You cannot defeat the law of supply and demand. Prices, like water, will find their own level, and no amount of juggling will stop the laws of hydrodynamics or the laws of economics from having play. And that is why the team of the World Bank which visited India in February or March this year—let me remind the House that the World Bank is our biggest foreign benefactor today, generous, friendly and helpful—singled out for particular castigation Government's present policies, which in its opinion make for inefficiency and high costs, and controls which hamper industry at every turn.
Two days ago, I read that the L.K. Jha Committee having failed to stop the rise in prices, the matter will now be referred to a committee at a higher level of Cabinet Ministers, as if the level of the committee decides whether controls would be effective or not! Suppose the Ministers' committee fails, where are you going any higher? Who is going to form the next committee to stop prices rising if the committee of three Cabinet Ministers fails where Mr Jha and his colleagues have failed?
Controls are the main bane of our economy. It is said we should stop prices rising by putting on controls. If I may say so, that is flying in the face of the laws of economics. Nothing can stop prices rising if the supply and demand position warrants it. A British economist has said that to try to stop prices by controls is like a lady going to a surgeon to remove her double chin, and the thing comes out at the back of her neck in a bump! In other words, you treat a symptom, you do not treat the disease. The disease of inflation is due to the policies pursued by the Government. Until these are changed, no controls are going to succeed.

What is a control? A control is giving an official, even a small one, the power of life and death over a peasant, a shopkeeper or a businessman. Human nature being what it is, is it a matter for surprise that our public life is now riddled with corruption? I am not putting on any cloak of moral superiority. We are all the same under the skin, whatever party we may belong to. But the danger is that, when you combine economic and political power in the same hands, you are creating opportunities for corruption that should not be created.
I would not entrust anybody, including my own party, with the unlimited power that you give to the bureaucracy and politicians to exercise controls. I would recognize that human nature being what it is, there must be checks and balances, a division of power. Why do we have a division of power between the judiciary, executive and the legislature? Similarly, we must have a division of authority, political and economic.
The day on which you give economic power to those with police power, you have surrendered the liberties of the people, and that is what state capitalism as practised by the present Government means.

Controls involve bureaucracy. Let me give you a few findings of the studies made by the Organization and Methods Division of the Government itself. Official files in the Union Ministries increase at an annual rate of three lakhs; 21 lakhs of files are awaiting screening and destruction; 22 to 45 per cent of the working space allotted to the staff on an austerity basis is occupied by undisposed files.
In the Central Public Works Department, 18 to 25 months are needed for a proposal to reach the stage of execution. And in that particular Ministry the study cites the case of the Land and Development Office where the allotment of a piece of land involves no less than 370 steps from the beginning till the end. This is the controlled economy.
I was very glad that my friend, the Minister for Steel and Heavy Industries, speaking at a seminar in Delhi on August 6, confessed that we are now over-regulated, and he has stated that our framework of detailed control needs alteration, and the multiplicity of points at which they operate needs to be reduced. I am quoting him now: 'It is a painful but inexorable fact that today an industrial manager spends more time getting across or around controls than in the task of management.'
This is a very laudable discovery, however belated it may be, but the removal of controls is not so easy. The Minister for Steel has already found that out in his very laudable desire or attempt, which has so far failed, to decontrol steel. That is because every control breeds a new vested interest. Vested interests on the business and official side creep up which resist the abolition of the control, and it needs a very stout heart and great guts, like the late Mr Kidwai, to scrap the whole lot and go back from control to decontrol as Mahatma Gandhi advised.

