Shin Yang in talks to build MMEA patrol vessels
Shin Yang Shipyard had signed a letter of intent (LoI) with the Home Affairs Ministry for the proposed construction of the two offshore patrol vessels for Malaysian Maritime Enforcement Agency (MMEA) at the Langkawi International Maritime and Aerospace Exhibition 2025 last week.
The LoI sets the foundation for detailed negotiations and technical planning that will lead to the finalisation of a shipbuilding contract.
'Negotiations for the contract are expected to take two to three months,' Shin Yang Shipyard executive director Vincent Ling Lu Yew told StarBiz.
The contract value for the two vessels based on the LoI is RM298.5mil.
Ling said the vessels will have a length of 83m and beam of 13.7m, with a top speed of 21 knots.
The vessel's endurance is up to 21 days at sea without resupply.
The planned features and equipments of the vessels include two rigid hull inflatable boats (RHIBs) and one fast interceptor craft, and a helicopter landing pad.
The vessel is expected to accommodate up to 70 personnel.
A RHIB is a vessel featuring a rigid (often aluminium or fibreglass) hull surrounded by inflatable collars or tubes. The vessel's performance include high speed, lightweight, remarkably stable in rough water and ideal for patrol or rescue mission.
'The LoI marks a significant step forward in the government's effort to enhance national maritime security and reflects a strong confidence in local shipbuilding capabilities,' said Ling.
Last month, Shin Yang Shipyard delivered KM Banggi to MMEA in Sabah after completing the repair and repowering of the coastal patrol boat for a contract value of about RM60mil.
KM Banggi was the biggest repowering job ever undertaken by the Miri-based shipbuilder and repairer.
The company posted a jump in its net profit to RM42.42mil in the second quarter of its financial year ending June 30 (2Q25) from RM19.52mil a year ago.
This was on the back of higher revenue of RM611mil in 2Q25 versus RM235.27mil a year earlier.
The company attributed the significant pre-tax profit and revenue growth to income from the newly acquired automotive segment during the current quarter.
The automotive segment contributed RM359.9mil to the group's revenue and RM25.2mil to its pre-tax profit.
However, its shipping segment's revenue fell 4.6% to RM169.4mil in 2Q25 from RM177.6mil in the same quarter last year.
This decrease in revenue was primarily due to the normalisation of freight rates in the shipping segment.
However, the increase in pre-tax profit for the shipping segment was mainly attributed to an improvement in load factors and cargo volume in the container segment and a gain of RM5mil from the disposal of three vessels.
Moving forward, it plans to expand its investments in container depots, haulage services, including warehouse facilities, to capture new business opportunities.
Shin Yang is optimistic about its prospects in the newly acquired segment in the automotive business, considering that Toyota is a well-established brand and its cars business have been among the top five best-selling cars in Malaysia for many years.

Singapore catering couple fined over RM235,000 each after failing to pay staff more than RM1.4m
SINGAPORE, July 26 — A married couple who ran several catering businesses, including Royal Cuisine Group and Tingkat Singapore, have each been fined S$72,000 (RM237,283) for failing to pay salaries to over 100 employees in Singapore, The Straits Times reported. Wu Wenchun, 37, and Sim Ling Zhen, 31, pleaded guilty to 12 charges under the Employment Act. Each faces 66 weeks' jail if the fines are not paid. An additional 13 charges, including failure to report their change of residence, were taken into consideration during sentencing. According to Singapore's Ministry of Manpower (MOM), the couple's companies — Royal Cuisine Group, Yanxi and Healthy Meals Catering — owed 103 employees a total of S$432,870.63 in unpaid salaries. Only S$73,420 has been recovered to date, The Straits Times said. Sim was listed as the director, while Wu was the general manager. They were actively involved in running various food service brands, including Angel Confinement Meals, Happy Mamapapa Catering, Vegetarian Buffet, and the now-defunct Yanxi restaurant in Chin Swee Road. Public complaints about the companies surfaced in 2022, when customers began reporting unfulfilled meal orders. MOM received its first formal complaint on July 20, 2022, from a Royal Cuisine employee about unpaid wages, The Straits Times reported. Investigations revealed that the businesses were initially supported by investor Low Ting Hui, who helped fund operations and payroll. However, Low withdrew financial support in October 2022 following disputes over the companies' direction and use of funds, said MOM senior prosecuting officer Justine Loh. 'Despite meeting cash-flow issues and knowing that there would be difficulty in paying salaries to the employees, Wu and Sim decided to continue operating the companies, continue the employment of the employees, and opening other new businesses,' said Loh in court, as quoted by The Straits Times. By December 2022, landlords had shut down the companies' premises due to unpaid rent. MOM said Wu and Sim failed to properly inform employees about the situation and left them without pay for up to three months. The couple were also uncooperative with authorities, skipping mediation sessions, missing appointments, and failing to provide updated residential addresses during investigations, The Straits Times reported. 'Despite being provided with ample time to make salary restitutions to the affected employees, Sim and Wu did not make appreciable efforts to do so,' MOM said. Most affected workers have since found new employment with assistance from the Tripartite Alliance for Dispute Management (TADM) and the NTUC Employment and Employability Institute, according to The Straits Times. Under Singapore's Employment Act, employers who fail to pay salaries may face up to six months in jail, a fine of between S$3,000 and S$15,000, or both. Repeat offenders face stiffer penalties.

More EDC terminals needed to facilitate Sara aid processing, says S'wak PH man
Ling says in the context of Sabah and Sarawak, having a backup EDC terminal is especially important for retail shops in rural areas. MIRI (July 25): Selected retail traders included in the Rahmah Basic Contribution (Sara) aid programme should have more than one Electronic Data Capture (EDC) terminal, and a barcode scanner as a backup in case of equipment failure. An EDC terminal is a device used to process electronic payments for Sara recipients. According to Pakatan Harapan (PH) Sarawak secretary Alan Ling, in the context of Sabah and Sarawak, having a backup EDC terminal is especially important for retail shops in rural areas. However, he also describes the requirement to qualify for a backup EDC terminal as 'unreasonable and illogical'. 'I have been told that only those with over 120 transactions per day are eligible to apply for a second terminal. 'I think this requirement is nonsensical; this is ridiculous.
