ET Digital UP Conclave: ‘Technology empowering governance, driving industrial growth in UP'

Governance is empowered through digital technology, and the digital push in turn fuels industrial growth, experts said during a panel discussion on 'Digital Uttar Pradesh: Engine for Industrial Growth' during the ET Digital UP Conclave on Friday.
Mission director, National Health Mission, UP, and secretary, medical, health and family welfare department, Pinky Jowel said, "Many new things have been introduced in the health sector in last two years. For example, E Kavach is a comprehensive digital health application that has data on all health schemes. It incorporates a registry of every individual in the state."
"Every ASHA worker has smartphone and laptop.
Similar is the case with ANMs and community health officers. They capture all data related to health systems into E Kavach, which helps us analyse and form policies for future. So, this is a digital revolution that even our lowest field workers can record all immunisation, screening of diabetes and hypertension, and we are adding more health issues to it," she said.
"ABHA ID is another innovation incorporated along with E Kavach.
It is a kind of smart card with a QR code, and it has the digitised health ID of an individual," she added.
"The govt is working on technology-enabled governance, and to ensure this, we must take care of the basic needs of technology user. It should be error-free, transparent, and simple to use. The biggest example of technology-enabled governance is the booking of railway tickets. Earlier, it was tough to get a ticket in offline mode, but now, within seconds, a ticket is booked," said CEO, Uttar Pradesh State Industrial Development Authority (UPSIDA), Mayur Maheshwari.
"The power of technology is such that with meaningful interventions, we can make daily lives of common people easy. UPSIDA's digital platform was earlier used by around 800 users, but now around 11,000 people are using it monthly," he added.
"In UP, 98% of industries are MSMEs, and the number is huge. This sector has less automation and a huge number of employees. In industrial areas, all land approval, bank loans, and incentive disbursement are online," said secretary, MSME and Export Promotion and Infrastructure & Industrial Development Department, Pranjal Yadav.
He said the govt's focus was to make interactions online to make things easy for artisans and craftsmen.
"We have come up with an Alexa kind of device, with sticky films that capture pathogens. It hovers over farms and detects pathogens, which is otherwise a challenging task in agriculture sector," said national sales head, ABM Knowledgeware Ltd, Lokesh Sharma.
The session was moderated by managing director, Foundation for Innovation and Technology Transfer (FITT), Indian Institute of Technology, Delhi, Nikhil Agarwal.

The possibility of using this technology in cardiovascular and thoracic surgery (CVTS) was demonstrated on Saturday at Sanjay Gandhi Postgraduate Institute of Medical Sciences by Prof KR Balakrishnan, a cardiothoracic and heart transplant surgeon, who has worked closely with IIT-Chennai. "A patient with a cardiac condition visits four cardiac specialists who genuinely suggest different treatment options to him. Informing that the technology allows the use of real-time data of the patient through sensors, medical devices, and electronic health records, he noted: "These digital models allow for simulation, prediction, and optimisation of health outcomes or operational processes within the healthcare environment. It is possible to use them to extend what is known as precision medical care." "Technology can help in reducing the scope for human errors in surgery, deliver better outcomes, and save time, labour, and even money for the system and the people," he said. On the cost-effectiveness of digital technologies in healthcare, he said, "We used a free resource to develop our models. But what needs to be done is to promote interdisciplinary research. It is high time we stopped keeping engineers and doctors in different silos and help them collaborate for larger patient and public interest." 'Digital twin can greatly benefit UP' Prof Balakrishnan said that AI-based digital twin technologies, which could be used across a diverse palette of healthcare including cancer and maternal health, had immense possibilities in a state like UP where health challenges are bigger because of high population. "The shortage of doctors is a reality that needs a mammoth effort to be dealt with. Doctors even in tertiary care institutes are attending to 300 patients in four hours. Can a specialist do justice to each one of them? It is here that technology like digital twin can help in weeding out extra load of doctors so that they can extend specialised care to those genuinely in need of it," he said.

T'puram: While the Accredited Social Health Activists (ASHAs) have welcomed the Centre's decision to raise their monthly incentive to Rs 3,500, they said they will continue their ongoing strike until the state govt increases their honorarium. Tired of too many ads? go ad free now With their strike completing 169 days on Saturday, ASHAs said they wanted the state govt to increase its share correspondingly. The state govt stated that they have increased their share of the honorarium to the maximum and have set up a committee to study the problems faced by the health workers under National Health Mission. On Saturday, the ASHAs remained at their protest location in front of the Secretariat. Their leader Mini S said the protest would continue until the state govt increases its share. The state share is Rs 7,000. After the increase by Centre, ASHAs will now receive Rs 15,000 as honorarium. However, many other states, including Maharashtra, are giving Rs 10,000 as their share, she added. BJP state chief Rajeev Chandrasekhar, meanwhile, said the central govt has kept its promise and the state should promptly increase the wages of ASHAs. The central govt has reiterated in Parliament that decisions on administrative and human resource issues, including those of ASHAs in the health sector, should be made by the respective state govts, he added. The central govt is providing all possible benefits for ASHAs, recognising them as frontline warriors in the health sector, Chandrasekhar said. tnn

Renovated public health centre inaugurated in Koothattukulam

Kochi: The renovated Paitakulam Public Health Centre in Koothattukulam municipality was inaugurated by municipal chairperson Vijaya Sivan on Saturday. Renovation work was completed at a cost of Rs 7 lakh allocated to the centre under National Health Mission. Services from a team including junior public health nurse (JPHN), junior health inspector (JHI), mid-level service provider (MLSP) nurse and ASHAs are available at the public health centre. Working hours are from 9am to 4pm. Municipal vice-chairman Sunny Kuriakose presided over the meeting. Health standing committee chairperson Shibi Baby, councillors John Abraham, P R Sandhya, Baby Keeranthadam, block medical officer Dr Divya K Balakrishnan and Koothattukulam Community Health Centre superintendent Dr Jojo John spoke at the event. People's representatives, health department officials, ASHAs, and cultural and social leaders participated.
