Kuala Lumpur: The health ministry is considering a total ban on the sale and use of vape and electronic cigarettes, but says the move will require careful planning and coordination with key agencies. Speaking in the Dewan Rakyat today, Dzukelfy Ahmad said the move required the consideration of several issues, including legal implications, enforcement, and public health. 'A thorough study is currently underway to evaluate the effectiveness of current control measures and the need for a more comprehensive policy to protect the overall health of the public,' he said in response to Ahmad Saad Yahaya (PN-Pokok Sena). According to Dzulkefly, a special committee on e-cigarettes, chaired by senior health officials Ismuni Bohari and Lokman Hakim Sulaiman, met on July 22 to discuss stronger regulatory measures, including the possibility of a full ban. 'The committee also recommended studies to assess legal, industrial, government revenue, and licensing aspects in the event that a total ban on the sale and use of electronic cigarettes or vapes is pursued,' he said. The ministry will now consult the Attorney-General's Chambers and several other ministries to refine the proposed approach, he added. 'For now, the health ministry prioritises a strict regulatory approach to smoking products through the implementation of the Control of Smoking Products for Public Health Act 2024,' he said. Speaking at a press conference later, Dzulkefly clarified that the ministry would only proceed with the ban if it is recommended by the committee. 'They will propose evidence-based recommendations based on data, legal frameworks, and enforcement considerations. 'If a ban becomes our agenda, it will be guided by the committee's evidence-based proposals,' he said.

Melaka intensifies crackdown on illegal cigarette sales and smoking offences

MELAKA: A total of 3,156 notices with fines amounting to RM176,350 have been issued for offences under the Control of Smoking Products for Public Health Act 2024 (Act 852) in Melaka since its enforcement began last October. State Health, Human Resources and Unity Committee chairman Datuk Ngwe Hee Sem said the Melaka Health Department conducted 701 operations, inspecting 28,980 premises to curb smoking-related violations. Offences included smoking in prohibited areas, minors smoking, and failure to display no-smoking signs. 'Enforcement has prioritised eateries, food stalls, and hawker centres, with ongoing operations targeting illegal sales and promotions of tobacco products,' Ngwe said after the 'Safe Lungs Operation' in Duyong. During the latest operation, 10 food premises were inspected, resulting in six offence notices worth RM1,500. Two traders were fined RM40,000 for selling cigarettes below legal prices. Authorities also seized 450 smuggled cigarette packs worth RM3,055.50, suspected to be sold cheaply to students. The operation involved 40 officers from the Health Department, Customs, police, and the National Kenaf and Tobacco Board. - Bernama

Melaka launches 10-week measles-rubella immunisation drive from Aug 4

MELAKA: The Melaka government will conduct a 10-week Measles-Rubella Supplementary Immunisation Activity starting Aug 4 to address the increasing number of measles cases in the state. State Health, Human Resources and Unity Committee chairman Datuk Ngwe Hee Sem said the free vaccination drive targets babies and children aged six to 59 months, born between Aug 1, 2020, and Jan 31, 2025, regardless of nationality. The campaign aims to cover over 46,000 children. Vaccines will be available at health clinics, rural clinics, and Malaysian Armed Forces health centres via walk-ins, appointments, or the MySejahtera app. Outreach programmes will also be held at selected locations. Ngwe noted that Melaka recorded 38 measles cases this year, with an incidence rate of 36.3 per million population between the first and 30th epidemiological week. This is lower than the 74 cases reported in 2024 but still exceeds the World Health Organisation's elimination target of fewer than one case per million population. He attributed the rise to immunity gaps among unvaccinated children, including migrants, and high population mobility due to Melaka's status as a tourist destination. The supplementary vaccination aims to close these gaps and prevent future outbreaks. The announcement followed the Healthy Lungs Operation event, which also marked the enforcement of the Control of Smoking Products for Public Health Act 2024. State Health Department director Dr Ruzita Mustaffa was present. - Bernama

MOH inspects 281,000 premises under Op Selamat Papa to curb smoking

KUALA LUMPUR: The Health Ministry (MOH) has inspected 281,381 premises nationwide under Op Selamat Paru-Paru (Op Selamat PaPa) since its launch on October 1, 2024. Health Minister Datuk Seri Dzulkefly Ahmad revealed that 459 investigation papers were opened under the Control of Smoking Products for Public Health Act 2024 (Act 852). Of these cases, 340 involved advertising smoking products, 68 were related to selling smoking products at non-compliant prices, and 51 concerned improper manufacturing, importing, or distributing of smoking products. 'This operation is crucial to shield the younger generation from the risks of smoking products, including e-cigarettes and vape,' Dzulkefly said during a press conference after the national launch of Op Selamat PaPa. The minister also participated in an enforcement operation at KL Traders Square, distributing flyers on Act 852 to traders. The law, enforced since October 1, 2024, tightens regulations on the sale, advertising, and promotion of smoking products, particularly targeting minors under 18, who are barred from purchasing or selling such items. - Bernama
