Putin at BRICS Summit: Time to Bolster Use of National Currencies

In a virtual address during the BRICS summit in Brazil, Russian President Vladimir Putin delivered a powerful political and economic message, urging member states to move beyond the existing global economic model and to strengthen cooperation, particularly through the use of national currencies in international trade, instead of relying on the U.S. dollar.
Putin asserted that the liberal globalization model, which dominated the global economic landscape for decades, is no longer aligned with current realities. He argued that this system had served the interests of a 'narrow elite of Western countries' and is now 'outdated.'
A Call for National Currencies in Trade
In his remarks, Putin emphasized the need for BRICS nations to bolster the use of their respective national currencies in trade and investment. This shift, he explained, would reduce dependence on the dollar and the Western-dominated financial system.
'This is not an attack against any specific entity,' Putin clarified, adding that it reflects 'the right of countries to build a more just and multipolar global financial system.' The move comes as Russia continues to face extensive Western sanctions, including the freezing of its foreign currency reserves and the exclusion of several Russian banks from the SWIFT global payment system, following its invasion of Ukraine.
BRICS: A Growing Force in Global Economic Power
Putin framed BRICS — now expanded to include countries such as the UAE, Iran, and Egypt — as a powerful force capable of reshaping global economic power dynamics. He called for a "new structure for international economic cooperation," one that would better represent the Global South.
'By strengthening partnerships in energy, technology, trade, and infrastructure, BRICS can become one of the pillars of the new multipolar world order,' Putin remarked. He further noted that the BRICS group represents a third of the world's landmass, nearly half of the global population, and 40% of the world economy, with a combined GDP of \$77 trillion.
Although Putin was physically absent from the summit due to an international arrest warrant issued by the International Criminal Court (ICC), his video address carried significant weight at a time of escalating tensions between the East and West. BRICS countries are intensifying their efforts to counterbalance global institutions like the International Monetary Fund (IMF) and the World Bank, which are often seen as dominated by Western powers.
Putin's remarks echoed similar calls for reform from other BRICS leaders, including South African President Cyril Ramaphosa and Brazilian President Luiz Inácio Lula da Silva. Both leaders stressed the importance of reshaping global governance systems and enhancing the influence of the Global South in international decision-making processes.
As BRICS expands and gains momentum, the summit serves as a pivotal moment for the bloc's collective efforts to challenge the existing economic order. With Western sanctions continuing to isolate Russia and China's growing assertiveness on the global stage, BRICS countries appear determined to carve out a space where they can pursue shared interests without the constraints imposed by Western-dominated institutions.
Looking ahead, the BRICS bloc seems poised to strengthen its efforts in areas such as digital currency development, multilateral trade, and infrastructural cooperation. The ability to diversify away from traditional Western financial systems could become an increasingly important factor in BRICS' evolution into a central player in global economic governance.