US Senate reduces remittance tax to 1 pc from 3.5 pc in relief for NRIs
Washington: The US Senate has proposed to reduce remittance transfer tax from 3.5 per cent to just 1 per cent, offering considerable relief to non-resident Indians (NRIs). The revised draft of US President Donald Trump's "One Big Beautiful Bill Act" excludes transfers from accounts held at banks and other financial institutions, and also excludes transfers made via debit and credit cards issued in the United States. It means that a large portion of day-to-day remittances may fall outside the scope of the new tax. Originally, the bill sought a 5 per cent tax but the final House version lowered it to 3.5 per cent. According to Lloyd Pinto, Partner-US Tax, Grant Thornton Bharat, Senate republicans released their updated draft of the proposed 'One Big Beautiful Bill Act' and have a self-imposed deadline of July 4 to try to pass this bill. 'The updated Senate version significantly changes the remittance transfer provisions that was passed by the House Republicans. In the latest Senate draft, the remittance transfer tax has been reduced to 1 per cent from the erstwhile proposal of 3.5 per cent,' he said. Notably, the Senate proposal excludes transfers from accounts held at banks and other financial institution and also excludes transfers made via debit and credit cards issued in the United States. The remittance transfer tax will apply only to any remittance transfer for which the sender provides cash, a money order, a cashier's check, or other similar physical instrument to the remittance transfer provider. This tax will apply to transfers made after December 31, 2025. 'This should come as a huge relief to the NRI community in the US as they will not be subject to this remittance tax if the remittances are made through accounts held with designated US bank and financial institutions or funded via debit or credit cards issued in the US,' Pinto noted.

Iran must tread carefully in framing post-ceasefire strategy

The first part of Iran's war strategy includes threatening traffic in the Strait of Hormuz, a chokepoint through which a fifth of the world's oil flows. This is a high-stakes gamble rooted in the sea denial principles of the British naval theorist Julian Corbett. Yet, despite its calculated bravado, Iran's approach is likely to lead to a protracted conflict it cannot win, exposing its strategic vulnerabilities and risking regional escalation. STORY CONTINUES BELOW THIS AD Corbett's sea denial theory, which emphasises disrupting an adversary's control of maritime routes without seeking outright naval dominance, is evident in three facets of Iran's strategy. First, Iran deploys fast-attack boats armed with anti-ship missiles, designed to harass and deter larger naval forces through asymmetric hit-and-run tactics. Second, its naval assets, including submarines and mine-laying vessels, aim to create uncertainty and raise the costs of operating in the Strait. Third, Iran leverages its coastal geography, studded with missile batteries and radar stations, to project power over the narrow waterway, threatening commercial and military shipping alike. These tactics align with Corbett's vision of a weaker navy frustrating a stronger opponent's freedom of movement. Yet Iran's strategy extends beyond the Strait. It is likely to be flanked by the continued threat of missile strikes on American air bases in Qatar, Bahrain, and Iraq, targeting the US military presence that underpins regional security. These attacks, however, are unlikely to yield decisive results. US bases are fortified, with advanced missile defence systems like Patriot and Terminal High Altitude Area Defence (THAAD) capable of intercepting most threats. Moreover, such strikes risk galvanising American resolve and international condemnation without significantly degrading US operational capacity. A critical flaw in Iran's plan lies in the geography of the strait itself. Iran controls only the northern half; the southern half is Oman's jurisdiction. This bilateral control severely limits Iran's ability to enforce a complete blockade without provoking Oman or other Gulf states, which would escalate the conflict into a broader regional war. The US Fifth Fleet, based in Bahrain, further tilts the balance. With its carrier strike groups, destroyers, and air superiority, the fleet possesses overwhelming firepower to counter Iran's naval and missile threats. While Iran's asymmetric tactics may cause temporary disruptions, they cannot match the sustained power projection of the US Navy. The Fifth Fleet's ability to secure the Strait, supported by allies like Israel, Saudi Arabia and the UAE, ensures that any Iranian blockade would be short-lived. STORY CONTINUES BELOW THIS AD Iran's strategy also risks self-inflicted wounds. By threatening to close the Strait, Iran endangers its own energy exports, which account for a significant portion of its revenue. China, Iran's largest oil buyer, would view such disruptions with alarm, as Beijing relies on stable Gulf energy supplies. Unlike Saddam Hussein, who recklessly attacked oil infrastructure during the Iran-Iraq War, Iran is unlikely to repeat this mistake, aware that alienating China and other trading partners would compound its economic woes. Compounding Iran's challenges is its weakened regional position. Its proxies, Hamas and Hezbollah, are diminished, with the former reeling from Israel's campaigns and the latter constrained by Lebanon's internal chaos. Iran's influence in Syria and Iraq has waned, eroded by local resistance and external pressures. Domestically, Iran's military is hamstrung by sanctions, outdated equipment, and a lack of air superiority—a critical disadvantage against the US and its allies. Yet this weakness makes Iran dangerous. With its prestige at stake, Tehran may feel compelled to double down and break the ceasefire at the earliest.
