CCI directs UltraTech Cement, Dalmia Bharat to furnish financial records

to submit their audited financial statement, including balance sheet and profit and loss account, within eight weeks of the order.
It has directed UltraTech to submit the financial statements of its subsidiary India Cements for five years from FY15 to FY19, while Dalmia Bharat Cements and Shree Digvijay Cements for nine years, from FY11 to FY19.
Besides, CCI has also directed their executives to submit detailed financials and income tax records for five years, along with formal responses to the investigation report.

remained unanswered till the time of filing the story.
Dalmia Bharat, in a regulatory filing, said CCI is yet to hear it in the matter or pass any formal order.
"DCBL remains committed to full regulatory compliance and is cooperating with the authorities," it said.
The CCI direction came over a complaint filed by ONGC alleging cartelisation in its tenders. Following this, the fair trade regulator had on November 18, 2020, directed its probe unit Director General to look into the issue.
The DG had submitted its investigations report on February 18, 2025, in which found contraventions of the competition regulations.
It had found that Ultratech's subsidiary India Cements, along with Shree Digvijay Cement and Dalmia Cement, with a middleman named Umakant Agarwal, engaged in anti-competitive collusion.
Later, CCI on May 26, 2025, considered the investigation report and in a four-page order also directed the cement manufacturer to submit income derived from sales to alleged contraventions by the PSU.
The CCI notice also mentioned if there is non-furnishing of the financial details or incomplete/false information, within the time frame by the companies, then they would be liable under section 45 of the Act.
Earlier, in December 2024, UltraTech Cements had acquired 32.72 per cent stake from promoters and promoter group entities of India Cements Ltd. The Aditya Birla Group firm, which already had acquired a 22.77 per cent stake from the market, became the promoter of the Tamil Nadu-based company.

Dalit man ‘dies by suicide' in Faridabad; in FIR, son blames neighbour's ‘failure to control pet dogs'
A case was registered after a Dalit sanitation worker allegedly died by suicide at his house in Faridabad Friday morning, the police said. The deceased was identified as Jagan, 50, from Kalyanpuri. Officers said his son, Kapil, 27, filed a complaint alleging that their neighbour Khushiram's failure to control his five pet dogs caused distress to Jagan. Following Jagan's death, a First Information Report (FIR) was filed against the neighbour at SGM Nagar police station, invoking the offence of abetment to suicide and sections of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. Kapil's complaint stated that the incident took place around 5.30 am on Friday. He alleged that Khushiram's dogs roamed freely, damaging Jagan's motorcycle and scooter seats and scattering garbage. Despite Jagan's repeated requests to Khushiram to restrain the dogs, the issue persisted, with the latter allegedly arguing and misbehaving. Kapil noted that Jagan had reported the matter to the NH3 NIT police post and the Faridabad Municipal Corporation, but no action was taken, adding to his distress. The police were informed of Jagan's death at 7.20 am, and the body was sent to Badshah Khan Civil Hospital for autopsy. Inspector Ranbir Singh, Station House Officer (SHO), SGM Nagar police station, told The Indian Express, 'The neighbour had a habit of regularly feeding many stray dogs, and they would gather around his house often for the same. It appears that these dogs caused the issue. The deceased was a Dalit. The investigation is on. We have not made any arrests yet. The accused will be called to give a statement.' Centre moots ‘AVAS' sound alerts for e-vehicles when they move below 20kmph
The Central Government is planning to introduce a new regulation on electric vehicles that will require the manufacturers to install a device- called Acoustic Vehicle Alerting System (AVAS)- to generate sound if the vehicle is moving at the speed above zero to 20 kmph. The Ministry of Road Transport and Highways (MoRTH) has taken this step since most of the electric vehicles, including e-rickshaws, barely emit any sound at less than 20 kmph speed, increasing the chances of accidents if road users, especially pedestrians, are not alerted with some sound. AVAS is being mooted in the wake of the surge in the electric two- and three-wheelers and E-rickshaws have increased significantly over the years as their penetration even in the colonies of the city have gone high and they have become one of the most favoured vehicles for commuters for last mile connectivity. The ministry has published a draft guideline on automotive industry standards requiring fitting AVAS in electric vehicles for their reduced audibility. Sources said that the matter was discussed in the Central Motor Vehicles Rules – Technical Standing Committee (CMVR-TSC), which is the apex body for setting motor vehicle safety standards, and the final regulation will be issued soon. 'When an electric vehicle moves above 20 kmph speed, it generates some sound through its tyres. However, this is not the case when it is below 20 kmph. Given the government push, the number of electric and hybrid vehicles are increasing every year and especially E-rickshaws have grown in huge numbers even in much smaller cities. Considering the situation, there is a need to bring this regulation, so that any incident due to the sound can be avoided. Due to the quiet mode of these vehicles, Pedestrians, cyclists are not aware that a vehicle is coming from behind them, which leads to accidents,' said an officer. The officials said that the AVAS is mandated in electric and hybrid vehicles in countries like the United States, Japan. The Indian Institute of Technology, Delhi is also conducting a study on the need of AVAS in electric vehicles. 'The Society of Indian Automobile Manufacturers (SIAM), an apex body of vehicle manufacturers, approached for this study. It is still ongoing and we have not arrived at the conclusion yet. We are looking into the different aspects of the electric vehicle to find out if AVAS is needed in the electric vehicle or not,' said Dr Anoop Chawla, professor of Mechanical Engineering, IIT-Delhi.