EU chief faces parliament ahead of confidence vote - International

EU chief Ursula von der Leyen faces a grilling from lawmakers Monday ahead of a confidence vote she expected to survive -- but which casts renewed scrutiny on her leadership. The rare challenge pushed by a far-right faction has virtually no chance of unseating the conservative European Commission president when a vote is held Thursday in Strasbourg. But Monday's debate, starting at 5:00pm (0300 GMT) will give von der Leyen's opponents a chance to flex their muscle, one year after EU-wide elections. The confidence vote was initiated by a Romanian far-right lawmaker, Gheorghe Piperea, who accuses von der Leyen of a lack of transparency over text messages she sent to the head of the Pfizer pharmaceutical giant when negotiating Covid vaccines. The commission's failure to release the messages -- the focus of multiple court cases -- has given weight to critics who accuse its boss of centralised and opaque decision-making. That is also a growing refrain from the commission chief's traditional allies on the left and centre, who also have bones to pick over the status quo in parliament -- where her centre-right camp has increasingly teamed up with the far-right to further its agenda. Von der Leyen, 66, "will share her views" with lawmakers during the sitting, commission spokesman Stefan De Keersmaecker told reporters. Most members of her executive team of commissioners were expected to attend in a show of support for their chief. But De Keersmaecker downplayed the significance of the move saying it was normal for commissioners to participate in plenary sessions. 'Putin's puppets' "Pfizergate" aside, Romania's Piperea also accuses the commission of interfering in his country's recent presidential election, which saw pro-European Nicusor Dan beat EU critic and nationalist George Simion. The vote came after Romania's constitutional court scrapped an initial ballot over allegations of Russian interference and massive social media promotion of the far-right frontrunner, who was barred from standing again. The EU opened a formal probe into TikTok after the cancelled vote. Piperea's challenge has support from part of the far-right -- including the Patriots for Europe group that includes France's National Rally and the party of Hungary's nationalist Prime Minister Viktor Orban. The vote was set last week after the motion gathered the minimum 72 signatures -- one-tenth of the 720-seat legislature, where von der Leyen was re-elected with 401 votes last July. Parliament's biggest force, von der Leyen's European People's Party (EPP) flatly rejects the challenge to the commission chief. Group leader Manfred Weber has branded it the work of pro-Russian, anti-European forces in the assembly. Russian President Vladimir "Putin's puppets in the European Parliament are trying to undermine Europe's unity and bring the commission down in times of global turmoil and economic crisis," he charged. "It's a disgrace for the European people." On the left and centre, there is no question of backing the censure motion. But both camps want von der Leyen to clarify her allegiances -- accusing her of cosying up to the far-right to push through contested measures -- most notably to roll back environmental rules. "We are going to ask the EPP, clearly, who it wants to work with," said the centrist leader Valerie Hayer. "Is it still with us, the pro-European groups -- or with the ECR and Patriots who are trying to bring down the EPP commission chief -- and with it a vision of Europe that we believe in?" The Socialists and Democrats -- parliament's second force -- likewise said they had sought "clear signs of commitment" on the EPP's priorities. "The EPP should look carefully who they want to build bridges with, us or the ones who initiate votes of censure," the group said. A successful no-confidence vote would trigger the resignation of von der Leyen's 27-member commission in what would be a historical first. The closest parallel dates from March 1999, when the team led by Luxembourg's Jacques Santer resigned over damning claims of corruption and mismanagement rather than face a confidence vote it was set to lose. BRICS summit declaration pushes for reformed multilateralism, greater Global South role

