
WCRC Meeting Its Targets
The achievements are in the non-financial performance report for the 2024-2025 financial year presented at yesterday's Council meeting. This measures against the 2024-2025 Long-term Plan.
Corporate Services Group Manager Peter Miller says the report shows 23 of 27 (85%) targets were met, an improvement on the second quarter's 81%.
'Overall, it demonstrates we're doing what we said we'd do. Our emergency preparedness, flood protection scheme maintenance and responsiveness to increased demand on our hotline 0508 800 118 are all high points.
'There were some targets we couldn't meet mainly due to external factors, such as the Ministry for the Environment not yet releasing National Policy Statements. This means we haven't been able to deliver on some of our expected work programmes.'
A report on developing the Annual Plan for 2025-2026, and seeking direction on the setting of rates, was also tabled.
'There are no significant differences to levels of service or deliverables between the Long-term Plan Year 2 and the Annual Plan for 2025-2026', says Peter Miller.
'The increase in Council's general rate is proposed to be 12%, as per the Long-term Plan Year 2 consultation.
'Increases in targeted rates for the 23 rating district schemes across the Coast will be discussed with those rating districts.'
'Council's unallocated debt has risen as expected, it was $10m in 2024. In line with previous expectations set out in the Long-term Plan, the paper recommends Council start considering how to manage debt as part of the next LTP cycle.'
The draft Annual Plan will be presented at Council's 3 June meeting.

Ferrymead Heritage Park's funding bid rejected
Ferrymead Heritage Park is looking to the public for continued support after its bid for more than $3 million in funding from Christchurch City Council was rejected. The park asked for the funding over the next three years as part of the city council's Annual Plan 2025/26. Said the Ferrymead Trust: 'The park acknowledges the support it receives from Christchurch City Council and recognises the pressure on city council budgets. "While Ferrymead Heritage Park was not awarded funding in the Annual Plan we have exciting plans for the ongoing development of the park and will be working in partnership with the city council, other organisations and businesses and the park's societies to realise these.' The park would not expand on its future plans at this stage. It had asked the city council for between $700,000 and $1.2m a year for the next three years. The park has also applied for strengthening communities funding from the council. It has received a total of $1.5m from this fund over the past 10 years. Heathcote city councillor Sara Templeton said she expected the funding to continue. The park will find out in the next six to eight weeks whether it has been successful, said Ferrymead Heritage Park general manager Ian France. He said the majority of the park's funding comes from admissions. France was appreciative of the public's support and hopes it will continue. 'We will keep the park going with whatever income we have,' he said. The park is also trying to attract more volunteers. It has been struggling in recent years, with earthquake-prone buildings it still cannot afford to fix. It wanted to hire more staff, develop more exhibits and enhance its existing ones, and boost its marketing to promote itself as a key tourist destination. Currently it does not have the money to do this. Templeton said the park's submission was not discussed in the formal Annual Plan meeting, but was raised in workshops. 'There's a range of things that we should have looked at in the Annual Plan that weren't part of the process. Ferrymead is one of those,' she said. Templeton said city councillors were told to bring amendments up at the end of the Annual Plan process, which did not lend itself to good discussions. She attributed the submission's rejection to the pressure on funding. 'I'm definitely still keen to work with the park and see what we can do and having a conversation with the wider community next year would be more useful,' said Templeton. She cited the Air Force Museum of New Zealand as an example. The museum was given $5m as part of the Annual Plan after going through a consultation process, two years after its initial submission. 'It's not easy when there's so much pressure on for so many groups and the team at Ferrymead Heritage Park do a lot of amazing work on very little money and it's really appreciated,' said Templeton.

Government Direction On Plan Changes
Gisborne District Council will need to pause or withdraw notifying plan changes on some planning work following a new directive from the Government. Last week, the Government announced that all resource management plan changes and district plan reviews that have not yet reached the hearing stage must stop. This forms part of the transition to a new national resource management system, expected to come into effect in 2027. The direction is intended to reduce pressure on councils and communities as the Government moves to replace the current Resource Management Act (RMA) with a new planning framework. Council's Director of Sustainable Futures Jocelyne Allen says the Council's planning team is now reviewing the implications, including what the change means for current and future planning work, community consultation and the timing of key planning processes across the region. 'We understand that while this announcement provides direction, it also brings uncertainty and raises questions for our community – especially landowners, developers, tangata whenua and others involved in planning processes currently underway. While we await the details of the legislation, we're carefully reviewing our current work programme and will provide more information once we have a clearer picture,' says Allen. As Council navigates these changes, Mrs Allen recognises the hard work that has gone into meeting national requirements while shaping a plan that reflects what matters most to our region and its people. "We thank our communities, tangata whenua partners and industry stakeholders for their contributions - the work done still matters and continues to guide our priorities.
