Justice ministry, UNITAR partner to deliver advanced legal training programme

DOHA: The Ministry of Justice has signed an agreement with the United Nations Institute for Training and Research (UNITAR) to organise an advanced training programme aimed at enhancing the efficiency of the legal sector in the State of Qatar.
Undersecretary of the Ministry of Justice HE Saeed bin Abdullah Al Suwaidi, and UNITAR Executive Director Michelle Gyles-McDonnough signed the deal.
The programme will be implemented in two phases in the State of Qatar. The first phase aims to educate participants about various legal challenges and introduce them to opportunities for innovation and keeping pace with developments in justice and technology through comprehensive and integrated training workshops.
The second phase will focus on assessing participants' innovative potential and enhancing the knowledge acquired during the first phase, through organizing a dedicated hackathon.
A statement issued by the Ministry of Justice clarified that the launch of this program is part of the Ministry's 2025–2030 strategy, which prioritizes the development of the training sector in line with Qatar National Vision 2030's human development pillar and the Third National Development Strategy that supports this direction.
The statement added that the program will offer the legal sector in the country the opportunity to benefit from artificial intelligence applications and the effective tools provided by technology to address the complex challenges facing the world. It noted that integrating technology into the legal system will help enhance efficiency, improve access to justice, and promote transparency—supporting the principles of swift and effective justice.
The statement also emphasized that the active participation of youth, along with public-private partnerships, has become essential, given the digital competencies and innovative perspectives this group brings—contributing to the development of legal solutions that align with the evolving needs of society.
It highlighted the importance of aligning legal frameworks with technological advancement as a necessary step to ensure the evolution of the rule of law in parallel with societal transformations. It stressed that the integration of justice, technology, youth, and modern rule of law is no longer optional, but a necessity for building a resilient legal system capable of meeting the dynamic needs of society.

Held under the theme 'Shaping the Future of Innovation,' the event brought together ministers of trade and economy, heads of international organisations, and leading global experts to deliberate on the evolving landscape of innovation and intellectual property (IP). In his address, Al Sayed emphasised the crucial role of international cooperation in fostering a resilient, knowledge-based global economy, particularly in light of growing global transformations. He highlighted the importance of policy dialogues like the WIPO gathering, noting their value in exchanging strategic insights on the future of innovation and economic competitiveness. The minister of state reaffirmed Qatar's commitment to positioning innovation at the core of its national development agenda, in line with the Qatar National Vision 2030 and the Third National Development Strategy (2024–2030). These frameworks aim to transform Qatar into a global hub for innovation, investment, and sustainable growth. He outlined the ministry's ambitious strategies launched in January 2025, aimed at boosting productivity and sectoral competitiveness. These strategies prioritise key economic sectors, support robust public–private partnerships, and foster an enabling environment for startups and entrepreneurs. Al Sayed also pointed to Qatar's world-class innovation infrastructure, notably the Qatar Science and Technology Park, as a catalyst for research, development, and investment. He noted the country's comprehensive incentive packages for strategic sectors, designed to attract both local and foreign investors. Highlighting Qatar's efforts to modernise its intellectual property framework, he underscored the value of strategic collaboration with WIPO. He cited the June 2023 memorandum of understanding signed between Qatar and WIPO to support small and medium-sized enterprises (SMEs) in integrating IP into their business strategies as a key milestone. Another major development was Qatar's accession to the Madrid Protocol for the international registration of trademarks in May 2024, which came into effect on August 3, 2024. This step has significantly simplified procedures for trademark registration, thereby enhancing the investment climate and improving legal certainty for international businesses operating in Qatar. On the sidelines of the WIPO dialogue, Al Sayed held a bilateral meeting with WIPO Director General Daren Tang. The two officials discussed avenues for deepening cooperation between Qatar and WIPO, particularly in the areas of dispute resolution, intellectual property protection, and capacity building. A key highlight of their discussion was Qatar's upcoming hosting of a high-level conference in collaboration with WIPO, titled 'The Role of Alternative Dispute Resolution Mechanisms and the Protection of Intellectual Property and Innovation in Attracting Foreign Direct Investment for Sustainable Development – Qatar National Vision 2030 and Beyond.' The conference is expected to serve as a platform for legal experts, investors, and policy makers to explore the intersection of IP protection and foreign direct investment within a framework of sustainable development. Concluding his remarks at the WIPO dialogue, Al Sayed reiterated Qatar's firm commitment to establishing an integrated system that safeguards intellectual property rights, promotes innovation, and supports economic diversification. He affirmed that protecting IP is essential not only for fostering innovation but also for securing long-term economic growth and international investor confidence.

