
Sabah committed to strengthening people's wellbeing agenda, says Hajiji
TUARAN (May 16): The State Government remains steadfast in its commitment to ensure that the people of Sabah are not left behind in the country's social development progress.
Chief Minister Datuk Seri Panglima Hajiji Noor underscored that the wellbeing of the people continues to be a key agenda under the state's administration.
He said the State Government has allocated RM162.42 million this year to the Ministry of Community Development and People's Wellbeing Sabah and its agencies to implement a wide range of social programmes that directly benefit the people.
'This year, the government has channelled RM76.29 million to assist persons with disabilities (OKU), senior citizens, single mothers, children and orphans through various targeted aid schemes.
'Meanwhile, RM956,000 has also been allocated for people's wellbeing programmes, covering aspects such as family development, consumer education, women's empowerment and healthy living,' he said when officiating the Kembara Kasih 2025 Programme by the Ministry of Women, Family and Community Development (KPWKM) and the launch of the Mobile Local Social Support Centre (PSSS) in Tuaran on Friday.
In addition, Hajiji said RM550,000 was channelled to the Malaysian Drug Prevention Association (PEMADAM) Sabah to support efforts to curb drug abuse, particularly among school students.
He also expressed his appreciation to the Federal Government, especially KPWKM, for extending various forms of aid and services to the people of Sabah.
This includes RM300,000 in flood relief aid for Sabah in 2025 through the National Welfare Foundation (YKN) and RM2.1 million allocated to support the needs of 384 Temporary Evacuation Centres (PPS) during flood disasters statewide.
According to him, RM330 million under the Federal Government's 2025 Financial Assistance Programme has been allocated for Sabah, with RM315 million distributed to 45,572 aid recipients under the Social Welfare Department (JKM).
'This effort reflects the Federal Government's serious attention to the wellbeing of the people of Sabah and its readiness to further strengthen the social safety net,' he said.
Touching on the launch of the mobile PSSS, Hajiji described the initiative as a timely response to the increasingly concerning mental health crisis across the country, particularly in the aftermath of the Covid-19 pandemic.
He cited a report by the Ministry of Health Malaysia (KKM) which revealed that more than five million Malaysians suffer from mental health issues such as depression, anxiety and stress, including a rise in suicide cases.
'This mobile PSSS is expected to reach rural communities and provide much-needed psychosocial support, including for those affected by divorce, abuse, unemployment and financial hardship,' he said.
Hajiji also called on the public, especially those located along the KPWKM 2025 Kembara Kasih route, to attend and make full use of the range of services offered throughout the programme.
The KPWKM 2025 Kembara Kasih programme involves two main zones in Sabah namely Tuaran, Papar and Penampang (Zone 1); and Lahad Datu, Kunak and Tawau (Zone 2). It brings together various government agencies on the ground to deliver comprehensive welfare services to the people.
Hajiji expressed hope that such programmes would continue and be expanded to other areas in the future as part of the ongoing efforts to enhance the wellbeing of the people.

Destitute Persons Act to be amended to tackle homelessness, says Nancy
KUALA LUMPUR: The Women, Family and Community Development Ministry plans to amend the Destitute Persons Act 1977, following a comprehensive review aimed at addressing homelessness and urban poverty more effectively. Minister Datuk Seri Nancy Shukri stated that a review of the Destitute Persons Act 1977 (Act 183) has been completed, and key findings are being studied as the basis for new legislation. "We are identifying provisions in the current Act that are outdated and require a more practical and suitable approach to managing homelessness and vagrancy, especially in the context of urban poverty," she told Dewan Rakyat on Thursday (July 23). In response to a question from Datuk Mohd Isam Mohd Isa (BN–Tampin) on government efforts to address homelessness, Nancy said a new legal framework is proposed to define more clearly the responsibilities of various government agencies, including at the federal, state, and local authority levels, and promote a more integrated response to homelessness and begging. The Ministry is now working towards drafting a specific Bill on vagrancy and homelessness to ensure interventions are more targeted and effective. "This includes rehabilitation and enforcement, so that efforts to help the homeless are well-structured and goal-oriented—ultimately enabling them to regain independence and live with dignity," she said. As of May this year, 987 homeless individuals have been assisted through enforcement and outreach operations coordinated by the Social Welfare Department. These efforts, she said, were carried out both regularly and on an ad hoc basis, with support from agencies including the Health Ministry, Immigration Department, National Anti-Drugs Agency, and local councils. "From January to May 2025, a total of 987 homeless individuals were helped through temporary placements, medical treatment, or social interventions, depending on their specific circumstances," she said. Under Section 3(1) of the Destitute Persons Act 1977, welfare officers are empowered to take destitute persons into custody within 24 hours and present them before a Magistrate for further action. She said enforcement is carried out responsibly, with attention paid to each individual's needs and well-being. Nancy also highlighted that many of those housed in Desa Bina Diri rehabilitation centres are not typical vagrants or beggars, but individuals with underlying mental health conditions. "Some have severe behavioural issues, and while they should ideally be under the care of the Health Ministry, they often return to our centres after short-term treatment. For instance, there are currently 82 people in the Cheras facility, and more than 300 in other locations," she said. She acknowledged the strain this puts on social services, but said the Ministry continues to provide care and shelter, including for individuals who require more secure, specialised environments. "For those deemed fit to work, we help them find employment. The situation is constantly evolving, but our goal remains the same: to ensure their welfare and help them rebuild their lives," she added.

