Punjab to launch ‘evidence-based' anti-drug school curriculum in govt schools on August 1

The Aam Aadmi Party (AAP)-led Punjab government is set to roll out an anti-drug school curriculum, developed by Nobel Laureate Prof Abhijit Banerjee-led organisation J-PAL South Asia, for Classes IX to XII in government schools to empower around eight lakh students with prevention-focused skills to combat substance abuse as part of its ongoing 'Yudh Nasheyan Virudh', Education Minister Harjot Singh Bains said on Monday.
Addressing a press conference in Chandigarh, Bains said Punjab Chief Minister Bhagwant Mann and AAP national convenor Arvind Kejriwal would launch the statewide curriculum at Arniwala in the border district of Fazilka on August 1.
Bains said the drug prevention programme would have a wide reach, covering 3,658 schools and engaging over 6,500 trained teachers to empower approximately eight lakh students from Classes IX to XII to ensure a significant impact on Punjab's education system, equipping students with essential skills to say 'no to substance abuse'.
'The curriculum consists of 35-minute sessions, to be held every fortnight for 27 weeks, featuring a mix of engaging content, including documentaries, quizzes, posters and interactive activities. These sessions will focus on key areas such as myth-busting, refusal strategies and resisting peer pressure, equipping students with the knowledge and skills to make informed decisions,' Bains said.
The minister said, 'The initiative is grounded in evidence, developed with leading behavioural scientists, and evaluated through randomised trials conducted in 78 government schools in Amritsar and Tarn Taran during 2024-25.'
'These trials covered 9,600 students and, evaluated by J-PAL South Asia, yielded significant results. The trials demonstrated a marked improvement in addiction risk awareness, with 90 per cent of students recognising the high risk of addiction from trying 'chitta' even once, compared to 69 per cent in the control group. Additionally, the trial successfully debunked myths about addiction, with the belief that addiction can be overcome by willpower alone dropping from 50 per cent to 20 per cent,' said Bains.
Noting that Punjab's drug crisis is a result of 'decades of systemic neglect and patronisation of previous regimes,' Bains said, 'Punjab becomes the first state in India to implement a statewide, evidence-based drug prevention curriculum, while recognising that the battle against drugs begins from the classroom, not in police stations.'
He said the state government has taken stringent actions, including putting over 23,000 drug peddlers behind bars, seizing their properties, and confiscating over 1,000 kg of heroin.

The back-to-back visits by the two leaders have set off political chatter, especially amid growing strains within the alliance. Shinde, who arrived in Delhi late Wednesday night, had a packed schedule on Thursday before returning to Mumbai. During his visit, he chaired a review meeting with MPs from his faction of the Shiv Sena, focusing on their parliamentary performance, constituency-level concerns, and coordination with the Centre. He is also learnt to have followed up on pending development issues with Union Ministers. 'Since the monsoon session of Parliament is underway, I came to Delhi to hold discussions with our MPs and meet Union Ministers. I always come to Delhi during the parliamentary session to hold a meeting with the party MPs. As an NDA ally, we support the Centre on key issues and are pushing for Maharashtra's development. Ours is a double-engine government and our efforts are aligned with that goal,' Shinde told reporters further dismissing the possibility of any reshuffle. Highlighting the party's growing support in Mumbai, Shinde said 123 former BMC corporators have recently joined his faction. 'This is a good sign ahead of the civic polls. Those who ruled the BMC for 20 years and treated it like a hen that lays golden eggs have been taught a lesson. Mumbaikars will teach them another one in the coming elections,' he said, in a swipe at the Shiv Sena (UBT). According to party sources, Shinde also interacted with office-bearers and representatives from other states, as part of the Sena's broader organisational outreach. 'These engagements are crucial as the party looks to expand beyond Maharashtra,' a senior party leader said. In line with this strategy, the Shinde-led Shiv Sena is expected to hold a national executive meeting in Delhi in the coming weeks. State presidents and senior leaders from across India are expected to participate, with discussions likely to focus on party expansion and programme planning. The visit comes at a politically sensitive time. The government is under fire from the Opposition over corruption allegations against some ministers, and there are growing demands for their resignation. Simultaneously, talks of a possible alliance between Uddhav Thackeray's Shiv Sena (UBT) and Raj Thackeray's MNS ahead of the BMC elections have added to the political uncertainty. Earlier this week, Deputy CM Fadnavis met Finance Minister Nirmala Sitharaman and other senior Union Ministers to push for major funding proposals. Fadnavis also met Maharashtra Governor Ramesh Bais on Thursday, fuelling speculation about a cabinet reshuffle or portfolio changes. However, BJP leaders have maintained that there is no plan for an immediate reshuffle.

