Chhattisgarh High Court gives relief to skill gaming platform SportsBaazi

Bilaspur (Chhattisgarh) [India], May 17 (ANI): The High Court of Chhattisgarh at Bilaspur has granted interim relief to SBN Gaming Network Pvt. Ltd., the operator of SportsBaazi, in response to its legal challenge.
The Court issued an interim directive restraining the petitioner from operating its website within Chhattisgarh. The court ordered the platform to be blocked in the state through 'Gio block.'
However, SportsBaazi remains permitted to function in other parts of India until the next hearing, said the court.
Justice Amitendra Kishore Prasad, presiding over the case, observed that the petitioner's app, which offers 'Rummy,' qualifies as a skill-based gaming platform and is not prohibited under the IT Act or IT Rules. The Court also noted that the app was blocked nationwide without prior notice or an opportunity for the petitioner to be heard, raising concerns over procedural fairness.
Additionally, the ruling highlighted that while betting and gambling fall under List-2 (State List), skill-based gaming is governed by the IT Act, which falls under List-1 (Union List). This distinction suggests that state authorities may not have jurisdiction to impose restrictions on such platforms.
The Court acknowledged that the app's gameplay involves elements of strategy, mutation, and combination, reinforcing its classification as a 'Game of Skill' rather than a 'Game of Chance.'
The company's petition contests a directive dated May 5, 2025, issued by the Inspector General of Police (Technical Service), Chhattisgarh. This directive had instructed telecom and internet providers to restrict access to specific platforms, including SportsBaazi, citing provisions under Section 79(3)(b) of the IT Act and regional gambling laws.
Represented by Senior Advocate Mukul Rohatgi, the petitioner argued that SportsBaazi operates a legally compliant, skill-based fantasy gaming platform, and that the action taken 'was arbitrary, lacked due process', and extended beyond the territorial jurisdiction of the state. (ANI)

Hyderabad: The Telangana Cricket Association (TCA) district committees have lodged police complaints against the Hyderabad Cricket Association (HCA) across various districts, alleging the misuse of funds earmarked for cricket development over the past two decades. District committees from Khammam, Warangal, Adilabad, and Mahbubnagar have approached their respective Superintendents of Police. Dharam Guruva Reddy, General Secretary of the TCA, stated that the HCA has consistently claimed in its annual accounts to have allocated Rs 20 lakh annually for cricket development. However, a forensic audit conducted by E&Y reportedly found no evidence of these funds being spent in the districts. Guruva Reddy highlighted that both the High Court-appointed committee and two Supreme Court-appointed committees had previously recommended investigating and punishing those responsible for the alleged fund misuse. Despite these recommendations, he claims that successive elected bodies governing the HCA have ignored and bypassed these directives. Consequently, four TCA district units have submitted criminal complaints against HCA-related clubs in their respective districts. The TCA plans to submit similar complaints against other district-named clubs on Tuesday. The association is demanding appropriate criminal action against all clubs involved in siphoning off what it describes as 'publicly accountable funds' intended for the upliftment of underprivileged and rural cricketers in Telangana State.

The Central Railway on Monday informed the Bombay High Court that of the 204 additional trespass-prone openings identified on the local railway system, 145 have been plugged and the rest will be done within a year. The CR also submitted that 5, 564 deaths occurred between 2018 and May this year due to track crossing, while 2,769 cases were due to falling from the running train. The HC was hearing the response by the railways on a PIL that raised concerns over the high rate of fatalities in the suburban railway system. In 2025, until May, CR has recorded 293 deaths due to track crossing and 150 due to falling from the running train. A bench of Chief Justice Alok Aradhe and Justice Sandeep V Marne was hearing a Public Interest Litigation (PIL) filed by one Yatin Jadhav, a daily commuter who raised concerns over the high rate of fatalities in the second busiest suburban railway system in the world and sought the formation of an expert panel to recommend measures to eliminate deaths due to untoward incidents. On June 20, the HC had expressed concern over the 'disturbing' situation of nearly 10 deaths occurring daily on Mumbai's suburban railway system. The bench had said that the 'unfortunate' Mumbra train accident reported last month, in which five commuters lost their lives after falling off overcrowded trains, should not have happened. The court was informed that the railways have a high-level monitoring committee with a 'zero death mission', and a multi-disciplinary committee headed by a senior divisional safety officer was formed to examine what led to the accident in Mumbai. Pravindra Wanjari, Senior Divisional Commercial Manager, Mumbai of CR enumerated measures adopted by it to redress issues and stated that projects such as Panvel-Karjat suburban corridor, Kalwa-Airoli elevated corridor, third and fourth line between Kalyan-Badlapur will be 'progressively' done within three to four years. Moreover, the third line between Kalyan and Kasara is scheduled to be completed by December 2026. Among other projects, the fifth and sixth line between Kurla and CSMT is undertaken, of which Kurla-Parel (Phase-1) is scheduled to be completed by June 2027. However, the same is affected by private land acquisition and issues of Project Affected Persons (PAPs), the affidavit stated. 'The Central Railway Suburban system in itself is a complex network. During monsoon, the work gets slowed down, as no digging is done due to safety reasons. Further, the work is to be carried out ensuring safety of a large volume of traffic. The major work is carried out only during night blocks,' the affidavit stated. Moreover, the CR said the requests were sent to nearly 800 establishments to make staggered office hours to reduce peak-hour rush. Earlier this month, the Indian Express reported that only 46 establishments had responded positively. The HC was further informed that an investigation by multi-disciplinary team has been constituted to probe the June 9 Mumbra incident convened by a senior divisional safety officer and the investigation is underway. The HC will hear the PIL next week.

Denying bail to a man accused of running a cryptocurrency-based scam, the court noted that a huge number of people had been defrauded. The court underlined multiple factors that convinced it to deny bail to Verma, such as the complexity and expanse of the economic crime alleged against him, the continuance of collection of investments in the business of cryptocurrency by Verma from credulous investors, "swayed by the mirage of 20% to 30% profit assured by the accused/applicant, despite the de-recognition of cryptocurrency; blatant misuse of the mediation system by the accused/applicant by alluring execution of mediation settlements and not complying with the same despite adjournments across more than two years before the predecessor benches. " The court also noted that the accused was a "serious flight risk" and the probe against him is still on, with more and more victims coming to light.
