Comelec: We have no budget for manual recount of votes
The Commission on Elections (Comelec) on Sunday said that the automated election law needs to be amended or a new law has to be passed to make way for the call of a manual recount of Eleksyon 2025 votes, and provide a budget for such.
Comelec chairman George Garcia explained that the intention of Republic Act No. 9369 or the Automated Election Law is to have 'full' automated polls, and not one with manual counting.
However, he said that the law mandates a random manual audit which would check ballots from select clustered precincts.
'Wala po kasi tayong budget para diyan sa mga pagbibilang na ganyan kung talaga bang 'yan ay pine-prescribe. Bakit? Simula nu'ng 2010 na nag-automated election tayo, ay wala po tayong mga ganyang klaseng pagbilang,' Garcia said in a Super Radyo dzBB interview.
(We don't have a budget for manual counting, if that's really prescribed under the law. Since we started conducting automated elections in 2010, we don't have this kind of counting.)
'Kung pagbibigyan natin sila, sino po magbibilang? Saan bibilangin? Magkano ang budget? Saan kukuhain ang budget? Anong proseso? Anong procedure ng pagbilang?'
(If we grant their plea, then who will count? Where will the counting be? How much is the budget? Where will the budget be gotten from? What is the process? What is the procedure for the counting?)
The Comelec earlier said that an election protest is the only way to trigger a manual recount of votes, following the call of detained senatorial candidate and religious leader Apollo Quiboloy for a manual recount.
Since the Comelec already proclaimed on Saturday the 12 winning senators for the 2025 national and local elections, Garcia also said that the poll body will lose jurisdiction if there will be a manual recount as the Senate Electoral Tribunal now holds control.
With this, he said that a new law is needed or the Automated Election Law has to be amended as it may already be outdated.
'Tama itong pagkakataon na ganito, itong 2025 elections, upang makapaghabi tayo ng mga batas o kaya baguhin na natin ang Automated Election Law sapagkat 2007 pa po 'yan. Napakatagal na, ang dami nang pagbabago…sa teknolohiya. Maaaring hindi na po 'yan updated,' Garcia said.
(The 2025 election is a good opportunity for us to create new laws or amend the Automated Election Law because it's been here for a long time. There have been many changes in technology. It may not be updated already.)
'Ako ay nag-a-agree kung kakailanganin ng pagbabago o overhaul ng batas. Bakit nga ba hindi? Pero sa kasalukuyan, tali ang kamay ng Comelec. Hindi kami makakakilos nang hindi binabago ang batas sapagkat tagapagpatupad lang kami ng ating mga umiiral na batas,' he added.
(I would agree if there will be a change or overhaul of the law. But currently, the Comelec's hands are tied. We cannot act without changing the law because we are only the enforcers of our existing laws.)
Last Wednesday, May 14, the Comelec officially started the random manual audit (RMA) of ballots from over 700 randomly selected clustered precincts and one online voting post for Eleksyon 2025.
At least 60 auditing teams from the Department of Education (DepEd) would check the performance of the automated counting machines (ACMs) and examine the ballots from 726 randomly-selected clustered precincts to validate their accuracy during the law-mandated RMA.
The teams comprised teachers who did not serve as electoral board members for the May 12 elections. —KG, GMA Integrated News

Regional party UBJP backs special elections for Bangsamoro seats
A regional parliament political party running in the 2025 Bangsamoro elections on Thursday expressed openness on the conduct of a possible special election to fill vacancies for the seven seats originally assigned to Sulu. Members of the United Bangsamoro Justice Party (UBJP) on Thursday arrived at the Commission on Elections (Comelec) office in Intramuros, Manila to meet with poll chief George Erwin Garcia regarding the status of the first-ever parliamentary elections. UBJP president Alhaj Murad Ebrahim said Garcia reassured them that the Comelec is ready to hold the elections on October 13 despite the pending decision on the reapportionment of the Sulu seats. 'We're very happy that the Chairman officially assured us na talagang matutuloy na ang elections sa October,' said Ebrahim. The Bangsamoro polls was reset from May 12 to October 13, 2025 after President Ferdinand Marcos, Jr. in February signed into law the measure postponing the first-ever parliamentary elections. The suspension came months after the Supreme Court (SC), in September 2024, upheld the validity of the Bangsamoro Organic Law but declared that Sulu was not part of BARMM. The Court denied motions seeking the reversal of the decision in November 2024. The SC ruling necessitated the redistribution of the seven vacated seats originally allocated to Sulu under the Bangsamoro Electoral Code. However, the Bangsamoro government has yet to issue a decision on the reallocation. 'We will try our best na ma-comply namin, but 'yun na nga kung hindi na talaga ma-comply… baka magkaroon nalang ng special elections,' Ebrahim added. Mohagher Iqbal, member of the parliament and UBJP vice-president, said the report may be submitted and deliberated by the parliament next week. Comelec begins local source code review for BARMM polls
