Exhibit celebrates last standing relic of post-Independence housing in Penang
GEORGE TOWN: Older Kuala Lumpur folk visiting Penang's Rifle Range Flats may feel nostalgic as the blocks mirror the capital's once-iconic Pekeliling Flats, which were demolished years ago.
Located in Air Itam, the site now stands as the last architectural relic of Malaysia's early post-Independence drive for urbanisation and public housing.
To old-timers, both developments were built using the Industrialised Building System – a method that accelerated construction by using pre-fabricated components assembled on-site.
More than engineering feats, these flats fostered strong community bonds.
For Chong Lee Choo, the Rifle Range Flats, built in 1969, represent an early, unintentional embodiment of the '15-Minute City' coined by French urbanist Carlos Moreno in 2015.
'It describes the neighbourhood where all essential services are within a 15-minute walk or bike ride.
'Markets, schools, clinics and other essentials gradually sprang up around the flats, making Rifle Range a self-sufficient community, decades before global cities began adopting the same concept.
'Today, cities around the world are trying to implement this model. But here at Rifle Range, it has always been about one thing – making daily life easier,' said the 54-year-old.
When completed, Rifle Range Flats were the tallest buildings in Penang, comprising six 17-storey and three 18-storey blocks.
The development included 3,663 residential units, 65 shoplots and 13 accessory units.
To honour the estate's legacy, publishing agency Penang City Eye is hosting an exhibition from July 4 to Sept 7 at the community hall above the Rifle Range market.
Chong, who is the curator, said the exhibition themed 'Home at Rifle Range Flats' documents 56 years of the flats' history through photographs, oral stories and everyday items contributed by residents.
Penang Eye City editor See Chiew Yen, 32, said the flats were developed in the late 1960s when the state lost its free port status, causing widespread unemployment among working-class families.
'With support from the late chief ministers Tan Sri Wong Pow Nee and Tun Dr Lim Chong Eu, Rifle Range became Penang's first mass housing project, aimed at providing affordable homes to the urban poor,' she said.

Kota Kinabalu: A total of 42 Creative Content Fund (DKK) applications from production companies in Sabah and Sarawak, worth RM7.43 million, have been approved from 2022 up to this month. Communications Minister Datuk Fahmi Fadzil said the approved applications covered various categories, including feature and short films, documentaries, marketing, scriptwriting and post-production, creating over 1,245 job opportunities. 'As of this month, the National Film Development Corporation Malaysia (Finas) has also received 36 applications for the Borneo TV Programme Fund and 24 for the Post-Production Fund. 'All applications are evaluated transparently and with integrity by a committee comprising professional panelists and ministry representatives,' he said at the presentation of Creative Content Fund letters of acceptance to Sabah's creative industry players in Sabah, here, Tuesday night. Also present were Assistant Minister to the Chief Minister, Datuk Nizam Abu Bakar Titingan, Communications Ministry Secretary-General Datuk Mohamad Fauzi Md Isa, Finas Chairman Datuk Hans Isaac, Finas Chief Executive Officer Datuk Azmir Saifuddin Mutalib, Malaysian National News Agency (Bernama) Chief Executive Officer Datin Paduka Nur-ul Afida Kamaludin and Information Department Director-General Julina Johan. Fahmi said under the DKK, 14 local production companies have been offered the Borneo TV Programme Fund, including six from Sabah. He said the six Sabah companies received approvals amounting to RM1.15 million, expected to create over 200 new jobs. 'As for the Post-Production Fund, nine companies received offers, one of which is from Sabah. For Sabah, one project was approved with a value of nearly RM240,000, adding value to the post-filming process,' he said. He added that the total amount approved for the seven Sabah companies under the Borneo TV Programme Fund and the Post-Production Fund stood at RM1.39 million. Fahmi said various success stories have emerged through government grants and incentives, including the film 'Blood Brothers: Bara Naga', which grossed RM73.6 million, 'Bleat!' which made a mark at Cannes, and most recently, 'Ejen Ali The Movie 2', which opened in Indonesia with over 200,000 viewers in its first week. Fahmi added that the Communications Ministry, through Finas, has agreed to collaborate with Borneo TV via the Borneo TV Programme Fund, with content produced by its recipients to also be aired on the Borneo TV platform. Meanwhile, Chief Minister Datuk Seri Hajiji Noor said the DKK has opened vast opportunities for the people of Sabah to showcase their stories, culture and heritage through various mediums such as films, documentaries and television programmes. 'Sabah possesses extraordinary socio-cultural diversity – with more than 30 ethnic groups and over 200 sub-ethnicities. This makes the State one of the richest regions in terms of oral, visual and narrative culture, which deserves attention as a source of authentic content,' he said. He added that Sabah's natural beauty gives it a distinct advantage to be translated into creative content capable of attracting both local and international audiences. DAMASCUS: A high-profile Saudi investment delegation of 120 business leaders arrived in Syria on Wednesday for a major economic forum aimed at securing reconstruction deals worth 15 billion riyals ($4 billion). The visit marks a significant step in Gulf efforts to stabilise Syria after its 14-year civil war. Saudi Investment Minister Khalid Al-Falih is leading the group, state broadcaster Al-Ekhbariya reported. The ministry stated the forum seeks to 'explore cooperation opportunities and sign agreements that enhance sustainable development and serve the interests of the two brotherly peoples.' The oil-rich kingdom has emerged as a key supporter of Syria's post-Assad government, formed after Islamist-led rebels ousted longtime ruler Bashar al-Assad in December. Saudi Arabia and Qatar previously committed to settling Syria's $15 million World Bank debt.
