Transparent budgeting linked to citizen participation: SAU VC
He expressed these views while addressing an awareness seminar on the 'Citizen Budget for the Fiscal Year 2025–26,' organized on Monday by the Finance Department, Government of Sindh, in collaboration with Sindh Agriculture University Tandojam.
Dr Siyal lauded the Sindh government for taking what he described as a commendable and people-centric step by actively involving citizens in the budget formulation process. He noted that research institutions must play a practical role in shaping public policy and budget development through surveys and evidence-based recommendations. 'This approach ensures that the budget is not only transparent but also reflective of the real needs of the people,' he added.
Highlighting the value of public participation, Dr Siyal said that the Citizen Budget concept promotes participatory governance and helps build mutual trust between the government and the people.
Additional Secretary of the Finance Department and Director of the Economic Reform Unit (ERU), Muhammad Afzal Channa, delivered a detailed briefing on the objectives and significance of the Citizen Budget. He explained that the initiative aims to present the annual budget in a simplified, easy-to-understand format, especially for citizens without a technical or financial background.
'This initiative is a practical reflection of the Government of Sindh's commitment to Open Government and Public Financial Management Reforms,' said Channa.
He further noted that feedback for the Citizen Budget is collected from a diverse cross-section of society, including students, members of civil society, and representatives from both public and private institutions. Structured questionnaires and surveys are used to gather public input, which is then considered during the budget formulation process.
Professor Dr Muhammad Ismail Kumbhar also addressed the seminar. The event was attended by former Pro-Vice Chancellor of Mehran University of Engineering and Technology Jamshoro, agricultural extension experts, representatives of the Pakistan Agricultural Research Council, and a large number of students.

Thar coal mining expansion project: SECMC signs Islamic Facility Agreement with Meezan Bank
KARACHI: Sindh Engro Coal Mining Company (SECMC) and Meezan Bank Limited signed an Islamic Facility Agreement to fund the Phase III mine expansion project of the Thar Block II. Under this arrangement, syndicate comprising of United Bank Limited, Askari Bank Limited, Sindh Bank Limited and Pak China Investment Company Limited led by Meezan Bank Limited will provide Islamic financing to scale up the coal production from the current 7.6 million tons per annum (MTPA) to 11.2 MTPA. Under the continued leadership of the Government of Sindh, SECMC's historic journey began in 2019 when it became the country's first public-private partnership to demonstrate the commercial viability of Thar coal for power generation. In 2022, SECMC expanded its operations to 7.6 MTPA taking total a power generation from Thar Block II to 1320 MW, and now, with Phase III underway, it aims to further strengthen Pakistan's energy security by converting 660 MW Lucky Electric Power Company Limited (LEPCL) power plant to Thar Coal. Speaking on the occasion, Amir Iqbal, CEO of SECMC, acknowledged the support of the Government of Sindh, Meezan Bank, and all stakeholders involved. He said, 'The Thar Block II development started as a bold idea and proved that indigenous coal could energize Pakistan. This financing and continued relationship with Meezan and other members of the syndicate takes us closer to our Phase III goal and brings us a step further in delivering low-cost electricity through domestic resources.' He added, 'It also marks as a significant milestone in SECMC's vision to energize Pakistan's future through world-class, sustainable mining.' Currently the SECMC is energizing over 3 million households and have contributed to foreign exchange savings of approximately USD 1.6 billion since inception. Thar Coal Power plants' consistent ranking are among the top positions on the Economic merit order issued by National Transmission & Despatch Company (NTDC) makes Thar coal as the most cost-effective baseload fuel in the country. SPHF makes remarkable progress since launch
