Submit list of pending cases, trace missing letters: Mayor tells LMC property dept officials

Hindustan Times10-06-2025
LUCKNOW The functioning of Lucknow Municipal Corporation's property department drew sharp criticism after serious lapses surfaced in handling pending court cases and the disappearance of official correspondence. These issues have reportedly caused both financial losses and administrative setbacks to the civic body, stated an official release.
Mayor Sushma Kharkwal, during a review meeting at the LMC head office on Monday, expressed concern over the situation and issued strict instructions to the department staff.
She directed all lekhpals and officials concerned to immediately submit an updated list of all legal cases pending in courts, especially those related to the Public Premises Eviction (PPE) Act. She also demanded a date-wise breakdown and detailed status report of each case to assess delays in proceedings and departmental response, the release stated.
The mayor warned that negligence in pursuing these cases is leading to losses to the corporation and such carelessness would not be tolerated.
One of the most serious concerns raised during the meeting was the mishandling of correspondence sent from the mayor's office. Kharkwal said several official letters have gone missing within the property department and have not reached the designated lekhpals or officials.
She directed that all missing letters be immediately traced, and going forward, a system be put in place to ensure timely written replies to all correspondence from her office. 'There must be strict accountability. No letter should go missing, and all must be responded to within a fixed time limit,' the mayor said.
The mayor instructed the department to prepare a comprehensive report of all complaints received in the last two years from public representatives—including MPs, MLAs, MLCs and corporators. This report must include action taken and the current status of each complaint.
She emphasised that grievances raised by elected representatives reflect public issues and should be resolved with top priority.
Municipal commissioner Gaurav Kumar, additional municipal commissioner Namrata Singh, property incharge Sanjay Yadav, naib tehsildars and all lekhpals of the department were present during the meeting.
Following the mayor's directives, the LMC is likely to initiate departmental audits, strengthen its legal follow-up system, and improve document tracking mechanisms to avoid such lapses in future.

Parliament LIVE news updates: Rajya Sabha, Lok Sabha adjourned for the day

Parliament LIVE: The revised National Anti-Doping Act is scheduled to be tabled in Parliament on Wednesday, incorporating amendments requested by the World Anti-Doping Agency (Wada), which had objected to what it termed as "government interference" in the operations of India's National Anti-Doping Agency (Nada). Although the Act was originally passed in 2022, its enforcement was suspended following objections raised by Wada. The global watchdog took issue with the creation of a National Board for Anti-Doping in Sports, which was granted authority to make recommendations to the government on anti-doping policy. This Board—comprising a Chairperson and two members appointed by the central government—was also empowered to supervise Nada and issue directives to it. WADA viewed this as undue governmental influence over an independent body and rejected the provision. Consequently, the amended bill has removed this clause to align with Wada's requirements. Additional changes are also expected, potentially including reduced liability for athletes in doping violations. Parliament disrupted by protests over Bihar voter list Parliamentary proceedings were disrupted on Tuesday, the second day of the Monsoon Session, as opposition parties staged protests over the ongoing Special Intensive Revision (SIR) of the electoral rolls in Bihar, leading to adjournments in both the Lok Sabha and the Rajya Sabha. In the Rajya Sabha, as the session commenced, Deputy Chairman Harivansh referenced the vacancy in the vice president's office, citing constitutional provisions, but was interrupted by opposition protests over the voter roll revision, resulting in an adjournment. When the House reconvened at noon, BJP leader Ghanshyam Tiwari informed members that the Ministry of Home Affairs had issued a notification confirming the resignation of Vice President Jagdeep Dhankhar.

Admitted or submitted? Crucial technicality over Justice Varma motion in spotlight after Dhankar's exit

Former Vice-President and Rajya Sabha Chairman Jagdeep Dhankhar 's abrupt resignation on Monday has stirred a constitutional and political storm, particularly over his handling of a motion seeking the removal of Allahabad High Court judge Yashwant Varma. At the centre of the controversy is a crucial legal distinction: was the notice filed by 63 Opposition MPs merely submitted , or was it admitted by Dhankhar? That difference isn't just semantic—it could determine who gets to pick the three-member panel that will examine the charges against Justice Varma. This, despite the government having already signalled its preference to initiate the process in the Lok Sabha, backed by signatures from 145 MPs across party lines. That notice had been submitted earlier on Monday to Speaker Om Birla. Live Events While Dhankhar's move may have been procedurally valid—the Rajya Sabha notice had the required minimum of 50 signatories—it was seen by the government as undermining its broader strategy to build an all-party consensus on the judge's removal. Notably, the Rajya Sabha motion was signed only by Opposition MPs. The Legal Tangle: Submission vs Admission In a statement made in the Upper House on Monday afternoon, Dhankhar referred to the Judges (Inquiry) Act, 1968, noting that when such notices are received in both Houses on the same day, no inquiry committee can be formed unless the motion is admitted by both. If admitted in both Houses, the Speaker and the Chairman are to jointly form the committee. Crucially, however, he stopped short of stating that he had formally admitted the motion, instead noting that it met the numerical requirement. He also argued that the Speaker or Chairman has no discretion to reject or admit such a motion if presented simultaneously in both Houses—a claim that legal experts say is not explicitly supported by the 1968 Act. He directed the Rajya Sabha Secretary General to initiate further steps, a move that suggested at least partial procedural endorsement. Who will decide now? With Dhankhar's resignation accepted by President Droupadi Murmu, Deputy Chairman Harivansh has taken over as officiating Rajya Sabha Chairman. His next steps will be closely watched. 'There's no guarantee he will back Dhankhar's reading of the situation,' a senior official told TOI. "In any case, he has no special interest in matters concerning judiciary and is unlikely to diverge drastically from the speaker in the choice of the members of the inquiry panel," the source further said.

CM sanctions creation of two more battalions of Odisha Industrial Security Force

Agency: PTI Last Updated: Bhubaneswar, Jul 23 (PTI) Chief Minister Mohan Charan Majhi has sanctioned 2,080 posts for the creation of two more battalions of Odisha Industrial Security Force (OISF), an official notification issued by the home department said on Wednesday. This has been done because of the growing industrial activities in the state, official sources said. Of the new 2,080 posts, 1,944 will be regular, while 136 will be outsourced, the notification said, adding that with this decision, the OISF will have four battalions. The new battalions will be known as 3rd and 4th battalions, it said, adding that the total number of posts under the OISF will be 4,927. 'The state government is taking steps to focus on industrial growth in the state…The industrialisation process in the state has accelerated after the Excellence Odisha-Make in Odisha 2025," a CMO release said on Wednesday. Noting that the creation of an industrial atmosphere and peaceful industrial activities in the state is essential, Majhi sanctioned two more battalions under OISF, the CMO statement said. The state government in the last eight months has created as many as 21,000 new posts under the Odisha Police. The process will adhere to relevant recruitment rules and the provisions of the ORV (Odisha Reservation of Vacancies) Act. Salaries will be based on the ORSP Rules, 2017, with other allowances sanctioned by the government. These will be effective from the date the posts are filled, it said. Various services for the new proposed battalions will be outsourced through service provider agencies. These services include cooks, sweepers, barbers, and dhobis. An indicative manpower of 136 individuals is projected for these outsourced services across both new battalions, it said. In a related development, the state government has decided to establish 56 new courts across Odisha, a notification issued by the law department said. Chief Minister Majhi has approved creation of 840 posts for the new courts. The sanctioned posts include 56 civil judges and other supporting staff.
