Iraq discusses buying Korean Defence Helicopters

Iraqi Defense Minister Thabet Mohammed has discussed expanding cooperation with South Korea on air and mobile defense systems, including the Korean Utility Helicopter (KUH-1), also known as 'Surion'.
The meeting took place on the sidelines of the IQDEX 2025 International Defense Exhibition , held in Baghdad from 19th to 22nd of April.
Korean companies attending the exhibition included Korean Aerospace Industries (KAI), LIG Nex1, and Hyundai Rotem.

The Defense Business Administration participated in the 'IQDEX 2025 (International Defense Exhibition Iraq) held in Baghdad from April 19th to 22nd, and carried out activities to promote K-defense exports.
IQDEX is one of the international defense exhibitions involving defense officials and global defense companies from major Middle Eastern countries, including Iraq. This year, Korean Aerospace Industries Co., Ltd., LIGnex One, Hyundai Rotem, and other domestic defense companies participated in the exhibition to actively promote the technology and reliability of K-Defense in the local area. In particular, institutions such as the Korean Embassy (Ambassador Choi Sung-soo) and the Korea Trade and Investment Promotion Agency (KOTRA) have also provided a full-scale support for the promotion of defense exports. The Defense Business Administration attended the exhibition with the head of the helicopter business (Army Brigadier General (Jin) Ko Hyung-seok), and during a high-level interview with the Iraqi Ministry of Defense, the Defense Business Administration discussed in-depth cooperation measures for the export of mobile and air defense weapons systems that Iraq is interested in, including the Korean mobile helicopter Surion (KUH).
The Defense Business Administration met with Iraqi Defense Minister Thabet Mohammed and expressed its willingness to actively work to further develop the rapidly expanding defense cooperation between the two countries in recent years. In response, Defense Minister Tabet expressed his high confidence in the Korean defense sector and emphasized the need for bilateral cooperation to promote defense cooperation. The meeting is expected to be an important step towards a subsequent expansion of exports.
Together with our defense companies, the Defense Business Administration has actively introduced the performance and operation experience of various weapons systems that Iraq shows interest in, such as manoeuvre and air defense weapons systems, and has tried to expand the scope of defense cooperation between the two countries and strengthen the foundation for K-Defense's entry into the Middle East market.
The head of the Heliang Business Administration (Jin), said, "Through this participation in IQDEX 2025, we were able to further strengthen our defense cooperation with Iraq and actively promote the excellence of K-defense, including Surion and LAH, and continue to support the global market expansion of domestic defense companies through active support from the government level."
The Defense Business Administration will continue to actively explore the possibility of defense cooperation with countries in the Middle East, including Iraq, and continue its efforts to improve the global competitiveness of K-Defense.

According to the foundation, the increase is primarily driven by the attractive combination of competitive pricing and robust features offered by Chinese models. Amir Al-Janabi, a leading expert in the Iraqi car market, highlighted in an exclusive interview with IraqiNews that consumer confidence has been significantly bolstered by the after-sales services. Official Chinese brand dealerships are providing a critical two-year average warranty, which covers repairs and malfunctions directly and free of charge. This comprehensive warranty is proving to be one of the most influential factors shaping purchasing decisions in the Iraqi market. Given these compelling advantages, Al-Janabi anticipates continued and even greater growth in Chinese car sales throughout the second half of this year. The total number of vehicles exported to the region increased by 65%, reaching over 584,000 units, up from 353,000 in the corresponding period of 2024. The overall value of these regional exports climbed to approximately $7.7 billion, a significant jump from $4.5 billion in the first half of 2024. "The Iraqi parliament can request cancellation of the agreement and the government can also withdraw from it, especially since there is a Federal Court decision. This gives the government an opportunity to tell the Kuwaitis that we do not accept this agreement," Musanna Amin, a member of the Foreign Relations Committee in the Iraqi parliament, told Rudaw on Saturday. "The Iraqi government can negotiate a new agreement in a way that protects the interests of both sides. If it doesn't do that, then it becomes responsible for the loss of Iraq's rights," he added. The Khor Abdullah agreement - signed between Iraq and Kuwait in 2012 - regulates navigation rights in a narrow waterway shared by Iraq and Kuwait that is Iraq's only direct maritime access to the Persian Gulf. Al-Faw port, the southern end of Iraq's ambitious Development Road project, sits at the head of Khor Abdullah. The agreement delineates the maritime boundary that was not covered by the United Nations when it defined the land border in 1993 after Iraq's invasion of Kuwait. It has always been a sore point from some politicians who say it infringes on Iraq's sovereignty. In September 2023, Iraq's Federal Supreme Court ruled the agreement was unconstitutional, arguing that parliament ratified it with a simple majority rather than the required two-thirds majority. That decision was welcomed by some political factions within Iraq, but drew condemnation from Kuwait, which called on Baghdad to take urgent and decisive steps to correct what it described as historical inaccuracies in the court ruling. Iraq's Prime Minister Mohammed Shia' al-Sudani Sudani and President Abdul Latif Rashid, under diplomatic pressure from Kuwait, its Gulf allies, and the United States, have individually appealed to the Federal Supreme Court to reverse its annulment of the agreement. The head of Iraq's Supreme Judicial Council, Faiq Zaidan, on Wednesday confirmed the legality of the 2012 agreement. He said that the court's 2023 reversal had no constitutional basis and could invalidate over 400 treaties, exposing Iraq to international legal risks. He said the court had overstepped its authority. MP Amin described Khor Abdullah as a 'very sensitive and strategic' issue, and warned that the disputed waterway directly impacts the Development Road project. "Iraq is interested in canceling any agreement that becomes an obstacle to the Development Road project. This agreement is registered with the United Nations, but that doesn't necessarily mean it can never be canceled," he said. 'The Development Road, compared to routes like the Suez Canal and Gibraltar, can shorten international trade by 10 days,' he added. 'This makes Iraq one of the largest sources and routes of international trade.' Dr. Wael Abdul-Latif, a former governor of Basra, a judge, and one of the authors of Iraq's constitution, criticized Zaidan's stance, saying it is not an official decision but rather a legal interpretation that 'unfortunately... was disturbing, so it brought people to the streets.' "It's decided that on Sunday, a large demonstration will be held in front of the Supreme Judicial Council, and tomorrow in Basra there will be demonstrations and a conference on this issue. Large demonstrations might also be held in other provinces,' he told Rudaw. Malik Mohammed contributed to this report.
