
Power bill shocker: Pkl locals ready to knock at HERC doors
The petition, drafted by the Federation of Residents Associations (FORA), an umbrella body of residents welfare associations, will be formally submitted to the Haryana Electricity Regulatory Commission on Thursday in a bid to challenge and reduce the hike.

"We studied different bills and found that the cumulative effect of this revision, as notified by the respondent, is not only excessive and disproportionate but also amounts to an unjust enrichment by way of inflated charges imposed on consumers without adequate justification or supporting cost analysis. These arbitrary escalations, especially in the domestic and industrial sectors, violate the principle of reasonableness in tariff setting, fail to protect the consumer interest envisaged under the Electricity Act, 2003, and merit urgent judicial scrutiny," said RP Malhotra, president, FORA.
"Thus, we are moving the petition Thursday. During elections, we were told that no power rates would be hiked, but the opposite happened, that too unannounced. Fixed charges are adding to a huge increase," he added.
Solution Box's founder Mohit Gupta said, "At this stage, very few people understand the implications. It is around Rs 10,000 per year for 10 kW+ connections and Rs 4,000 per year for 5 kW connections. Add to this the enhanced slab rates.
It will make a huge impact on small and medium domestic consumers."
B R Mehta, a Sector 25 resident, said, "How will HERC justify before the court of law when challenged legally that consumers with much higher consumption are getting much lower bills than consumers with much lower consumption being asked to pay much higher amounts of bills?"
Many residents said they have received bills with an increase of almost 100 to 400% compared to last year's bill. They are calling it illogical while the power department has said they have prepared bills as per commission's revised order.
The Haryana Electricity Regulatory Commission had raised domestic and industrial categories from 20 to 30 paise per kWh (kilowatt hours)/kVAh from last year.

Energy tariff for industries: Gurugram-Faridabad industrialists seek regulator's intervention
A delegation of industrialists from Gurugram and Faridabad associated with the PHD Chamber of Commerce and Industry (PHDCCI) on Friday sought the intervention of Haryana Electricity Regulatory Commission (HERC) to bring the energy tariff for industries at par with neighbouring Punjab, Himachal Pradesh and Rajasthan. In support of their submission, the delegation also presented a comparative study report highlighting how industries in neighbouring states benefited from lower electricity tariffs. The delegation met with HERC member (legal) Mukesh Garg to discuss their concerns related to the recently revised electricity tariffs for industrial units in Haryana. As per a statement, the representatives said that Haryana's industrial electricity tariff should be brought in line with neighbouring states to ensure industrial competitiveness and attract fresh investments. In support of their submission, the delegation also presented a comparative study report highlighting how industries in neighbouring states benefited from lower electricity tariffs. Responding to the concerns, HERC member Mukesh Garg said that the commission being a quasi-judicial body which can only consider petitions filed under the provisions of the Electricity Act, 2003. He said that if any consumer has objections related to the fuel surcharge adjustment (FSA) or the tariff structure, they are required to file a formal petition before the commission, upon which an appropriate decision can be made. Garg said that the commission was hearing a review petition filed by the Yamunanagar-Jagadhri Chamber of Industry and Commerce and Laghu Udyog Bharati. He said that prior to issuing the tariff order for the financial year 2025-26 on March 28, the commission had conducted a public hearing in which all stakeholders were provided the opportunity to present their views.

Punjab minister contradicted, Union ministry says no proposal to set up 3 power units
Chandigarh: Contradicting Punjab power minister Harbhajan Singh's claim that it approved three 800-MW power units in Punjab, the Union ministry of power has clarified it had not received any such proposal. The clarification came in response to a query in the Lok Sabha by Congress MP Charanjit Singh Channi, who sought details regarding central govt's approval to three new thermal units of 800 MW each — two in Ropar and one at a new location. Responding to Channi's question, the ministry stated: "No such proposal has been received in the ministry of power." The rebuttal follows Harbhajan Singh's announcement on June 7, after the Conference of North Indian Power Ministers in Delhi, chaired by Union power minister Manohar Lal Khattar. The conference was attended by energy representatives from Punjab, Haryana, Himachal Pradesh, Chandigarh, Rajasthan, Uttar Pradesh, Uttarakhand, Jammu and Kashmir, Ladakh, and Delhi. Harbhajan Singh claimed that the Centre approved the setting up of two additional plants, each of 800 MW capacity, at Ropar. Additionally, he claimed, approval was granted to setting up a new 800-MW power plant at another location to meet Punjab's growing electricity demand. Despite repeated attempts, Harbhajan Singh could not be contacted for comment on the Union ministry's disclosure. However, the Union ministry clarified that under Section 7 of the Electricity Act, 2003, setting up power generation units was a de-licensed activity. This means states and private entities do not require prior central govt approval to establish power plants, provided they comply with grid connectivity and technical standards. The ministry stated said ensuring adequate power generation to meet electricity demand within a state fell under the jurisdiction of the respective state govt or its power utility. Addressing a query on coal supply, the ministry highlighted several ongoing national initiatives aimed at reducing bottlenecks in coal logistics. It said coal linkage rationalisation had been implemented to reduce transportation distances between coal mines and power plants. Flexibility has also been provided to state and central generating companies (Gencos) in utilisation of domestic coal by state/central Gencos amongst their generating stations to reduce the cost of power generation by allocating more coal to their most efficient plants as well as by saving in transportation cost. The Coal Logistic Plan and Policy, spearheaded by the Ministry of Coal, focuses on enhancing supply chain efficiency through key railway infrastructure projects that reduce logistics costs and improve the timeliness of coal deliveries across the country.
