UPSC Aspirant, 25, Dies By Suicide In Delhi's Old Rajinder Nagar Area: Cops

A 25-year-old UPSC aspirant, Tarun Thakur, allegedly died by suicide in his rented accommodation in Old Rajinder Nagar, Delhi. He was found hanging from the ceiling fan.
Delhi Police received a PCR call at 18:32 hours on July 19.
A suicide note was recovered from the spot, in which the victim held himself responsible for taking this step.
According to Delhi Police, he was a resident of Jammu. During the inquiry, it was revealed that the father of the victim had tried to contact him multiple times since morning, but received no response.
The victim's father then contacted the house owner and requested him to check. The owner accessed the second floor of the house, which had been rented to the victim, and found the room locked from the inside. He then entered an adjacent room having a common balcony, from where he saw the victim hanging inside the room. He immediately informed the police.
The room was opened, and an inspection was carried out. Police recovered his phone at his residence, where he had been residing for the last year. There are seven rooms on the second floor, all rented to UPSC aspirants.
The police informed Tarun's brother, Davinder, who resides in Gurugram.
They are currently conducting an inquiry and inspection.
In a separate case, a BDS student from a private university in Greater Noida allegedly died by suicide in her hostel room on Friday, said police.
Two university staff members were taken into custody in connection with the case, based on a written complaint filed by the student's family.
The victim's brother, Devender, said his sister took the extreme step due to the constant torment she faced. He further urged authorities to take action against the remaining suspects.
"My sister committed suicide after being mentally harassed by management and a lecturer, which led her to take this difficult step. After the FIR was filed, police arrested some of the accused whose names she mentioned in her suicide note. However, there are 3-4 more accused for whom no action has been taken. We are urging authorities to take strict action against them as soon as possible," Devender told ANI.

A comprehensive security and surveillance plan—ranging from a full-scale residential census to the deployment of high-tech video analytics and advanced vehicle scanning systems—has been set in motion around the Red Fort and its adjoining areas ahead of this year's Independence Day celebrations. For vehicle security, the Delhi Police will introduce the under vehicle surveillance system (UVSS) at Red Fort entry points—marking its first use for Independence Day security. (Vipin Kumar/HT PHOTO) These measures were finalised during a high-level coordination meeting held on Tuesday, involving officials from the Union Ministry of Defence, Delhi Police, the army, the air force, and other participating agencies. A senior Delhi Police officer said a census exercise launched about two weeks ago in the sensitive neighbourhoods near the Red Fort such as Chandni Chowk, Chawri Bazar, Jama Masjid, and Paharganj. 'While census drives have been done before, this year's operation is more expansive. Police personnel are visiting households across the area, checking identities and verifying the background of non-local residents through their home states,' the officer said. In a first for the Independence Day event, five types of surveillance cameras will be deployed in the days preceding the celebrations, and these will include head count cameras capable of automatically tallying the number of people in a frame and devices designed to flag unattended or suspicious objects. The officer added that on the day of the event, cameras with intrusion detection features will be activated around restricted zones. 'This is in addition to the existing technologies already in place—facial recognition systems and automatic number plate recognition (ANPR) cameras,' the officer said. Another key upgrade involves seating arrangements at the venue. Moving away from the traditional flat layout, this year's audience seating will follow an auditorium-style configuration, allowing for an elevated view of the celebrations. 'Each row will be raised to ensure attendees have a clear, uninterrupted view,' the officer explained. For vehicle security, the Delhi Police will introduce the under vehicle surveillance system (UVSS) at Red Fort entry points—marking its first use for Independence Day security. 'Though UVSS has been used during high-profile visits, this is the first time it will be deployed for August 15. It enables detailed scanning of the underside of vehicles, improving detection of hidden devices,' said the officer. More than 10,000 Delhi Police personnel and 3,000 traffic police personnel will be deployed in and around the Red Fort complex, key routes, and other sensitive zones in the national capital on August 15. The celebrations will be overseen by a multilayered security ring equipped with anti-drone and anti-aircraft systems. Officials said aerial surveillance will be intensified, and coordinated drills are underway to maintain a tight vigil on any movement near the venue. The measures are part of the broader national security apparatus being scaled up across the Capital in the lead-up to the Prime Minister's address from the ramparts of the Red Fort.

