
St Edward Street Newport could become HMO for four tenants
The two-storey terraced house, which features a rear garden, is near Newport city centre, the train station, and on bus routes.
The proposed change of use does not include any external modifications.
Inside, the ground floor will house a single bedroom, a communal living area, and a kitchen, while the first floor will accommodate three bedrooms and a bathroom.
The application was submitted following pre-application advice, which flagged no significant objections in principle.
However, additional requirements were put forward, such as more detailed floor plans, a parking survey, and plans for cycle and waste storage.
Other requirements included a biodiversity enhancement plan and a sustainability test.
The proposal is said to align with several planning policies, including those in the Newport Local Development Plan, particularly policies relating to sustainability, amenity, highways, HMOs, and parking.
A key policy consideration is the 15 per cent HMO density threshold within a 50m radius, which the proposal adheres to, according to the council's 2016 HMO supplementary planning guidance.
The property's character and appearance will remain unchanged due to the absence of any external alterations.
The proposal is expected to have minimal impact on neighbour amenity, with no anticipated increase in noise or disturbance.
Despite the lack of off-street parking, the property's proximity to amenities and public transport mitigate the lack of on-site parking. A parking survey also indicated sufficient on-street parking availability.

However, with United demanding a fee of £40m, any deal with Barca for Rashford would likely be a loan - unless they can negotiate a drop in United's price tag. Rashford has told the Spanish champions that he'd be willing to take a pay cut on his £325,000-a-week salary. His brother and agent, Dwaine Maynard, was spotted meeting Barcelona sporting director Deco in May. United say that Rashford has informed the club that he wants to explore a move away, as have Red Devils team-mates Antony, Alejandro Garnacho, Jadon Sancho and Tyrell Malacia. James Vowles ‘at home' at Williams and wants to stay for rest of career
Vowles, in his third season in charge of the team he joined from Mercedes, inherited a beleaguered outfit which had finished bottom of the constructors' championship for four of the previous five years. However, heading into Sunday's British Grand Prix, Williams are currently fifth with only the might of McLaren, Ferrari, Mercedes and Red Bull ahead of them. Williams are fifth in the constructors' championship ahead of this weekend's British Grand Prix (Bradley Collyer/PA) Williams' 16th and last combined drivers' and constructors' titles arrived 28 years ago and the impressive Vowles, still only 46, could be forgiven for seeing the Oxfordshire team – established by Sir Frank Williams in an old carpet warehouse – as a stepping stone to one of the grid's bigger beasts. But when asked in an interview with the PA news agency if he ever envisages leaving, Vowles, who recently agreed a new long-term deal with Williams, replied: 'No. I can seem myself being here for the remainder of my career. And I am very comfortable with that. 'My job is to take this shirt and give it to someone else in a number of years' time, and for the team to be in a much better place as an honour to Sir Frank and his legacy. 'Williams have a passion beyond anything I have ever felt. I have never regretted a minute I have been in the building. I don't mean a day. I mean a single minute. However, Kimi Antonelli, Russell's rookie team-mate, does not have a firm contract for 2026 either. He continued: 'Different drivers respond to different pressures and some drivers respond to the pressure of waiting for a deal. It challenges them to push on more. 'I am not seeing a negative impact on George. It makes for interesting reading, and a good story, but I am not actually seeing a driver that is particularly worried or driving differently. 'He is driving his socks off so the pressure might actually be helping him.'
