Over six-fold spike in digital transactions since 2019-20, govt informs Parliament
'RBI set up a Payments Infrastructure Development Fund (PIDF) in 2021 to encourage deployment of digital payments acceptance infrastructure in tier-3 to 6 cities, North-Eastern States and Jammu & Kashmir. As on May 31, 2025, around 4.77 Crore digital touch points have been deployed through PIDF,' Chaudhary said in his reply. The data was provided by Minister of State (MoS) for Finance Pankaj Chaudhary in a written response in Lok Sabha to a question asked by three Shiv Sena MPs—Shrikant Eknath Shinde, Naresh Ganpat Maske, Ravindra Dattaram Waikar—and Lok Janshakti Party MP Shambhavi Choudhary, New Delhi: The volume of digital transactions in the country grew more than six-fold from 3,401 crore in 2019-20 to to 22,198 crore in 2024-25, the government has informed Parliament. During the same period, the total value of money transacted recorded a nearly 77 percent growth to reach Rs 2,862 lakh-crore from Rs 1,619 lakh-crore. The RBI has developed the Digital Payments Index (RBI-DPI) to measure the extent of digitisation of payments across the country based on March as base year (Index 100). The index stands at 493.22 as of March 2025, representing a 10.7 percent growth from March 2024 value of 465.33. The data for the index is published by the RBI semi-annually, outlining the penetration of digital payments in the country. The index is based on five parameters, each given different weightages—payment enablers (25 percent), payment infrastructure- demand-side factors (10 percent), payment infrastructure-supply-side factors (15 percent), payment performance (45 percent) and consumer centricity (5 percent). Also Read: India, Russia in 'active discussion' over RuPay & MIR mutual transactions Uplifting MSMEs & under-served communities In his reply, Chaudhary outlined the initiatives undertaken by the government, the RBI and the National Payment Corporation of India (NPCI) to support MSMEs and under-served communities. The initiatives stated in the reply include promotion of low-value BHIM-UPI transactions among others. Earlier this year, the Union cabinet approved the Incentive Scheme for promotion of low-value BHIM-UPI transactions Person to Merchant (P2M), under which 0.15 percent of incentive will be provided to small merchants for transactions up to Rs. 2,000, the minister said. The purpose is to encourage small merchants to accept UPI payments. Chaudhary said digital payments have also played a critical role in uplifting under-served and un-served communities by providing them with a financial footprint that can be used to assess their credit worthiness in the absence of traditional documents. 'Digital platforms like UPI have enabled citizens including small vendors and rural users to accept digital payments, reducing cash dependency and increasing formal economic participation,' Chaudhary said. Due to the rise in digitisation of payments, more people can now access formal channels of credit thereby allowing their economic participation. Representational Image 8th Pay Commission News: In an important update for Central employees who have been eagerly awaiting the announcement of the 8th Pay Commission, the Union government has addressed major questions regarding the matter during the ongoing monsoon session of the Parliament. What did the government say? In a written reply to queries raised by TMC Rajya Sabha MP Sagarika Ghose about the formation of the 8th Central Pay Commission (CPC), Minister of State for Finance Pankaj Chaudhary informed the House that the Central government has decided to constitute the 8th CPC and has sought suggestions from major stakeholders, including Ministry of Defense, Ministry of Home Affairs, Department of Personnel and Training and the States, who will give their recommendations within the timeframe prescribed in the Terms of Reference (ToR). An official notification announcing the formation of the 8th CPC will be issued in due course, Chaudhary said. What are ToR suggestions for 8th CPC? According to the government, the ToR suggestions for the 8th Pay Commission include examining the existing pay structure, allowances and other benefits /facilities, retirement benefits like pension / gratuity and other terminals benefits etc. to the following categories of employees:- Central Government employees (industrial and non-industrial) Personnel belonging to All India services Defence Forces and Para Military Forces personnel Grameen Dak Sewaks of the Postal Department Personnel of Union Territories Officers and employees of the Indian Audit and Accounts Department Officers and employees of the Supreme Court Members of Regulatory bodies (excluding RBI) set up under Act of Parliament Employees of Central Government Autonomous Bodies and Institutions Additionally, the Staff Side NC(JCM) has suggested that the 8th Pay Commission should consider the merger of non-viable Pay scales such as Level 1 with Level 2, Level 3 with Level 4 and Level 5 with Level 6. It also suggested that 7th CPC Anomalies, which it had raised in the Anomaly Committee meetings and JCM meetings, should be settled in the ToR. When will 8th Pay Commission be implemented? If we go by the implementation of previous pay commissions, it usually takes about 18 to 24 months for the government to implement the recommendations. Thus, its unlikely that 8th Pay Commission would be implemented before mid-2027. Currently, 7th Pay Commission recommendations are in force, and will remain so till December 2025. A new pay commission is constituted every 10 years which tenders suggestions for revision of salary and pension of central government employees and pensioners in wake of the prevailing economic scenario in the country. The 8th Pay Commission was announced by the Union government in January this year.

Bank credit on the rise in rural Odisha: Centre
BHUBANESWAR: Union minister of State for Finance Pankaj Chaudhary informed the Rajya Sabha on Wednesday that rural and tribal regions of Odisha have recorded a positive growth in the priority sector lending over the last three years. Replying to a query from BJD MP Sasmit Patra, the Union minister said the compound annual growth rate (CAGR) of bank credit in Odisha over the last three years is 11.41 per cent while tribal districts like Kandhamal, Koraput and Malkangiri have recorded CAGR of 8.28 pc, 11.79 pc, and 14.25 pc respectively. Chaudhary said the credit deployment at district level is guided by the annual credit plan (ACP) finalised by the state level bankers' committee (SLBC) based on the potential linked credit plan (PLP) prepared by NABARD. The ACP outlines district-wise and sector-specific targets for priority sector lending, covering agriculture, MSMEs, and rural development and is finalised in consultation with banks and the state government to ensure alignment with national and state-level financial inclusion objectives. He said the cumulative achievement under the ACP over the last three years stands at 94 pc for Malkangiri, 93 pc for Koraput and 92 pc for Kandhamal, indicating consistent credit deployment in line with approved targets. In order to enhance banking outreach and credit flow in these regions, various initiatives have been undertaken, including the conduct of credit outreach programmes and financial literacy camps in backward blocks and tribal clusters, deployment of business correspondents (BCs) and customer service points for sourcing and servicing credit, and strengthened monitoring through district consultative committees and DLRCs. In addition to credit expansion, financial infrastructure in these districts has been strengthened over the past three years. In Kandhamal, the number of BCs rose from 351 to 701 and ATMs from 76 to 88. Similarly, Koraput saw BCs increase from 464 to 1,018, and bank branches from 135 to 148. In Malkangiri, BCs rose from 325 to 559. These enhancements have improved last-mile access to banking services in remote and tribal regions. On credit to deposit (CD) ratio in rural and tribal areas, the Union minister said SLBC conducted assessment on a quarterly basis and issued necessary instructions to banks to improve their performance.
