Sabah committed to strengthening people's wellbeing agenda, says Hajiji

TUARAN (May 16): The State Government remains steadfast in its commitment to ensure that the people of Sabah are not left behind in the country's social development progress.
Chief Minister Datuk Seri Panglima Hajiji Noor underscored that the wellbeing of the people continues to be a key agenda under the state's administration.
He said the State Government has allocated RM162.42 million this year to the Ministry of Community Development and People's Wellbeing Sabah and its agencies to implement a wide range of social programmes that directly benefit the people.
'This year, the government has channelled RM76.29 million to assist persons with disabilities (OKU), senior citizens, single mothers, children and orphans through various targeted aid schemes.
'Meanwhile, RM956,000 has also been allocated for people's wellbeing programmes, covering aspects such as family development, consumer education, women's empowerment and healthy living,' he said when officiating the Kembara Kasih 2025 Programme by the Ministry of Women, Family and Community Development (KPWKM) and the launch of the Mobile Local Social Support Centre (PSSS) in Tuaran on Friday.
In addition, Hajiji said RM550,000 was channelled to the Malaysian Drug Prevention Association (PEMADAM) Sabah to support efforts to curb drug abuse, particularly among school students.
He also expressed his appreciation to the Federal Government, especially KPWKM, for extending various forms of aid and services to the people of Sabah.
This includes RM300,000 in flood relief aid for Sabah in 2025 through the National Welfare Foundation (YKN) and RM2.1 million allocated to support the needs of 384 Temporary Evacuation Centres (PPS) during flood disasters statewide.
According to him, RM330 million under the Federal Government's 2025 Financial Assistance Programme has been allocated for Sabah, with RM315 million distributed to 45,572 aid recipients under the Social Welfare Department (JKM).
'This effort reflects the Federal Government's serious attention to the wellbeing of the people of Sabah and its readiness to further strengthen the social safety net,' he said.
Touching on the launch of the mobile PSSS, Hajiji described the initiative as a timely response to the increasingly concerning mental health crisis across the country, particularly in the aftermath of the Covid-19 pandemic.
He cited a report by the Ministry of Health Malaysia (KKM) which revealed that more than five million Malaysians suffer from mental health issues such as depression, anxiety and stress, including a rise in suicide cases.
'This mobile PSSS is expected to reach rural communities and provide much-needed psychosocial support, including for those affected by divorce, abuse, unemployment and financial hardship,' he said.
Hajiji also called on the public, especially those located along the KPWKM 2025 Kembara Kasih route, to attend and make full use of the range of services offered throughout the programme.
The KPWKM 2025 Kembara Kasih programme involves two main zones in Sabah namely Tuaran, Papar and Penampang (Zone 1); and Lahad Datu, Kunak and Tawau (Zone 2). It brings together various government agencies on the ground to deliver comprehensive welfare services to the people.
Hajiji expressed hope that such programmes would continue and be expanded to other areas in the future as part of the ongoing efforts to enhance the wellbeing of the people.

Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said the State Attorney-General Chambers had also recommended that the Borneo International Centre for Arbitration and Mediation (BICAM) model clause for mediation and arbitration be adopted in all State Government contracts to avoid halting the progress of contracts in case of disagreements. 'Disagreements must be managed professionally, efficiently and fairly. We are also encouraging our government-linked companies and statutory bodies to explore mediation as a first step not only to avoid lengthy litigation, but to preserve relationships and focus on outcomes,' he said. The Chief Minister said this at the BICAM Global ADR Horizons 2025 conference held at the Magellan Sutera Resort today. His speech was delivered by Assistant Minister to the Chief Minister Datuk Abidin Madingkir. 'Sabah is not just a gateway to Borneo, we are strategically located along vital economic corridors in the Indo-Pacific. As global trade becomes more integrated, and supply chains more regionalised, Sabah stands to benefit from increased investment, industrial activity and infrastructure growth,' he said. However, with growth comes complexity, he said, adding that as contracts become larger, stakeholder interests become more varied, inevitably disputes may arise and this is where ADR comes in. 'In ASEAN, we are seeing increased harmonisation of arbitration practices, stronger enforcement regimes, and the emergence of regional institutions that reflect our own legal cultures and economic realities. 'Sabah, through BICAM, is proud to be part of this global evolution offering a neutral platform aligned with international standards,' he said. To international partners and investors, Hajiji said that Sabah is ready not just with its natural resources and economic opportunities, but also with the right legal and institutional environment. 'The presence of an international-standard ADR centre like BICAM signals our intent to uphold the rule of law, respect contract sanctity, and resolve disputes constructively,' he said. 'This conference is timely in that it seeks to modernise the way we manage differences, build trust between parties, and create resilient institutions. 'Let this conference be a platform not just for sharing knowledge, but for setting directions and finding solutions. I wish to reaffirm the State Government's commitment to positioning Sabah as a responsible, reliable, and reform-oriented state both within Malaysia and on the global stage,' he said.

All eyes on Gagasan Rakyat as it holds AGM

KOTA KINABALU: Parti Gagasan Rakyat Sabah's (Gagasan Rakyat) annual general meeting this weekend (July 26, 27) will be a closely watched affair. Gagasan Rakyat, the anchor party of the ruling eight-party state coalition Gabungan Rakyat Sabah (GRS), is expected to decide if GRS will go solo or solidify its current partnership with Pakatan Harapan. Over 2,000 delegates from 74 divisions are expected to attend the annual meeting led by Datuk Seri Hajiji Noor, who is also Sabah Chief Minister. Gagasan Rakyat insiders are not expecting an outright resolution but the grassroots will likely give Hajiji and party supreme council members the mandate to decide on the party's stand for the coming Sabah Election, which is due by Nov 11. Hajiji has spoken in favour of continuing its electoral pact with Sabah Pakatan but said that any decision would have the consensus of others in GRS. He has said he had talked to Pakatan leaders including Datuk Seri Anwar Ibrahim on a possible electoral pact. Coalition partner Sabah STAR, led by Datuk Seri Dr Jeffrey Kitingan, wants GRS to go solo or at the very least, to give Pakatan a minimal number of seats and to contest under the GRS logo. Another partner, Parti Bersatu Sabah (PBS), led by acting president Datuk Seri Dr Joachim Gunsalam, said GRS should be the dominant party in any electoral pact and also said it would not have a pact with Barisan Nasional. Gagasan Rakyat holds the most seats in GRS with 26, while PBS and Sabah STAR hold 13 seats between them. GRS has a total of 42 seats, including those of other partners. Officiated by Hajiji, Gagasan Rakyat's AGM will kick off with a special seminar to be attended by over 400 division members, including from the women's, youth and women's youth wings. The three wings will hold their annual meetings on Saturday (July 26) followed by the Gagasan Rakyat AGM on Sunday (July 27).