After recruiting nearly 24,000 youths for government jobs during the oath ceremony in October 2024, the Nayab Singh Saini-led government is now set to offer an additional 24,800 junior-level posts in the coming months. To shortlist candidates for Group-C positions, one round of the Common Eligibility Test (CET) has already been conducted, while preparations are underway for the next exam. Haryana Chief Minister Nayab Singh Saini's media secretary Praveen Attrey told The Indian Express on Thursday that 'as many as 24,800 posts for Group C and Group D would be filled after another round of Common Eligibility Test (CET)'. The CET, organised by the Haryana Staff Selection Commission (HSSC), serves as a preliminary written examination to screen candidates for government roles. The Group C posts include various roles such as junior engineers, clerks, excise and taxation inspectors, auditors, assistant managers, patwaris, and male and female police constables, while Group D roles in Haryana include various entry-level positions in government departments, including peon, animal attendant, helper, gardener, cook and water carrier. The CET for Group-C posts, held on July 26 and 27, saw participation from nearly 12.22 lakh eligible candidates. Conducted over the weekend at 1,350 centres across the state, the exam registered an exceptional 92% turnout. HSSC chairman Himmat Singh described this level of attendance as 'a possible national record', noting that it was 'far beyond the usual 55–60% seen in competitive exams'. In the next phase, the main examination for Group-C recruitment will be conducted, with participation open to a candidate pool 10 times the number of available positions. The CET for Group-D posts is expected to be held in September, with officials anticipating participation from nearly 17 lakh candidates. The scale of this exercise will require extensive logistical coordination. So far, appointments to Group-D posts have been made solely based on performance in the Common Eligibility Test (CET). The schedule for the second exam of Group-C posts is not yet clear, but it will likely be held this year only, the officials said. Excited over the successful execution of the recent CET, Himmat Singh said: 'We have received calls from some commissions that also execute competitive exams for government jobs. They are keen to know how we executed such an exam involving lakhs of candidates successfully.' He added: 'Officials from some of the commissions have even planned to visit Haryana to see the system and pattern adopted for successful execution of the exam.' To support candidates logistically, Haryana transport authorities had operated more than 30,000 bus rounds, providing free transportation. In partnership with social organisations, the government also arranged overnight lodging for candidates travelling from distant areas. 'Through AI-based monitoring and CCTV, incidents like cheating and paper leaks were completely prevented. We kept a close watch on all centres, and now the CCTV footage will be reviewed to prepare the final report. This technological approach not only enhances transparency but also instils trust in fairness among candidates,' Singh remarked. "The Foreign Ministry spokesperson further stressed that Washington's addiction to unilateralist behavior and its reliance on illegal and coercive tools to pursue illegitimate objectives at the international level, as well as its flagrant disregard for the rule of law and human rights, has made a mockery of the fundamental principles of international law, including respect for state sovereignty and the freedom of interstate trade, putting the world at unprecedented risk," read a statement issued by the Iranian Foreign Ministry. Addressing the media in Tehran, Baqaei said that these unilateral and illegal sanctions are criminal in nature, violate the fundamental principles and norms of international law and human rights, and constitute a crime against humanity.