ISLAMABAD: Since its launch in February 2023, the Sindh People's Housing for Flood Affectees (SPHF) has made remarkable progress, with over 1,250,000 bank accounts opened for female beneficiaries — a significant step towards empowering women in flood-affected regions. The initiative also boasts over 1,150,000 houses under construction and 500,000 homes already completed, providing much-needed shelter to communities devastated by recent floods. This transformative project, spearheaded by the provincial Government of Sindh, is backed by a substantial $2 billion in funding. The World Bank leads the contributions with $950 million, including an initial $500 million and an additional $450 million. Further support comes from the Asian Development Bank (ADB) with $400 million, the Islamic Development Bank (IsDB) with $200 million, and $227 million from the Government of Sindh, complemented by other crucial financing This ambitious undertaking was launched in response to the devastating 2022 floods, which left millions displaced and critical infrastructure in ruins. The initiative is now building 2.1 million multi-hazard-resistant homes and developing climate-resilient settlements, aiming to protect communities from future climate disasters. This project will directly benefit over 15 million people, a population larger than that of 154 countries, highlighting its immense scale and impact. Initially focusing on housing, SPHF has now expanded to Water, Sanitation, and Hygiene (WASH)—a critical area for building resilience in these communities. In the first phase of the WASH initiative, 3,700 villages and 314,000 households are being provided access to WASH facilities, ensuring that 1.5 million people gain access to clean water and proper sanitation. Digital maps of each village are being created using advanced drone technology and on-the-ground surveys. This will allow SPHF to identify existing infrastructure, assess needs, and plan for sustainable development. The pilot project has been launched in six districts of Sindh, to replicate it across 60,000 settlements in the province. Under the programme, approximately 800,000 women beneficiaries are being granted financial access, fostering economic independence and social inclusion. In a landmark move, all land titles under the programme are being issued in the name of women—ensuring long-term security, ownership, and a shift towards more equitable recovery. The SPHF leveraged public-private partnerships to collaborate with leading implementing partners, cutting-edge technology firms, and experts in environmental and social safeguards. As per the ILO impact assessment report, the initiative is projected to create one million jobs in the next two years, further contributing to the region's economic recovery and growth. World Population Day: Message from Dr Azra Fazal Pechuho, Minister for Health & Population Welfare, Sindh
The Government of Sindh is commemorating World Population Day on July 11,2025, to draw attention to the alarming rate of population growth and its far-reaching impact on all sectors of society. Following the devolution of powers, Sindh has undertaken several key policy initiatives. These include aligning Family Planning and Reproductive Health efforts with Pakistan's international commitments made at the London Summit 2012; implementing the Costed Implementation Plan (CIP); formulating the Sindh Population Policy 2016; and developing the FP2030 Roadmap. These efforts aim to improve the quality of life for people across Sindh through a rights-based approach and by introducing family planning services at tertiary and secondary care hospitals through public-private partnerships. These initiatives help foster an enabling environment to transform social and gender norms—a hallmark of a progressive society. On the legislative front, the enactment of the Early Marriage Restraint Act 2013 and the Reproductive Health Rights Act 2022, which includes provisions for pre-marital counselling, telehealth and self-care, has provided crucial support to family planning efforts. Sindh has maintained contraceptive commodity security since 2015-16. Innovative methods like Sayana Press—a three-month self-injectable contraceptive—have been introduced and scaled up. The focus has shifted toward long-acting reversible contraceptives (LARCs) such as implants and intrauterine contraceptives (IUCs), with 50% of the allocated contraceptive procurement budget earmarked for LARCs this year. All stakeholders from the public and private sectors are represented in the Sindh FP2030 Working Group, which meets on quarterly basis under my chairpersonship. Additionally, Sindh's Population Taskforce, chaired by the Chief Minister, tracks the implementation of recommendations from the Council of Common Interests (CCI), as mandated by the Supreme Court of Pakistan's suo moto notice on population growth. The Government of Sindh remains committed to consolidating reforms in family planning and reproductive health through an integrated and programmatic approach. We are focusing on service quality, youth and adolescent engagement through Life Skills-Based Education (LSBE) and Social and Behavior Change Communication (SBCC). Sindh is steadfast in pursuing the FP2030 goals, aiming to increase the contraceptive prevalence rate (CPR) to 47% by 2025 and 57% by 2030. Population Welfare Department (PWD), Department of Health (DoH), PPHI Sindh, and our private partners are working in close coordination to meet these targets. World Population Day is an opportunity to reaffirm our commitment to these goals. I commend the Department of Population Welfare for organizing meaningful activities to mark this important occasion.
