Deputy Commissioner stresses full and proper implementation of SCSP, TSP schemes

Deputy Commissioner Prashant Kumar Mishra has directed officials of all concerned departments to ensure the complete and appropriate utilisation of funds allocated under the Scheduled Castes Sub-Plan (SCSP) and Tribal Sub-Plan (TSP) for the overall development of Scheduled Castes and Scheduled Tribes in the district. Chairing the District Monitoring Committee meeting on the implementation of SCSP and TSP for the fiscal year 2024–25, held at his office on Friday, Mr. Mishra emphasised that every department must work towards achieving 100% fund utilisation, as mandated under the Karnataka Scheduled Castes Sub-Plan and Tribal Sub-Plan (Planning, Allocation and Utilization of Financial Resources) Act, 2013. 'Funds released to various departments under these sub-plans must be used exclusively for the intended purposes,' he said, instructing officials to prepare a list of feasible works that can be undertaken with the first-quarter grants and to proceed with timely implementation. He questioned the under-utilisation of funds allocated up to March 2025, asking department heads to provide updated utilisation details and clear pending bills. Mr. Mishra directed the Deputy Director of the Social Welfare Department to issue notices to departments that have failed to use the funds effectively and to initiate disciplinary action under provisions of the SCSP/TSP Act. 'Priority should be given to beneficiary-oriented schemes. Only when the government's funds reach the intended beneficiaries can we claim to have achieved progress,' he said. Taking note of poor fund utilisation in the Department of Handlooms and Textiles despite fund release under SCSP and TSP, Mr. Mishra questioned the department's failure to implement programmes. In response, officials said there was a lack of interest among the community in the schemes offered. 'If beneficiaries are not showing interest, the department must officially communicate this to the State headquarters and the district nodal officer,' Mr. Mishra said, adding that department heads are directly accountable for spending the allocated Budget. The meeting was attended by Social Welfare Department Deputy Director Chidanandappa, Backward Classes Welfare Officer Raju, Food and Civil Supplies Deputy Director Sakeena, District Health and Family Welfare Officer Yalla Ramesh Babu, Urban Development Project Officer Raghavendra, and other district-level officials.

Telangana High Court quashes 2016 SC/ST Act case against CM Revanth Reddy

The Telangana High Court Thursday quashed a First Information Report (FIR) registered against Chief Minister A Revanth Reddy in 2016, then an MLA of the TDP, under the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act and the Indian Penal Code (IPC). The case stems from a complaint filed against him at Gachibowli police station by N Peddi Raju, Director, Razole Constituency S C Mutually Aided Cooperative Housing Society Limited. In the complaint, Raju alleged that at Revanth's behest, his brother, A Kondal Reddy, and others illegally trespassed onto the land in Gopanapally belonging to the society. He claimed they demolished a room of the society with an earthmover to occupy the land, and also abused the de facto complainant using casteist slurs. The case is currently in the trial stage before the Special Sessions Judge for Trial of Cases under the SCs/STs POA Act, 1989, and the VII Additional District Sessions Judge, Ranga Reddy district. In 2020, Revanth Reddy approached the Telangana High Court to seek the quashing of the case. The bench of Justice Moushumi Bhattacharya on Thursday allowed Reddy's plea. The court found that Reddy was not present at the place at the time as claimed in the complaint, and viewed that the case against him is not maintainable. Before the pronouncement of order, the counsel for the de facto complainant informed the bench that a transfer application had been filed with the Supreme Court. This application sought to have the case heard by a different bench of the High Court, alleging that the complainant hadn't been allowed to present their arguments fully. However, after delivering the order, Justice Bhattacharya pointed out several discrepancies. Justice Bhattacharya noted that the transfer application was brought up only at the very end of the hearing, after the matter had already been reserved for orders. Additionally, the bench observed that the application lacked a filing date, raising questions about its timeliness. The court directly addressed the complainant's contention of not being heard. Justice Bhattacharya stated that the 'case was listed before me on multiple occasions.' She further highlighted that the 'de facto [complainant] has submitted elaborate arguments, and submitted judgements in furtherance of his arguments as well; and the judgements find place in the order,' directly refuting the claim of being denied an opportunity to present their case.

It places strong emphasis on increasing industrial output, encouraging technological innovation, and establishing legal clarity for investors. The Ministry of Industry and Technology will spearhead the expansion of organised industrial zones under a broader national industrial strategy, while the Ministry of Energy and Natural Resources will focus on making energy-intensive zones more sustainable. These efforts are expected to reinforce Turkiye's industrial competitiveness and environmental resilience, according to media reports from Turkiye. Turkiye's Investment Environment Improvement Council (YOIKK) has launched its 2025 Action Plan featuring 39 reforms to boost private investment, streamline regulations, and align with global standards. Key focus areas include industrial transformation, renewable energy, digital economy, and regional development. The highlights include a hydrogen strategy, AI action plan, and vocational training. To streamline procedures, the plan proposes a single-window investment platform. It also includes legal reforms to improve predictability in qualified investments and resolve disputes more efficiently. Revisions to enterprise and SME classification thresholds are also on the agenda to reflect evolving economic realities. Vocational training is another focal point as higher education institutions will be set up within industrial zones in collaboration with local chambers of commerce, promoting university-industry partnerships and addressing workforce needs. In a major push towards clean energy, the Ministry of Industry and Technology will soon launch a national hydrogen strategy, as per the reports. The initiative will cover legislative, safety, and infrastructure frameworks for hydrogen production, supporting research in electrolysers and fuel cells while ensuring EU environmental compliance. Additionally, Turkiye is preparing a 2026–2030 Artificial Intelligence Action Plan to advance ethical AI development and boost its international standing. A National Cloud Computing Strategy and updated National Data Strategy will also address data localisation and infrastructure gaps. The plan also introduced a Local Development Initiative Program aimed at identifying and supporting region-specific opportunities. A nationwide call for proposals under this initiative is expected later in the year. Fibre2Fashion News Desk (SG)