Tribune News Network Doha The Council of Ministers has issued Resolution No 23 of 2025 amending certain provisions of the employment system for school employees. The resolution stipulates the abolition of Article 14 of the system issued by Resolution No 32 of 2019, which excluded certain allowances and bonuses from the calculation of the total salary during vacation periods, with the exception of specific cases. This resolution comes within the context of ensuring the preservation of the financial rights and job benefits of those working in the educational field, thus enhancing professional stability and motivating educational and administrative cadres to continue contributing and excelling in a supportive and balanced work environment. The resolution came into effect as of June 25, 2025, and includes all employees in government schools across the country. It is implemented within a legal and regulatory framework that takes into account the aspirations of educational cadres and keeps pace with the needs of the modern education system. Minister of Education and Higher Education HE Lolwah bint Rashid Al Khater, said via her account on the X platform, 'Accordingly, Article 14 of the aforementioned school employee job system is hereby revoked, resulting in the resumption of the payment of bonuses and allowances to school employees during official holidays as regulated by law. These bonuses and allowances were previously not paid pursuant to Article 14, which was revoked.' She added, 'I take this opportunity to thank all my fellow school staff for their tremendous efforts throughout the academic year, and I wish them continued success and dedication.' The Ministry of Education and Higher Education has affirmed that this amendment is a positive step towards establishing a fair and attractive employment environment that promotes motivation and sustainability,contributes to enhancing the quality of education and raising the efficiency of performance in schools, in line with the aspirations of Qatar National Vision 2030.

Justice minister commends achievements in digital services for real estate sector

QNA Doha Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi has praised recent achievements in the real estate sector, including the launch of digital services, the updated version of the Sakk programme featuring automated electronic services integrated with the Qatar Digital ID (QDI) system, the introduction of video communication services for the first time, and the issuance and activation of the executive regulations and decisions for Law No. (5) of 2024 regulating real estate registration. He added that the MoJ's ambitious vision includes organising real estate registration and documentation procedures with high efficiency and quality, fully digitising the ministry's services, ensuring transparency, protecting rights and property, facilitating real estate transactions, and supporting the country's investment environment. This aligns with Qatar National Vision 2030 and the Third National Development Strategy, and enhances the role and status of the real estate sector in the country's comprehensive renaissance. This came during a meeting held this morning by the minister with the Real Estate Registration Department at the Ministry of Justice, in the presence of the Undersecretary of the Ministry, Saeed bin Abdullah Al Suwaidi, the Assistant Undersecretary for Real Estate Registration Affairs, Amer Saeed Al Ghafri, as well as department directors and heads of sectors at the ministry's service centres and external branches. The minister stated that with these achievements, the Real Estate Registration Department is ushering in a new phase that reflects the wise leadership's directives to facilitate services for clients, simplify transaction procedures without the need to visit the ministry, and improve public service by activating digital transformation programs and offering self-executing transactions without human intervention. He pointed out that the Real Estate Registration Department serves as the ministry's frontline in dealing with citizens and clients, which places a greater responsibility on it to continue enhancing efforts to streamline procedures, improve the work environment, and expand the scope of digital transformation. This is particularly important in light of rapid technological advancements and the capabilities provided by the state to serve citizens, residents, and investors in line with best international practices and modern public service standards. The meeting also discussed the latest initiatives launched by the Real Estate Registration Department and the new electronic services activated in accordance with the executive regulations and decisions of the Real Estate Registration Law.
