Charles Parkinson pulls out of Guernsey's chief minister race
One of the contenders to become the next president of the Policy and Resources Committee has pulled out of the race.Deputy Charles Parkinson said he will instead back election poll-topper Deputy Lindsay de Sausmarez for the role. "I am pleased to be supporting Lindsay for chief minister, and believe she can bring the new assembly together."Deputies Jonathan Le Tocq and Mark Helyar have both said they will stand for the role at the election on 1 July.
After he declared he would not contest the position, Parkinson said: "I hope to gain a seat on the Policy and Resources Committee to assist with the review of tax policy which must now take place."In the last term Guernsey's States agreed to introduce a 5% GST, a lower rate of income tax for earnings under £30,000 and reform social security contributions. Parkinson wants to ensure the island's corporate tax regime is reformed before GST is introduced. He attempted twice in the last term to change the island's corporate tax regime, where currently most companies pay no tax, while big firms pay 10% tax on their profits. Earlier this week, business group GIBA criticised plans to reform the island's corporate tax structure. Forward Guernsey leader Deputy Gavin St Pier has already said he will not stand for the position, but would like to serve on P&R, potentially as treasury lead.

The Government's U-turn on welfare cuts will cost taxpayers around £2.5 billion by 2030, the Work and Pensions Secretary has told MPs as she laid out concessions to Labour rebels. Liz Kendall said the costs and savings of the Government's revised welfare package would be confirmed by the Office for Budget Responsibility at the budget in the autumn. But her statement to MPs on Monday suggested the measures would save less than half the £4.8 billion the Government had expected from its initial proposals. Ms Kendall's statement confirmed the concessions announced last week in an effort to head off a major rebellion by Labour backbenchers, including protecting people who claim personal independence payments from new eligibility criteria. Responding to claims this would create a 'two-tier' benefits system, Ms Kendall said: 'I would say to the House, including members opposite, that our benefits system often protects existing claimants from new rates or new rules, because lives have been built around that support, and it's often very hard for people to adjust.' Earlier, modelling from the Department for Work and Pensions (DWP) suggested the Government's proposals would push 150,000 more people into poverty by 2030. The figure is down from the 250,000 extra people estimated to have been facing relative poverty after housing costs under the original proposals. Modelling published by the DWP said the estimate does not include any 'potential positive impact' from extra funding and measures to support people with disabilities and long-term health conditions into work.

Powys waiting on another £6m in Levelling Up Funding
POWYS Council is still waiting to find out if it will receive a further £6 million in UK Government Levelling Up Funding (LUF) – a senior councillor has revealed. Earlier this month (June) the county council said that it had received 'almost £11 million' from the UK Labour Government and that the authority will use this to: 'invest in capital projects aimed at promoting recreational tourism in the county through transport investment.' The council said that this funding would be used on projects that include resurfacing works, walking, and cycling schemes (active travel) and rights of way refurbishment. However, a question from Plaid Cymru group leader, Cllr Elwyn Vaughan to the cabinet has prompted the council to say that the allocation is much lower than what they wanted. Due to this a number of projects are on hold and will not be worked on this financial year while others will be partly funded and completed in the future once more money is found. Cllr Vaughan asked: 'Can you please (provide) a full list of the projects being supported by the £11 million LUF recently received towards roads and paths.' Cabinet member for highways, transport, and recycling Cllr Jackie Charlton (Liberal Democrat) said: 'The original LUF bid was for around £17 million plus match funding, but we only received just under £11 million this year. 'The rest of the bid is subject to the UK Government Spending Review which we are still awaiting news on this.' She explained that 'some flexibility' may be needed with the resurfacing scheme as they will be dependent on departmental budget under and overspends as well as 'changes in conditions' since the bid was sent to Westminster. Halo is new main shirt sponsor for Ipswich Town Football Club
A Suffolk software company has been announced as Ipswich Town's new shirt sponsor, in what the club says is the biggest sponsorship deal in its Halo will be replacing the previous sponsor - Suffolk musician Ed Sheeran. Sheeran's logo for a recent tour had been on the shirts for the last four seasons and the singer is a minority shareholder in the chairman Mark Ashton called the new contract a "record shirt sponsorship deal for the club". He added that, unlike many other top clubs, Ipswich had "no intention of moving towards a gambling sponsor"."We're proud to be working so closely with another Suffolk business which shares many of our values," he said.A £2m deal in 2018, under Town's previous owner, with an online gambling site angered some for the new deal have not been made public. The sponsorship covers both the men's and women's first-team kits and will run for three years. On the new sponsorship, Sheeran said: "We wanted to keep it Suffolk; we wanted to keep in local." Halo's chief executive Paul Hamilton said: "It's an honour to follow Ed Sheeran as front-of-shirt sponsor, having been sleeve sponsor during the last two seasons."The business provides workflow management software and calls itself a "privately owned, founder-led team".
