Haulage firms push for driver background checks, digital safety systems

KUALA LUMPUR: Employers in the haulage industry currently lack access to a centralised platform for screening drivers' criminal or drug-related records, says Association of Malaysia Hauliers (AMH).
Its executive secretary Mohamad Azuan Masud said, "There is no formal platform to vet drivers' backgrounds. We rely on personal or previous employer references."
He also pointed out that the Kejara demerit points system, used for tracking traffic offences, was not accessible to employers for screening purposes.
In response to Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi's recent call for company owners to take greater responsibility for accidents involving their vehicles, Azuan stressed that haulage companies were already held accountable through stringent regulations.
These include the Industry Code of Practice (ICOP) audits conducted by the Road Transport Department (RTD).
"What the deputy prime minister said is not new. ICOP audits are already in place and actively enforced," Azuan said.
"These audits ensure that operators comply with essential safety protocols, such as fire preparedness and safety briefings. Failure to meet these standards can lead to the suspension or revocation of operating permits."
He also highlighted the thorough vehicle inspections carried out at Puspakom, ensuring technical compliance with regional standards.
Despite the existing oversight, AMH is urging the government to support the adoption of advanced digital safety systems like onboard cameras and Advanced Driver Assistance Systems (Adas), which could further enhance safety.
"We've proposed these technologies, but the cost is prohibitive for many operators. Government funding is needed to make them viable," he added.
As part of the National Logistics Task Force (NLTF), AMH has submitted both short-term and long-term recommendations to the Transport Ministry and is awaiting the government's response.
Zahid made the remarks following a tragic crash in Teluk Intan, Perak, where a rock-laden lorry collided with a vehicle carrying 18 Federal Reserve Unit (FRU) personnel, resulting in nine fatalities.
The deputy prime minister stressed that such accidents could be prevented if companies took full responsibility for the condition of their vehicles and the drivers they employ.

The extension will be implemented on a three-month trial basis as part of Puspakom's broader efforts to enhance accessibility and service efficiency. Following the Klang Valley rollout, Puspakom is planning to gradually extend this operating model to centres in Penang and Johor Bahru, and eventually to other high-traffic locations nationwide. 'We understand that many vehicle owners are only able to come for inspections on weekends. This is our commitment to deliver smoother, more customer-centric experiences across our centres,' said CEO Mahmood Razak Bahman. This decision to operate daily follows a successful daily service pilot at the Glenmarie branch in 2024, which received positive feedback from both private and commercial vehicle owners. The trial had shown that extended hours significantly reduced peak-time congestion and provided more flexibility for working adults. As part of its on-going transformation, Puspakom has undertaken major digital and operational upgrades to modernise the inspection experience. These include the upgrading of its proprietary Computer Aided Vehicle Inspection System, the integration of artificial intelligence into its inspection process to improve diagnostic speed and accuracy, and the future introduction of dedicated electric vehicle inspection lanes in support of the government's Low Carbon Mobility Blueprint 2021-2030. 'These innovations underscore our readiness to meet future regulatory and industry demands, and reflect our commitment to deliver faster, smarter and future-ready inspections,' Mahmood said. Puspakom, Malaysia's national vehicle inspection body for the past 31 years, operates 53 inspection centres, 30 visit sites, and 50 mobile units nationwide, conducting over four million inspections annually. All vehicle examiners are certified to carry out vehicle inspections according to standards set by the Road Transport Department. 'This daily service model reflects our mission to lead the recently liberalised industry through quality, innovation, and integrity,' said Mahmood.

BANGI: Twenty-eight companies identified by the Road Transport Department (JPJ) as having the highest number of unpaid summonses have settled 34,371 fines totalling RM6.2 million. JPJ director-general Datuk Aedy Fadly Ramli confirmed the payments, noting that 11 commercial goods firms and 17 bus operators responded after Transport Minister Anthony Loke granted a two-week grace period starting June 25. 'We assist by providing updated records and facilitating immediate settlements. All companies involved showed willingness to resolve their outstanding fines,' he said during a press conference at the 2025 JPJ Family Day event held at Universiti Kebangsaan Malaysia's sports centre. While acknowledging the cooperation of these firms, Aedy Fadly highlighted that some companies have yet to settle their summonses. JPJ has extended a one-month grace period from July 9 for remaining offenders. 'Failure to comply will result in vehicle blacklisting. Some have already been blacklisted due to non-response,' he added. Commercial goods and bus operators also qualify for the RM150 compound rate under the Automated Awareness Safety System (AWAS). 'This offer, extended until December 31, covers AWAS summonses from October 2018 onwards, as well as Notice 114 and Notice 115 issued since 2023,' he explained. – Bernama

BANGI: Twenty-eight companies listed by the Road Transport Department (JPJ) with the highest number of outstanding summonses have settled 34,371 summonses at a cost of RM6.2mil, says JPJ director-general Datuk Aedy Fadly Ramli. He said the companies, comprising 11 commercial goods companies and 17 bus operators, had reached out to JPJ after Transport Minister Anthony Loke gave them a two-week grace period beginning June 25 to settle their outstanding summonses. "JPJ assisted by issuing the latest records and how to settle them immediately. All companies wished to settle their outstanding issues," he said at the media conference of the 2025 JPJ Family Day at the Universiti Kebangsaan Malaysia (UKM) sports centre here on Sunday (July 27). He thanked the companies that cooperated but noted that there are others who have yet to settle their summonses but said that the JPJ would give them a grace period of a month starting from July 9 for them to do so. "If it remains unsettled, the JPJ will blacklist the vehicles under the companies. There are those that we have already blacklisted as they did not respond to us," he added. He also said that commercial goods companies and bus operators are eligible for the RM150 compound rate that applies to all vehicles issued with Automated Awareness Safety System (Awas) summonses. "Companies with such summonses qualify for the same offer and we have announced on July 1 that the offer is extended to Dec 31 for three categories, the Awas from October 2018 till now, Notice 114 (interview notice) and Notice 115 (request for driver details) starting from 2023," he added. – Bernama
