Thai construction magnate surrenders to police over building collapse in quake

A construction magnate, builders, designers and engineers have surrendered to police on criminal negligence charges for the deadly collapse of a Bangkok high-rise in the March 28 earthquake that hit Myanmar.
Premchai Karnasuta, the president of Italian-Thai Development Co, the main Thai contractor for the building project, as well as designers and engineers were among 17 charged with professional negligence causing death, Bangkok deputy police chief Noppasin Poonsawat said.
Mr Noppasin said those who met police on Friday formally denied the charges.
Several have previously issued public denials in response to allegations in the media.
Ninety-two people were confirmed dead in the rubble of the building that had been under construction and a small number of other people remain unaccounted for.
The building, which was to become a new state audit office, was the only one in Thailand to collapse in the earthquake that was centred in neighbouring Myanmar.
The search for victims at the site has been halted, though efforts to identify remains through DNA will continue.
Mr Noppasin said at a news conference that evidence and testimony from experts suggested the building plan did not meet standards and codes.
The Bangkok Post newspaper said police had also determined the project showed 'structural flaws in the core lift shaft and substandard concrete and steel'.
Thai media have reported allegations of wrongdoing in the project almost every day since the building's collapse, many of them involving irregular documentation for the project.
Their reports have highlighted the role of Italian-Thai's Chinese joint venture partner, the China Railway No 10 company, which is involved in projects around the world.
One of the 17 charged on Friday was Chinese executive Zhang Chuanling, a director at China Railway No 10's joint venture with Italian-Thai Development.
He was previously arrested last month on a charge of violating Thai business law by wrongly using Thai nominees to serve as the Chinese firm's proxies to allegedly control the joint venture.
Three Thai executives were also arrested on the charge.
A Criminal Court issued arrest warrants for the 17 on the negligence charge on Thursday.
Mr Noppasin said 15 turned themselves in at a police station in the morning and the remaining two were expected to do so later on Friday.
The epicentre of the quake was in central Myanmar, where it killed more than 3,700 people and caused major damage in Mandalay, the country's second biggest city, and the capital Naypyitaw.
Premchai's case is his second major tangle with the law.
In 2019, he was convicted of wildlife poaching and served about three years in prison.
He was found guilty of killing protected animals and illegal possession of weapons after park rangers found a hunting party at a wildlife sanctuary in 2018 with carcasses of a rare black panther, a kalij pheasant and a barking deer.

The Labour minister became emotional during an interview, describing how he felt like a "16-year-old whore" due to the actions of Mr Croft, who was at the helm of the esteemed drama group. ‌ In a conversation with the Sunday Times, Sir Chris Bryant recounted that Mr Croft, who died in 1986, would invite him for dinner every evening when he was part of the company in London during the summer of 1978, at the age of 16. ‌ One night, said Sir Chris, he returned from the toilet at Mr Croft's residence to find his host, who was four decades older than him, naked apart from a silk robe. ‌ The minster said the abuse left him feeling like a "16-year-old whore" (Image: PA) The MP for Rhondda and Ogmore disclosed that Mr Croft then propositioned him for sex, and he felt he had no choice but to comply, reports the Mirror. Ahead of the launch of his book 'A Life And A Half: The Unexpected Making Of A Politician', Sir Chris admitted: "I don't like telling this very much because I've not told it very often. ‌ "It was always the same Italian in King's Cross. He would eat and drink, I would eat, then he would theoretically give me a lift home, except I always ended up at his house." As an ordained minister, he even agreed to officiate Mr Croft's funeral. However, he expressed anger over the abuse of power and confessed to internalising the shame. ‌ "He behaved absolutely appallingly, it's despicable," Sir Chris said. "Michael, in my case, managed to spot somebody who was gay at a time when nearly all homosexuality was illegal - certainly very frowned on - so presumed that people would keep a secret." He revealed that at least one colleague from his National Youth Theatre days was also abused by Mr Croft. ‌ The 63-year-old also disclosed he had been sexually assaulted by five male MPs during his time in Westminster, though he has not identified or reported them. "There was no system for doing so and I was frightened it would make me look bad," he explained. He noted that homophobia in Parliament had decreased during his 24 years as an MP. ‌ A statement on the National Youth Theatre website said: "We are grateful to Chris Bryant for disclosing to our team the historical abuse he suffered in the company in the 1970s. We are very sorry that this happened to him and to others who have previously shared with us their accounts of historic abuse by the same perpetrator. "As we set out in a public statement on the case in 2017, we stand in solidarity with all victims of abuse and encourage anyone who has experienced abuse, no matter how long ago, to speak to someone and access support. "In this case the perpetrator has been deceased since 1986, but all reports made to us will be dealt with in accordance with our robust and formalised safeguarding policy and practice. ‌ "While Chris writes he doesn't feel damaged by what happened, we recognise that being subjected to an abuse of power can have lasting consequences for many, in different ways. "Anyone getting in touch will be listened to and treated with care and respect by trained professionals, in line with our certified trauma-informed practice. However, mystery has deepened over her death after the family's criminal lawyer Gabriele Giambrone said the events at the party seemed strange to her. He said: "No one saw or heard anything, yet some were still wet, a sign they'd just gotten out of the pool. "How is it possible they didn't notice anything?" The lawyer said that initially Cinà's parents were not alerted about the situation, according to L'unione Sarda. He said it was only when her mum called her cell phone to check up on her, a young boy answered, saying her daughter was ill. Her mum and dad then rushed to the party house, only to find her dead. Mr Giambrone said that another key mystery was the party scene, which had zero evidence of alcohol, even though the invitation suggested there alcohol would be served at the party. The lawyer said: "The house was clean and there was no trace of alcohol. "It seems strange [because] the invitation sent to guests on WhatsApp guaranteed 'we want to keep you hydrated' with alcohol symbols next to it. "Yet when we arrived, there were only plastic bags with empty water bottles inside. Why was everything removed?" He added that Simona was a "health-conscious person" and was very careful about her diet, suggesting she may not have consumed any alcohol. Investigative authorities also found blood at the scene, which is now being investigated. One of the partygoers reportedly claimed that they accidentally hurt themselves during the bash. Cops are said to be conducting a DNA test to identify the blood sample. An investigation into the case continues.