Perak offers RM5,000 aid for trade union formation to empower workers
IPOH: The Perak government aims to encourage about 10 per cent of public and private sector workers to form trade unions in the state within the next three years as part of efforts to empower workers' rights and safeguard their welfare. State Human Resources, Health, Indian Community Affairs and National Integration Committee chairman A. Sivanesan said Perak is the first state to provide a special allocation of RM5,000 to help workers set up their unions. 'In Perak, out of 1.25 million workers, only a small number have joined unions. The membership rate in this state is lower than the national average of eight per cent. 'Unions are established in workplaces to ensure industrial harmony. If there is a union, workers can negotiate for salary adjustments every two years, as well as for health benefits and leave-related matters,' he told a press conference here today. He said union formation should now be easier following the 2023 amendments to the Trade Unions Act 1959, but many employers remain fearful and are reluctant to allow their workers to form unions. To facilitate union formation, Sivanesan said the state Trade Union Affairs Department has been instructed to represent the state government and assist the workers. 'When a pro-tem committee is formed but has yet to be registered with the Trade Union Affairs Department, it requires funding to carry out its activities, as it is not permitted to collect money. That's why the Perak state government will provide the funds. 'The funds will be used to help workers establish unions. I hope this will benefit at least 1.1 million workers who are currently not union members or have no union at their workplaces,' he said. He said that union formation is crucial as Perak is expected to have around 30,000 new workers in the future due to upcoming industrial projects in Proton City, Lumut Maritime Industrial City (LUMIC), Bagan Datuk, Chemor, and Kinta Industrial Park. - Bernama

JAIS Calling Organisers Of e-Hati To Record Statement - Mohd Na'im
KEPALA BATAS, July 23 (Bernama) -- The Selangor Islamic Religious Department (JAIS) is currently in the process of summoning the organisers of the e-Hati marriage motivation programme to record statements to assist in investigations into allegations that it contains obscene elements and dubious beliefs. Minister in the Prime Minister's Department (Religious Affairs) Datuk Dr Mohd Na'im Mokhtar said JAIS has summoned several witnesses in relation to the case so far to assist in investigations being conducted under syariah crimes. "The investigation into the case is still ongoing, so we are waiting for the results of the investigation and the investigation under the Penal Code which we have handed over to the police, but JAIS is also cooperating with the Royal Malaysia Police (PDRM) to see the progress (of the investigation). "JAIS is also conducting an investigation under syariah crimes and JAIS is also calling witnesses to provide statements to assist in the investigation of the case," he said. He told reporters after officiating the Sinar Lestari Programme of the Islamic Economic Development Foundation of Malaysia (YAPEIM) in Penaga here which saw three heads of families received assistance to build their own new houses at the event. Therefore, Mohd Na'im said his party is waiting for a complete report from JAIS regarding the programme. The public was shocked by the revelation of a social media user regarding the e-Hati motivational programme run by a married couple which is said to contain lewd elements and suspicious beliefs. Following this, a married couple including the founder of the company known as eHati along with four other individuals were remanded for three days to assist in investigations into the organisation of the motivational programme. Earlier, YAPEIM together with strategic partners helped build houses involving an allocation of RM240,000 for three beneficiaries in the B40 group from the eKasih list in Penang.