The Delhi high court on Wednesday pulled up the Delhi government and the Delhi Police for the poor state of the capital's one-stop centres (OSCs), which are meant to support women affected by violence, after taking note of a Hindustan Times report that exposed dire conditions, staff shortages, and infrastructure gaps at several OSCs. The one stop centre at Lok Nayak Hospital is an exception as it boasts a clean, fully equipped shelter with AC rooms, on-site staff housing, and a dedicated vehicle. (Sanchit Khanna/HT Photo) HT's June 24 report, 'Locked doors and empty rooms: Delhi's one-stop centres are falling apart', flagged how centres at the Tihar prison complex, Shahdara, Babu Jagjivan Ram Memorial (BJRM) Hospital and Lok Nayak Hospital were operating with little to no staff and minimal facilities. A bench of chief justice DK Upadhyay and justice Tushar Rao Gedela said the report 'gives a telling story of the pathetic situation prevailing in OSCs' and criticised both the Delhi government and the police for failing to take 'necessary steps and action' to implement and promote the purpose of these centres. 'Today, a news report published by HT in its Delhi edition has been brought to our notice by the counsel for the petitioner... Though the report mentions at least one such centre, running at Lok Nayak Hospital, where facilities were found to be adequate, the report also talks of inadequate infrastructure at these centres and paucity of staff to take care of the victims for whose benefit these centres were established,' the court said. It added, 'The Delhi government has filed an affidavit on May 19, 2025—detailing the steps they have taken. We are not satisfied with the steps and measures taken by the Delhi government and the Delhi Police so far as publicity and creating awareness about these centres are concerned. We are constrained to observe that necessary steps and action have not been taken.' The court directed the government to urgently publicise the existence of OSCs and their helpline numbers—through advertisements in at least two newspapers and signboards at schools, hospitals, railway stations, bus terminals, markets, and police stations. It also ordered immediate recruitment to fill staff vacancies, payment of pending salaries, and strengthening of infrastructure. The case stems from a petition filed by NGO Bachpan Bachao Andolan, represented by advocate Prabhsahay Kaur. The plea had raised concerns over salary delays, absence of deputed police officers, and procedural gaps—particularly the lack of police awareness around child marriage and minor pregnancy cases, which often compounded trauma for victims. 'OSCs have been established to cater to the special needs of crime victims who are vulnerable by virtue of the nature of the offence they have suffered. Keeping any One Stop Centre understaffed defeats the very purpose of its existence,' the court said. The NGO said the lack of awareness among police personnel about procedures in cases involving underage pregnancies and child marriages had caused additional trauma to the victims. The bench also asked the government to circulate standard operating procedures (SOPs) related to child pregnancies and child marriages to police personnel and OSC staff, and to appoint a nodal officer for implementation and monitoring. It directed the administration to issue appropriate circulars to ensure these protocols are followed. The court scheduled the next hearing for October 15. The OSCs were launched in November 2019 to assist women facing gender-based violence—whether domestic, sexual, or psychological—under a single roof, in compliance with the Supreme Court's December 2018 direction to set up such centres in every district. Since taking office in February, Delhi CM Rekha Gupta has repeatedly backed the centres and promised to establish 11 more—one in each district.

The special cell of Delhi Police on Tuesday arrested from Madhya Pradesh a 22-year-old suspect allegedly linked to the pro-Khalistani terror outfit, Babbar Khalsa International (BKI), in connection with an April 7 grenade attack at Qila Lal Singh police station in Batala, Punjab, officials said on Wednesday. Officials said he was deliberately avoiding contact with known associates and relatives. (AFP) The accused, identified as Akashdeep alias Baj, a resident of Batala, was apprehended from Indore following an intelligence-led operation, the officials added. Deputy commissioner of police (special cell) Amit Kaushik said that Akashdeep played a facilitating role in the grenade attack. 'Following the incident, BKI had released threatening messages on social media, which included references to Delhi. The special cell, which has been proactively working against terrorist and gangster networks, initiated a targeted operation to trace and apprehend those behind the attack,' he said. Eluded capture by shifting locations Initially, intelligence inputs suggested that Akashdeep had fled to Gujarat. He was tracked briefly there, but he kept changing locations to evade arrest. Eventually, he surfaced in Indore, where he had taken up work as a crane driver at a construction site. Officials said he was deliberately avoiding contact with known associates and relatives. 'He was maintaining a low profile, making it challenging to trace him. However, based on continuous surveillance and technical inputs, he was finally located and arrested from Indore,' Kaushik said. Links to BKI handlers abroad Police said that during interrogation, it was revealed that Akashdeep was allegedly in direct contact with BKI handlers based abroad and played a role in facilitating the logistics of the grenade attack. 'He was a key facilitator in all BKI-led attacks. We are still verifying the extent of his role. While he is not named in any previous criminal cases and appears to be a first-time offender, his links to terror operatives are being thoroughly probed,' the DCP added. The National Investigation Agency (NIA), which is also investigating the larger BKI module operating in North India, has been informed. The Delhi Police has recently set up a dedicated operational cell within the Special Cell to focus on Khalistani and terror-related threats. Officials said this cell is actively monitoring pro-Khalistani networks, particularly those operating in or targeting Delhi and its neighbouring states. 'The post-attack threats issued on social media by BKI operatives had specifically named Delhi as a target. Since then, our teams have been on alert. This arrest is a part of our broader counter-terror operations to prevent any untoward incident in the Capital,' another senior officer of the special cell said, asking not to be named. Pan-India conspiracy under scanner When asked whether the accused had any role in planned activities in Delhi, officials said that while the threat perception remains high, it would be premature to disclose operational intelligence. 'The accused is being questioned about his links to other operatives and any possible plans targeting Delhi or other states. Further revelations will depend on the ongoing investigation,' the officer said. Officials, however, did not rule out links with other terror suspects arrested in Punjab earlier this month, including individuals allegedly associated with ISI-backed networks. 'BKI, in coordination with ISI, continues to carry out subversive activities, particularly in Punjab and surrounding states. We are closely examining any common linkages between the arrested individuals,' added Kaushik. While financial transactions and digital footprints are being scrutinised, the police maintained that they will share detailed findings once corroborated evidence is available. After the powerful explosion near the Qila Lal Singh police station, BKI had claimed responsibility for the attack via a social media post. The group stated that a rocket launcher was used in the assault, which targeted the vicinity of the police station. The group stated that the attack was carried out in retaliation for the deaths of Sikhs in past encounters in Pilibhit (Uttar Pradesh) and Batala.
