Thai DPM Phumtham to be appointed caretaker PM in special Cabinet meeting Thursday (July 3)
Government spokesman Jirayu Houngsub said on Wednesday (July 2) that Suriya, acting as Prime Minister, will lead the new ministers of the second Paetongtarn Cabinet for a royal audience at the Amphorn Sathan Residential Hall on Thursday morning, where they will be sworn in before His Majesty the King.
After the ceremony, Suriya will convene a special Cabinet meeting at the Command Building at Government House at 2pm, the spokesman added.
The new Cabinet was announced on Tuesday, the same day that Prime Minister Paetongtarn Shinawatra was suspended from duty by the Constitutional Court following a petition by a group of senators.
Phumtham will participate in the oath-taking ceremony as he was removed from his previous role as deputy prime minister and defence minister, and reappointed as deputy prime minister and interior minister in the new Cabinet.
Jirayu stated that the special Cabinet meeting would discuss the distribution of responsibilities among deputy prime ministers and certain ministers.
Meanwhile, Suriya confirmed on Wednesday morning that, after the oath-taking ceremony, he would sign an order as acting Prime Minister to appoint Phumtham as caretaker Prime Minister.
A Government House source told Thansetthakij that during the special meeting, the Cabinet would invoke Article 41 of the Act on Rules for Public Administration of the State, BE 2534, to appoint Phumtham as caretaker Prime Minister.
The source said that after Phumtham's appointment, he would invoke Article 11(2) of the Act to distribute responsibilities among the deputy prime ministers. He would assign them to oversee various agencies and ministries.
The source also noted that during the meeting, the Cabinet would be updated on key national situations.
The Cabinet would also be asked to approve an exemption from enforcing a previous Cabinet resolution on mangrove forest protection, to allow the construction of a highway in Chachoengsao.
The source added that the special Cabinet meeting would be brief and conclude after the discussion on the Chachoengsao highway matter. - The Nation/ANN

Strategic approach needed for sustainable fiscal savings
KUALA LUMPUR: The government is currently focusing on identifying tax mechanisms that can be implemented and are compatible with the country's existing economic framework. Finance Minister II Datuk Seri Amir Hamzah Azizan said any move to introduce new taxes must ensure that the revenue collected is sufficient, justified, and beneficial to the people. "The government is only considering tax options that can be implemented and are suited to our economic system. "If we look at measures such as the luxury tax and capital gains tax, these represent major policy shifts," he said on the Keluar Sekejap podcast hosted by Shahril Hamdan and Khairy Jamaluddin. "What we need to assess is whether the revenue collected from such taxes is adequate to meet our needs and whether it's worth the effort. That's the balancing act we are managing. "The key is that when we move forward, we do so prudently, minimise the impact, and evaluate the outcomes," he added. On RON95 fuel subsidies, Amir confirmed that a targeted subsidy mechanism is scheduled to be implemented before the end of the year, with the Cabinet still finalising the income threshold for eligibility. He said the government is working to determine a fair cut-off point to ensure that subsidies reach those who genuinely need them. "If we are going to define who qualifies, the challenge lies in deciding where to draw that line. "Any new mechanism must not be more burdensome than the current system and should be designed to minimise leakages. "Otherwise, people will find ways to bypass it. We believe using the MyKad is currently the most viable option. I believe most Malaysians are honest and will do the right thing," he said. As for the government's fiscal goals related to subsidies, Amir stressed that decisions should not be based solely on arbitrary savings targets. "We can't just say we want to save RM5 billion or RM3 billion and then make cuts arbitrarily. That's not a compassionate approach," he said. Instead, he said the government needs a sustainable model, similar to the targeted diesel subsidy, to ensure aid reaches the intended groups while protecting them from future price shocks.
