
PCA uncovers fraudulent cases worth Rs60.5bn
Rs. 60.5 billion, and having recovered over Rs. 6.7 billion during the past two years.
According to the official statistics, the PCA, previously considered a lesser-known component of customs' machinery, has been transformed into a leading enforcement arm through sophisticated data-driven operations and landmark actions across multiple sectors including revenue recovery, fraud detection, anti-money laundering, and policy reform under the leadership of Dr Zulfikar Ali Chaudhary, who served as Director General of PCA throughout this transformative period and now preparing for his tenure end on August 4, 2025, which has been marked by groundbreaking achievements, institutional strengthening, and the implementation of data-driven enforcement strategies.
The most significant breakthrough came from the Directorate of PCA South, under Director Sheeraz Ahmed, which uncovered the largest money laundering cartel in Pakistan Customs history. The massive fraud network, linked to the solar panel import sector, involved Rs. 120 billion in illegal transactions.
This high-profile detection has prompted major reforms within the customs department, successfully plugging revenue leakages and preventing further losses to the national economy through over-invoicing schemes and money laundering operations. The PCA South directorate alone detected duty and tax evasion cases worth Rs. 48 billion and recovered Rs. 2 billion in revenue—an unprecedented achievement in the unit's history.
Similarly, the Directorate of PCA Central, headed by Director Azmat Tahira, contributed significantly to the overall success with detections worth Rs. 12.5 billion and recoveries of Rs. 4.7 billion in duties and taxes.
Across all regional directorates—South, Central, and North—PCA teams identified widespread misuse of the Export Facilitation Scheme (EFS), successfully reclaiming billions in evaded duties and taxes. These investigations have also led to substantial policy reforms that have strengthened checks and balances within the system.
The regulatory improvements implemented as a result of these investigations are now actively preventing revenue losses worth billions of rupees, creating a long-term positive impact on Pakistan's fiscal health.
PCA has evolved from a relatively obscure department into a key enforcement arm of Pakistan Customs. The unit's success in detecting large-scale fiscal fraud, curbing money laundering activities, and reclaiming billions in evaded duties and taxes has established it as a crucial component of the country's revenue protection framework.
The transformation represents a significant shift toward modern, technology-driven customs enforcement, setting new standards for revenue recovery and fraud detection in Pakistan's customs operations.

The Directorate General of Customs Post Clearance Audit (PCA) has uncovered large-scale under-invoicing and money laundering in the clearance of luxury vehicles through the faceless system. A shocking 127-page audit report has revealed what is being described as the largest trade-based money laundering scandal in Pakistan's history involving the import of luxury vehicles. According to the report, importers systematically undervalued the vehicles to evade billions of rupees in taxes. One of the most startling cases in the report involved a 2023 model Toyota Land Cruiser, which had a market value of over Rs10 million, but was cleared through customs at an absurdly low declared value of only Rs17,635, allegedly with the collusion of customs officers. The audit covered the period from December 2024 to March 2025 and reviewed post-clearance data of 1,335 imported vehicles. It found significant discrepancies between the declared and assessed values of the vehicles, with differences exceeding Rs1 million per vehicle in many cases. Importers declared the total import value of these vehicles as Rs670 million, while the actual value was found to exceed Rs7.25 billion. Due to this manipulation, importers paid only Rs1.29 billion in duties and taxes, while evading an estimated Rs18.78 billion in customs duties and taxes. According to the PCA report, not a single importer was able to provide proof that the payments for these vehicles were made through legal channels from abroad. This raised strong suspicions that payments were made through illegal hawala and hundi networks. The report further revealed that 99.8 percent of all Land Cruiser vehicles imported during the audit period were cleared using under-invoicing to evade taxes and duties. It warned that such organized under-invoicing not only results in massive tax evasion but also poses serious threats to Pakistan's financial system. These revelations come at a critical time, as Pakistan continues efforts to meet the compliance standards of international financial institutions, particularly the Financial Action Task Force (FATF) and the International Monetary Fund (IMF). The audit report has been forwarded to the Federal Board of Revenue (FBR), State Bank of Pakistan, and the Financial Monitoring Unit (FMU) for joint investigation and legal action against the network involved in this financial fraud.

FBR to disallow 50% business expenditure
ISLAMABAD: The federal Board of Revenue (FBR) will disallow 50 percent business expenditure in cases where a person makes a sale of Rs 200,000 or above on a single invoice and payment is not received through banking channel or digital means. According to an income tax circular issued by the FBR on Monday, new clauses have been inserted to make disallowance for expenditure under certain specific circumstances: Through Finance Act, 2025, a new clause (q) has been inserted in Section 2L of the Income Tax Ordinance,2001 whereby ten percent expenditure attributable to purchases from persons who are not NTN holder will be liable to disallowed. lt aims to enable formal sector to capture more market share as compared to that of informal sector. This provision will not apply on agriculture produce unless it is sold by middle men. EPBD's BoG rejects granting FBR excessive powers This provision also authorizes the board to exempt any class of persons subject to conditions and limitations as it deems appropriate. Through Finance Act 2025, a new clause (s) has been inserted in Section 21 of the Income Tax Ordinance,2001, which envisages that where a person makes a sale of Rs. 200,000 or above on a single invoice and payment is not received through banking channel or digital means 50 percent of the proportionate business expenditure attributable to such sales shall be disallowed. For the purposes of section 21(s), it is clarified that when a person, whether an NTN holder or otherwise, deposits the cash against invoices in the bank account of the seller, the payment shall be treated as having taken place through banking channel and no disallowance of the expenditure will be made in this regard under this clause. Through Finance Act, 2025, in section 22 of the Ordinance, the depreciation expense of any capital asset shall be inadmissible if the capital asset has been acquired without discharging the withholding obligation on the payments made under sections 152 or 153 of the Ordinance as the case may be. The said amount paid to a supplier of capital assets on which tax was not withheld and deposited will not become part of the cost of asset for the purpose of computation of tax depreciation for the tax year in which the acquisition is made.