Leaders of the 11-nation BRICS group on Monday called for a more equitable global order and the strengthening of multilateralism, signing a joint declaration at a summit in Rio de Janeiro that also pushed for reforms of global financial institutions. The document, entitled 'Strengthening Global South Cooperation for More Inclusive and Sustainable Governance,' sets out the group's commitment to defending international law and contains 126 specific commitments. It follows months of coordination involving over 200 meetings and the creation or reinforcement of 200 new cooperation mechanisms in areas including hunger eradication and climate change. 'We want to reaffirm our commitment to the BRICS spirit of mutual respect and understanding, sovereign equality, solidarity, democracy, openness, inclusion, collaboration and consensus,' the declaration stated. 'Building upon the past 17 BRICS Summits, we are now extending our commitment to strengthening cooperation within the expanded BRICS, based on three pillars of cooperation: politics and security, economy and finance, and cultural and people-to-people cooperation. We are also enhancing our strategic partnership to benefit our peoples by promoting peace, a fairer and more representative international order, a revitalized and reformed multilateral system, sustainable development, and inclusive growth.' The leaders reaffirmed their commitment to multilateralism and to the principles of the U.N. Charter, and called for the increased participation of developing countries from Africa, Latin America and the Caribbean in global decision-making processes. The declaration stated that in light of today's multipolar realities, it is essential for developing countries to strengthen dialogue to pursue more just and equitable global governance. 'We recognize that multipolarity can create opportunities for developing countries and emerging markets (DCEMs) to realize their constructive potential and benefit from inclusive and equitable economic globalization and cooperation that is universally advantageous. We want to emphasize the importance of the Global South as a driver of positive change, especially amid significant international challenges—including escalating geopolitical tensions, economic slowdown, accelerated technological transformation, protectionist measures and migration challenges.' FINANCE, HEALTH AND TECHNOLOGY In the financial realm, the declaration emphasized the need to increase the IMF quotas and World Bank shareholding of emerging and developing countries. 'We want to reiterate that IMF quota realignment should not come at the expense of developing countries, but rather reflect the relative positions of countries in the global economy and increase DCEM quotas,' it said. On health, the leaders acknowledged the interconnected nature of global health challenges and committed to strengthening global health governance through international cooperation. 'We are committed to actively supporting efforts to strengthen the global health architecture by promoting equality, inclusion, transparency, and responsiveness. This ensures that no country is left behind in achieving the health-related Sustainable Development Goals,' the declaration stated. The statement also announced the launch of the Partnership for the Elimination of Socially Determined Diseases, which aims to promote health equity by addressing root causes such as poverty and social exclusion. Artificial intelligence (AI) governance played a prominent role in the agenda for the first time, with the declaration stating that global AI governance must mitigate risks and meet the needs of all countries, including those in the Global South. 'A collective global effort is needed to establish AI governance that upholds our shared values, addresses risks, builds trust, and ensures broad and inclusive international collaboration and access.' CLIMATE AND SECURITY In preparation for the COP30 climate summit, also to be hosted by Brazil, the leaders recognised the Tropical Forest Forever Fund (TFFF) as a mechanism to mobilise financing for tropical forest conservation and encouraged donations from potential partners. 'Our Climate Framework Declaration charts a roadmap for the next five years to transform our capacity to raise resources for fighting climate change. With the collective scale of the BRICS, we will combat the climate crisis while make our economies stronger and fairer,' the document stated. The declaration also addressed ongoing global conflicts, with leaders expressing concern over rising global military expenditures at the expense of development financing. They advocated for a multilateral approach to global issues and expressed deep concern over attempts to link security with the climate agenda. In addition to the main declaration, three other documents reflecting the priorities of the Brazilian presidency were approved: the BRICS Leaders' Framework Declaration on Climate Finance, the BRICS Leaders' Declaration on Global Governance of Artificial Intelligence, and the BRICS Partnership for the Elimination of Socially Determined Diseases.

Egypt's PM, Uruguay's president discuss Gaza, trade at BRICS summit

Egyptian Prime Minister Mostafa Madbouly and Uruguayan President Yamandú Orsi on Monday discussed efforts to secure a ceasefire in Gaza and ways to boost bilateral trade during a meeting on the sidelines of the BRICS summit in Brazil. Madbouly, who was attending the 17th BRICS summit in Rio de Janeiro on behalf of President Abdel Fattah Al-Sisi, briefed the Uruguayan president on Egypt's 'intensive contacts' to reach a ceasefire in the Gaza Strip. President Orsi praised Egypt's role in achieving peace, security, and stability in the region, and its efforts to secure a ceasefire in Gaza, according to a statement from the Egyptian prime minister's office. During the meeting, both leaders acknowledged the historical bilateral relations between their countries, which date back to 1932, and affirmed the importance of continuing to strengthen ties in areas of common interest. Madbouly conveyed greetings from President Sisi to his Uruguayan counterpart and noted the importance of increasing the frequency of high-level visits between the two countries to add momentum to bilateral ties. The two sides expressed a desire to enhance joint cooperation and bilateral trade. They discussed collaboration in the fields of construction, infrastructure, and pharmaceuticals, where Egyptian companies have experience, as well as increasing trade with Uruguay in livestock and agriculture. They also discussed expanding the scope of bilateral cooperation to include other areas such as fisheries, tourism, oil and natural gas, and green hydrogen.
