An eight-year-old boy in Thailand was found living alone with six dogs after being abandoned by his family for years. With no one else around him, the child learned to bark like the dogs. He had no access to school, social life or basic care.
The situation came to light when a school principal and a child rights activist raised concerns about the boy's condition. According to a report in the South China Morning Post (SCMP), the boy had been out of school for two years. But his mother had continued receiving a government education subsidy of about 400 baht (approximately Rs 1,050) meant to support his schooling. The funds were reportedly never used to enrol him in classes.
According to neighbours, the boy's 46-year-old mother would often go out to beg for food and money in nearby villages and temples. She would leave the child alone at home, a small wooden house in Uttaradit province, northern Thailand. His only companions during this time were the six dogs kept by the family.
Authorities visited the house after the school principal reached out to activist and politician Paveena Hongsakul. The home, built on stilts, was in very poor condition.
Inside the house, police found the boy with his mother and his 23-year-old brother. Both adults tested positive for drug use. The child had been left alone and not looked after.
'He didn't speak, he just barked. It was pitiful to see," said Paveena, who is also the president of the Paveena Hongsakul Foundation for Children and Women. She led the rescue operation with local police.
Officials said the boy had never attended kindergarten. He had once visited school at the age of Grade 1, but was never sent back.
'His mother hasn't allowed him to go to school since he received a subsidy for free education. After getting the money, she simply kept him at home," Paveena said.
People in the neighbourhood also avoided letting their children play with the boy. They said they were disturbed by the family's behaviour. Without human contact, the child grew close to the dogs and started mimicking them. Barking became his way of communication.
'The house is in a red zone for drugs. The boy had no one, just the dogs to play with," said a local teacher as quoted by SCMP.
The boy's mother and brother have now been charged with drug use and taken in for treatment. The child has been moved to a nearby children's shelter. Paveena's foundation is working with officials to make sure he gets proper schooling and long-term care.

Chennai: The Madras High Court has dismissed the petitions filed by Xiaomi Technology India Pvt Ltd and its Chief Financial Officer Sameer B.S. Rao, seeking to quash the proceedings initiated by the Enforcement Directorate (ED) in connection with alleged violations under the Foreign Exchange Management Act (FEMA) involving royalty payments of Rs 5,551 crore. Justice N. Anand Venkatesh, delivering the verdict recently, held that the court would not interfere at the "formation of opinion" stage of proceedings under FEMA adjudication rules, as it was only a preliminary step and not a final determination of liability. Xiaomi India is engaged in the procurement, distribution, and sale of Xiaomi-branded products across India. In this context, the company entered into royalty agreements with Qualcomm Incorporated, Qualcomm Technologies Inc. (both US-based entities), and Beijing Xiaomi Mobile Software Co. Ltd, a group company based in China. According to the ED, Xiaomi remitted Rs 5,551 crore between 2016 and 2022 to these foreign entities as royalty payments, allegedly without obtaining prior approval from the Reserve Bank of India (RBI) -- a requirement under FEMA for certain types of foreign remittances, especially where third-party transactions are involved. Following its investigation, the ED filed a complaint, and a show-cause notice was issued by the Adjudicating Authority under FEMA, which Xiaomi challenged before the High Court in April 2024. Appearing for Xiaomi, senior advocate K.G. Raghavan contended that the royalty payments were legitimate current account transactions and therefore did not require the RBI's prior approval. He argued that the ED's initiation of adjudication proceedings was unwarranted. However, Additional Solicitor General L. Sundaresan, representing the ED, submitted that the writ petition was premature, as the adjudication process was still at the stage of forming an opinion. He argued that this stage only requires prima facie material suggesting a contravention of FEMA provisions, and need not be based on conclusive findings. Sundaresan also cited a communication from Qualcomm, wherein Xiaomi was referred to as a 'third party' remitting payments on behalf of foreign group entities -- an act which, according to the ED, constitutes a violation under the FEMA. Accepting the ED's submissions, the High Court held that interference at this stage was unwarranted and permitted the adjudication proceedings to continue. Consequently, Xiaomi's plea challenging the show-cause notice and the formation of opinion was dismissed. "In the considered view of this Court, the case has now reached the stage under Rule 4(4) of the FEMA Rules, which is the stage of defence and therefore, the petitioners will be entitled to all the documents sought by them, including the non-RUDs," the court said in its judgement delivered on June 26.

Kochi: High court has reserved its order on the anticipatory bail petition filed by Sekhar Kumar, an assistant director of Enforcement Directorate (ED) in Kochi, in connection with an alleged bribery case. The bench of Justice A Badharudeen on Thursday extended the interim order restraining Kumar's arrest until the pronouncement of the final order. The case arises from a complaint filed by Aneesh Babu, a Kollam-based cashew trader, who alleged that ED officials demanded a bribe to halt an investigation under the Prevention of Money Laundering Act (PMLA). The PMLA proceedings were initiated following a police case registered against Aneesh for allegedly cheating local traders by accepting advance payments for imported cashew nuts and failing to deliver the goods. In his complaint, Aneesh alleged that two middlemen, Wilson Varghese and Mukesh Kumar, approached him on behalf of the ED officer and demanded Rs 2 crore to stop the ED probe. The vigilance department arrested both middlemen, who, during interrogation, allegedly named Sekhar Kumar, leading to his arraignment as the first accused in the case. Kumar, in his plea, has denied any involvement and contended that there is no material linking him to the arrested individuals. He further claimed that he has been falsely implicated with ulterior motives and that the case is driven by vexatious intent.
