Dubai property market records strong Q1 2025 performance across all segments
Dubai Marina remains the top destination for luxury apartments with an average sales price of AED 2.52 million and rental prices averaging AED 139,000 annually. The area recorded a return on investment (ROI) of 5.84 percent.
For luxury villas, Dubai Hills Estate leads with an average sales price of AED 17.77 million and an ROI of 4.41 percent. Palm Jumeirah follows with villas averaging AED 47.48 million and a 3.63 percent ROI.
In the rental market, Al Barsha commands the highest average rent for luxury villas at AED 448,000 per year, followed by Jumeirah at AED 420,000.
Jumeirah Village Circle (JVC) dominates the mid-tier apartment segment with an average sales price of AED 1.18 million and annual rent of AED 79,000. The area offers investors a 7.38 percent ROI.
For mid-tier villas, Al Furjan tops the list with an average sales price of AED 5.8 million and rental prices of AED 322,000 annually, delivering a 5.69 percent ROI.
Other popular mid-tier areas include Business Bay and JLT for apartments, with Arabian Ranches 3 gaining traction for villas.
Affordable housing market shows strong investment returns in Q1
In the affordable segment, Dubai Silicon Oasis leads apartment sales with an average price of AED 1.03 million, while International City offers the lowest average rent at AED 52,000 per year.
DAMAC Hills 2 (formerly Akoya by DAMAC) emerges as the top choice for affordable villas with an average sales price of AED 1.96 million and rental rates of AED 118,000 annually. The area provides a 7.14 percent ROI for investors.
Dubai Investments Park stands out for investment returns, with affordable apartments yielding 8.79 percent ROI and villas an impressive 12.16 percent.
The off-plan sector continues to attract investors. For luxury apartments, Elvira in Dubai Hills Estate offers units averaging AED 2.5 million, while St. Regis The Residences in Downtown Dubai targets the ultra-luxury segment with prices starting at AED 4.28 million.
In the mid-tier off-plan segment, Binghatti Skyrise in Business Bay averages AED 1.7 million for apartments, while Wind Towers in JLT offers units around AED 700,000.
For affordable off-plan apartments, Verdana Residence in Dubai Investments Park averages AED 607,000, while 48 Parkside in Arjan averages AED 1.62 million.
In the villa segment, DAMAC Lagoons' Venice project leads luxury off-plan options starting at AED 6.77 million, while Farm Grove in The Valley by Emaar averages AED 5.21 million.
Arabian Ranches 3 remains popular for mid-tier off-plan villas with projects like Anya averaging AED 2.91 million. For affordable options, R. Hills in Dubailand starts at AED 2.11 million, while Verdana 2 in Dubai Investments Park averages AED 1.26 million.

UAE imposes AED 42 million in fines over money laundering in H1
The UAE has imposed more than AED 42 million in fines on private sector firms across 1,063 cases of money laundering in the first half of 2025, the Ministry of Economy and Tourism said on Thursday. In a crackdown on money laundering, the Ministry said that these violations cover four sectors under its supervision within the designated non-financial business and professions sectors. A total of 473 violations were detected by several establishments in precious metals and gemstones trading sector, with fines worth AED 20 million imposed. Establishments in the real estate brokerage sector received 495 violations, with a value of approximately AED 18.5 million, while the corporate service providers and auditors sectors recorded 95 violations, with a value exceeding AED 4 million. Her Excellency Safia Hashim Al Safi, Assistant Undersecretary for Commercial Control and Governance at the Ministry, emphasized that these results reflect the progress made by the Ministry in developing its regulatory system, which is based on an advanced methodology aimed at ensuring the highest levels of compliance with anti-money laundering legislation in the country's designated non-financial business and profession sectors, based on a clear mechanism for on-site and on-site inspections. She stated that these inspection campaigns are part of the Ministry's strategy to build a business environment based on transparency and governance, and to activate proactive oversight tools to address risks related to money laundering and terrorist financing. This will consolidate the UAE's position as a trusted economic hub that adheres to the highest global standards of compliance. Al Safi explained that inspection teams detected violations based on specific technical indicators and regulatory standards, noting that the imposition of administrative penalties primarily aims to encourage establishments to rectify their situations and improve their internal systems, particularly with regard to implementing due diligence procedures, improving the quality of risk assessments, and enhancing the reporting of suspicious transactions. Through these efforts, the Ministry of Economy and Tourism said it is working to spread a culture of preventive compliance and build genuine institutional awareness within the targeted sectors. It also continues field monitoring and evaluation to ensure full compliance with relevant legislation. The Ministry called on all entities subject to anti-money laundering legislation to take advantage of this phase to develop their oversight systems and fully comply with regulatory requirements. It affirmed its continued implementation of inspection and oversight campaigns in accordance with a precise oversight plan based on international best practices.

Sharjah real estate transactions increase by 48.1% in H1
Sharjah's real estate sector recorded AED 27 billion in transactions during the first half of 2025, a 48.1 per cent increase from the same period last year. The Director-General of the Sharjah Real Estate Registration Department, Abdulaziz Ahmed Al-Shamsi, said the "outstanding performance" of Sharjah's real estate sector reflects the vitality of the market and its continuous development. "This significant increase is a direct translation of the firm confidence in the emirate's real estate sector, both locally and internationally, and the continuous support of His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah, and the keen follow-up of H.H. Sheikh Sultan bin Muhammad bin Sultan Al Qasimi, Crown Prince, Deputy Ruler of Sharjah, and Chairman of Sharjah's Executive Council, which has firmly positioned Sharjah on the regional and international real estate sector,' he said. Al-Shamsi noted that transactions alone reached 15,686 with a value of AED 21.2 billion, were distributed across 214 areas, and covered a total area of 90 million square feet. The growth in the number of mortgage transactions reached 2,582 with a value of approximately AED 5.7 billion. Al-Shamsi added that growing interest from foreign investors highlights Sharjah's strong global appeal, with investments coming from 109 nationalities. He said the emirate remains committed to sustaining this momentum by enhancing the real estate ecosystem and maintaining high standards of transparency and integration, in line with its vision for sustainable development. The 'Muwailih Commercial' area led with 2,898 transactions worth AED 3.5 billion, followed by Al-Belaida with 1,593 transactions worth AED 1.3 billion, and Al-Metraq with 1,387 transactions worth AED 430 million. Residential transactions dominated with 11,459 transactions, which represented 74.6 per cent of the total, followed by industrial properties with 3,195 transactions, representing 20.8 per cent, commercial properties with 603 transactions at 4 per cent, and agricultural properties with 95 transactions at 0.6 per cent. During the same period, the number of mortgage transactions reached 2,582, with a total value of AED 5.7 billion, completed through 24 financing entities. Eight new real estate projects were registered, including four residential complexes in Muwailih Commercial, Al-Tay, and Al-Tay West, as well as four new towers - two industrial in Al-Saja'a Industrial, and two residential/commercial towers in Al-Belaida and Al-Waha.
