Odisha DyCM, ministers to visit Kotia to review development initiatives
As part of the outreach, deputy CM Pravati Parida is expected to visit the border villages soon and review implementation of Subhadra Yojana and other welfare programmes.
The objective is to find out if the scheme is reaching the beneficiaries and its impact on their lives, sources said.
Revenue minister Suresh Pujari said his Food Supplies and Consumer Welfare counterpart Krushna Chandra Patra will also visit the area to distribute ration cards to beneficiaries.
Asserting that the influence of Andhra Pradesh government over the Kotia residents is waning, Pujari said the district administration is closely monitoring the situation at the ground-level and taking all steps to improve the situation by delivering services at the people's doorsteps.
He further informed that a police outpost will be set up in Kotia to prevent unwanted interference of Andhra Padesh officials and their activities. The minister said he had spoken to the district collector on the impending visit of the ministers and other initiatives of the government.
The Koraput administration has held a mega health camp by a team of specialist doctors in Kotia panchayat where free medicines were also provided to those found suffering from different ailments.
The state government has constituted a 16-member committee headed the Revenue minister to study the situation in the Kotia villages and frame an administrative mechanism to solve the basic problems of the people.

Odisha government moves to appoint Shakti Apas in all districts
BHUBANESWAR: In a bid to give firm shape to the Shaktishree initiative, the state government has directed all the districts to appoint Shakti Apas and higher education institutions to nominate Shaktishree Sanjojikas at the earliest. The Higher Education department on Friday asked all the district collectors to appoint five distinguished female professionals in each district as Shakti Apas (mentors). These mentors will be responsible for guiding and mentoring young girl students in educational institutions. The collectors have been asked to choose from social workers, retired government employees (either police or armed forces), legal and cyber security experts, educational or public health experts as Shakti Apas. 'Each Shakti Apa will be assigned a certain number of educational institutions which she will visit once every three months to interact with and mentor the students,' director of Higher Education department Kaliprasanna Mahapatra said. Similarly, the higher educational institutions have been directed to nominate one 'student-friendly' female faculty member having strong leadership skills to serve as Shaktishree Sanjojika. All the colleges and universities will also set up a Shaktishree Empowerment Cell. The faculty member will be the coordinator of the Shaktishree initiative at the institution level and be responsible for overall supervision, guidance and mentoring of the Shaktishree Empowerment Cell. The empowerment cell will be managed by a girl student designated as Shaktishree Saathi. 'A Shaktishree Sanjojika will mentor Shaktishree Saathis and student volunteers, liaise with Shakti Apas and local authorities for awareness and support services. Most importantly, she will be promote gender sensitivity on campus through sessions and campaigns, and facilitate access to support services for women in distress including legal assistance,' said Mahapatra. The higher education institutions have been asked to nominate the Shaktishree Sanjojikas by August 4. The Shaktishree initiative was announced by Chief Minister Mohan Charan Majhi on July 19 after a 20-year-old student of FM College set herself ablaze on the campus following alleged sexual harassment by a professor. Aimed at ensuring a safe environment for female students, it will be implemented across all 16 universities and 730 government and government-aided colleges under the Higher Education department.

It happens in Bihar! ‘Dead' woman comes alive
PATNA: A woman, who was declared dead nearly three months ago, was discovered alive, thanks to the door-to-door campaign by Booth Level Officers (BLOs) for revision of electoral rolls in election-bound Bihar. Nisha Kumari was found alive when a BLO visited the house of one Shivranjan Kumar, a resident of Dhanarua in rural Patna, for verification of the voter list last month. The BLO was stunned to find Nisha Kumari, already declared dead in government records, as she was declared dead, and a death certificate was obtained from the state government on May 5. When the officer verified the voter list, he learnt that the Revenue, Land Reforms and Registration department had issued the death certificate. Nisha's death certificate was obtained through a Right to Information Act counter. The BLO collected Nisha's details and provided her with an enumeration form. But Nisha's worries did not end there. She submitted an application through RTI to the Block Development Officer (BDO), Dhanarua, seeking the name of the person who had applied for her death certificate. She was shocked to know it was her husband, Shivranjan.

Odisha government to withhold staff salaries of HEIs without ICCs
BHUBANESWAR: Salaries of employees of colleges that fail to set up internal complaints committees (ICCs) under Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013 or the POSH Act, will be withheld. Deputy chief minister Pravati Parida told mediapersons on Thursday, 'The institutions have been provided a month's time to establish ICCs. Those who file false cases of sexual harassment will also face disciplinary action following inquiry.' 'Our campaign on prevention of sexual harassment had started from the Lok Seva Bhawan and will now to rolled out in every institution at the block level,' Parida added. Last week, the Cuttack administration had threatened to withhold salaries of employees of close to 100 higher educational institutions (HEIs) in the district after they failed to submit compliance on POSH Act as directed by the Higher Education department, following the FM College incident on July 12. The department has now asked all colleges and teacher education institutions to upload details of their ICCs on 'Sexual Harassment Electronic Box' or the SHe-Box portal of the Women and Child Development Ministry, by August 1. For this purpose, regional directors of education (RDEs) have been appointed as nodal officers in five RDE zones. Every higher educational institution is required to form an ICC in compliance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013. The directive issued by the department on Wednesday requires institutions to provide comprehensive data on complaints received, their resolutions, and the composition of ICCs at both departmental and institutional levels. Meanwhile, department officials informed that almost 80 per cent of the higher educational institutions have formed ICCs following its directive of July 13. The FM College at Balasore, where a student had set herself afire after allegedly being sexually harassed by her HoD, had no ICC in place when the girl first registered her complaint against the professor on June 30.