The Commission on Elections (Comelec) on Thursday kicked off the local source code review (LSCR) for the automated election system (AES) in connection with the October 13 Bangsamoro parliamentary elections. This developed days after the Comelec started the trusted build generation for the election system to include amendments aligned with the provisions of the Bangsamoro Election Code. 'The Bangsamoro is just a continuation of the May 12, 2025 NLE, but then again, Section 14 of the Bangsamoro Election Code mandates that the ballots should include not only the names but alsoa logo of the political party and pictures of the candidates or district parliamentary representative. That's why may babaguhin sa system natin (there will be changes to our system),' said Comelec Executive Director Teopisto Elnas Jr. 'With that, uulitin natin itong proseso mula sa trusted build, customization, field test, mock elections, certification ng TEC as well as international certification,' he added. According to the Comelec, the LSCR started on July 17 at 11 a.m. at Circuit Makati. The poll body earlier explained the source codes serve as the 'brain' that will instruct the automated counting machines (ACMs) to execute their functions during the election day. Following its review, the notes and observations from the LSCR will be submitted to the international certifying entity for the AES's international certification. Leni Robredo: Bam, Kiko embracing more allies no betrayal of cause
Former vice president and incumbent Naga City Mayor Leni Robredo said the move of her allies Senators Bam Aquino and Kiko Pangilinan to reach out for more allies is not betrayal but a way to strengthen the fight for reforms. In a podcast interview, Robredo said Aquino and Pangilinan won big in Eleksyon 2025 because they were not quick to dismiss people who share their belief of improving Filipinos' quality of life despite disagreements with other parties on some issues. "Sa atin lang, if we fight right, may chance tayo. Gaya ng ginawa nila Senator Bam (Aquino and Kiko Pangilinan), kung gusto natin manalo, kailangan mas lawakan natin iyong space natin para sa dissenting views. 'Yung support pa din ng base [ang nagdala]. Pero more than that, 'yung strategy din na in-employ nila," Robredo said. (If we fight right, we have a chance. Just like what Senators Bam and Kiko did. They allowed space for those with dissenting views. The base delivered for them, but on top of that, it was this strategy that they employed that delivered.) "Hindi sila naging purist, mas naging pragmatic na klaro sa isip na kailangan itong ipanalo. Maraming desisyon na ginagawa kami for Bam and Kiko. 'Yung feeling ng iba na parang naging traitor na agad for the cause, pero actually necessary siya para makatawid. Parang nag-pay off naman in the end. They did what needs to be done na without sacrificing their principles," Robredo said in a recent episode of The Linya Linya Show podcast. (They were not purists, they were pragmatic and had a clear mind that the victory was needed. A lot of decisions were made for them, and some felt it was a betrayal of the cause, but actually it was necessary and paid off in the end. In the end, Robredo said Aquino and Pangilinan even got the backing of local officials during the 2025 elections even if these officials did not back here Eleksyon 2022 presidential bid. Aquino finished second in the 2025 senatorial race with more than 20 million votes, while Pangilinan placed fifth with more than 15 million votes even though they hardly made it to Top 12 in pre-election polls. Robredo's interview came amid the ongoing changes in the Senate under the 20th Congress and reports that Aquino and Pangilinan are set to join the administration or majority bloc in the Senate to advance their advocacies. Senator Risa Hontiveros, who supported Aquino and Pangilinan in their 2025 senatorial bids, has expressed openness to join the Senate "veterans bloc," but not the majority. Inclusivity vs. cancelling In the same interview, Robredo urged allies and supporters to embrace collaboration and inclusivity rather than "cancelling" out people based on a single issue. "Marami pa rin kasi tayong mga kasama na mas puso, mas puso yung pinapairal, mas emotion. Ako, kung gusto natin manalo, 'di puwede 'yun eh. Kung gusto nating manalo, kailangan mas malayo 'yung pagtingin natin at mas malawak," Robredo said. (We have a lot of allies who are more driven by emotions. If we want to win, we cannot do that. Parang masyadong defeatist. We should look for the consistency of their actions, rather than a single issue. Parang sa mag-asawa rin, hindi naman kayo perpekto. Pero dahil mahal niyo ang isa't isa, nagbibigay kayo ng espasyo," Robredo added. (If they disagree on one issue, they mob the person with criticism. It does not help. It's like a defeatist attitude. We should look for consistency of their actions, rather than a single issue. It's like a married couple, neither are perfect individuals but because you love each other, you give each other space.) Robredo said reforms can only be achieved when genuine public servants are elected into office, and that even allies have different moves to play so that competent ones are voted into office by the public. "Halimbawa, [kung] ang paniniwala ko dapat inaatake talaga natin lahat ng kalaban. Okay naman iyon, pero irespeto mo rin iyong paniniwala ng iba na ang tingin nila hindi 'yan ang way, ang tingin nila mas effective itong [ibang paraan]. We each have roles to play. Merong tumitira, merong nagdidiplomasya, some strategize, but we all work together," Robredo said. (If one believes that we should criticize on all enemies, then that is fine. But that person should also respect other allies who might think of a different approach. We each have roles to play. Some criticize, some use diplomacy, some strategize, but we all work together.) Tanging ito, at hindi ang pansariling interes, ang magiging basehan ng aking magiging pasya sa July 28 kung sa minorya ba o sa mayorya tayo lulugar," Pangilinan said. (This is my sole promise—not personal interest— which will be the basis of my upcoming decision on July 28 if I will side with the minority or majority.) "Many elected officials do not take their own campaign promises seriously and forget about them when elected. I am not that kind of elected official. My word is my honor. In the end, my final decision on the 28th will be guided by the above mentioned considerations.
