Chennai, marks a significant milestone in Hyundai's ₹100 crore commitment to foster hydrogen innovation and sustainability in India. Unveiled by Thiru. T.R.B. Rajaa, Minister for Industries, Investment Promotion & Commerce, Government of Tamil Nadu, the facility will serve as a hub for advanced computational labs, pilot-level test rigs, and containerised demonstrators for industrial-scale hydrogen products, stated the company. Developed in part through HMIL's CSR arm, Hyundai Motor India Foundation (HMIF), the initiative underscores the company's vision to power India's clean energy transition. Unsoo Kim, MD of HMIL, said, 'This initiative reflects Hyundai's commitment to 'Make in India' and our long-term vision to build scalable, affordable, and sustainable hydrogen solutions for the future.' Collaborative Platform for National Hydrogen Goals The HTWO Innovation Centre is developed in part through HMIL's CSR arm, Hyundai Motor India Foundation (HMIF). It is designed to be a collaborative platform uniting industry, academia, R&D institutions, and policymakers. Prof. V. Kamakoti, Director, IIT Madras, emphasised the centre's role in contributing to India's Net Zero targets by 2070, calling it a cornerstone for 'Atmanirbhar Bharat in the hydrogen sector.' Aligned with the Government of India's energy independence vision for 2047, the centre aims to develop digital twins of hydrogen infrastructure, improve electrolyser and fuel cell technologies, and enable pilot-scale evaluations. The facility also seeks to bridge talent gaps by nurturing a skilled hydrogen workforce and expanding the hydrogen value chain through public-private partnerships.
