Dublin-based alternative cement producer Ecocem has announced plans to establish a new plant to manufacture its ACT low-carbon product. The new ACT plant will be built at Ecocem's existing factory next to ArcelorMittal's blast furnaces in Dunkirk, France. It will have the capacity to produce up to 300,000t of ACT annually, boosting the Dunkirk plant's production capacity to more than a million tonnes per year.
The plant will serve as Ecocem's inaugural factory dedicated to producing the new product, which Ecocem asserts has the potential to achieve a globally scalable 70% reduction in the cement industry's carbon footprint.
Ecocem explains that ACT achieves this by optimising the utilisation of locally available alternative materials, commonly referred to as supplementary cementitious materials (SCMs), while ensuring that any concrete produced using ACT meets the necessary durability, workability, mechanical strength, and cost requirements.
ACT is a proprietary technology that uses a specific blend of minerals and additives combined with optimised particle size distribution. According to Ecocem it can be produced at almost any existing cement plant without significant investment or modifications and does not require changes in construction practices. The total investment for the plant expansion is US $54mn, funded through a bank loan classified as a 'Green Loan' by the EthiFinance agency and supported by both the French government and local authorities.
Ecocem Group Founder and Managing Director Donal O'Riain said, 'The industrialisation of our ACT technology marks a historic turning point for the cement industry. Cement manufacturing processes have remained unchanged for 200 years; ACT represents a true technological breakthrough and an opportunity to rapidly decarbonise what is one of the world's most polluting industries – responsible for almost 8% of global emissions – without compromising quality and performance or significantly increasing costs.'
'The support of public authorities, particularly through France 2030, validates our vision and innovative capability. This is a major recognition for Ecocem and our ACT technology, which has received its first public funding since the company was established in 2000. In 2026, we will be able to offer the market a low-carbon solution deployable on an industrial scale. This advancement, supported by major industrial players and public authorities, positions France and, more broadly, Europe at the forefront of cement decarbonisation,' he added
The project is a joint venture between Ecocem in France and CB Green, a division of French minerals processing group Groupe CB. The focus in the first half of 2025 will be on installing the mill, a key component that will produce the required fillers, as well as expanding blending and storage facilities for ACT. Construction will begin in early 2025, with a view to delivering ACT to the market in the second half of 2026.

Explosive-laden drones hit three oil fields in Iraq's northern autonomous Kurdistan region early on Wednesday, Kurdish forces said, a day after a similar attack shut operations at a US-run field. In the past few weeks, Iraq and particularly the Kurdistan region have seen a spate of unclaimed drone and rocket attacks. Wednesday's attacks have raised the number of oil field hit in Kurdistan to five within a week. "At 06:00 and 06:15 (0300 and 0315 GMT) two explosive-laden drones attacked" the Peshkabir oil field operated by the Norwegian oil group DNO in Zakho district, Kurdistan's counterterrorism services said. At 7:00 am (0400 GMT) a similar drone struck the DNO-operated Tawke field in the same area, Kurdistan's counterterrorism services said. The attacks caused only material damage. Another attack at 7:14 am (0414 GMT) targeted an oil field operated by the US firm Hunt Oil in Dohuk province, without causing casualties or material damage. Long plagued by conflict, Iraq frequently experiences such attacks, often linked to regional proxy struggles between Iran and the United States and its ally Israel. The attacks also come at a time of heightened tension between Baghdad and Arbil over oil exports, with a major pipeline through Turkey shut since 2023 over legal disputes and technical issues. Wednesday's attacks came a day after an explosive-laden drone strike forced the US firm HKN Energy to suspend operations in the Sarsang oil field in Duhok. On Monday, one drone was shot down near Arbil airport, while two others hit the Khurmala oil field in the same province, causing material damage. DP World, the Deendayal Port Authority (DPA), and Nevomo have signed a Memorandum of Understanding (MoU) to explore potential opportunities for cooperation in the development and implementation of a pilot project using Nevomo's MagRail proprietary technology for the self-propelled movement of rail-based cargo and freight within the existing port ecosystems. DP World, a global leader in smart end-to-end supply chain solutions, is leading efforts to introduce advanced freight technology aimed at transforming cargo movement in India. Deendayal Port Authority (DPA), a key multi-cargo port under the Government of India, is facilitating exploration of this technology at its terminal in Kandla to evaluate the feasibility of this futuristic freight transportation system. The initiative marks a significant step toward building faster, more efficient, and sustainable port-hinterland connectivity. This initiative is aligned with India's National Logistics Policy and PM Gati Shakti agenda aimed at modernising and integrating the country's logistics infrastructure. The MoU was signed by Shri Sushil Kumar Singh, IRSME, Chairman of Deendayal Port Authority (DPA), Rizwan Soomar, CEO & Managing Director, Middle East, North Africa, India Subcontinent, DP World, and Przemek (Ben) Paczek CEO Nevomo Group BV along with other senior dignitaries in Kandla, Gujarat, on 15th July 2025. The MoU sets the framework for a 750-metre pilot project of MagRail technology at Deendayal Port. A first-of-its-kind initiative in India will demonstrate self-propelled freight movement within a live port environment. It aims to develop and implement MagRail-based solutions that enable autonomous, electric-powered wagons using linear motor technology on existing rail tracks, enhancing capacity, efficiency, and speed for containerised and bulk cargo while reducing costs and CO2 emissions, making the logistics systems greener, faster, and more interoperable. Commenting on the occasion, Shri Sushil Kumar Singh, IRSME, Chairman, Deendayal Port Authority (DPA), said, "This collaboration is a strategic advancement in port infrastructure, enhancing capacity and operational efficiency to support growing cargo demands. DP World, as trusted partner, plays a crucial role in enabling this initiative, which aligns with our commitment to strengthening India's logistics framework and ensuring seamless trade facilitation.' The pilot project at Deendayal Port aims to set new standards in efficiency and sustainability, showcasing how innovation can transform ports into engines of economic growth and global trade competitiveness. Last year, DP World has signed multiple Memorandums of Understanding (MoUs) worth INR 250 billion (approx. $3 billion) with the Government of Gujarat, covering the development of new ports, terminals, and economic zones, strengthening its commitment to supporting trade in a growing Indian state. The MoUs highlight Gujarat's prowess as a role model of development and the growth engine of the nation while leveraging its logistics and maritime infrastructure. The MoUs underscore DP World's commitment to facilitating trade in Gujarat by developing: Multi-purpose deep-draft ports in South Gujarat and around the western coast of Gujarat towards Kutch, Special Economic Zones in Jamnagar and Kutch, Gati Shakti Cargo Terminals (GCT) and Private Freight Stations at Dahej, Vadodara, Rajkot, Bedi and Morbi DP World has also signed an MoU with Gujarat Maritime Board to jointly identify opportunities to develop additional ports along the coast of Gujarat. DP World's existing investments in Gujarat include a container terminal in Mundra, along with rail connected private freight terminals at Ahmedabad and Hazira. This is complemented by cold storage facilities in Surat and Bharuch, freight forwarding offices in Ahmedabad and Gandhidham, and express cargo services across the state.
