Appointment of RERA chief and 2 members: Plan to relocate RERA office delayed notification, Himachal tells HC
The state government filed an affidavit through under secretary (housing) by Vikram Datt Dangwal in the high court on Thursday. 'The matter is under consideration on account of state government's ongoing deliberation regarding proposed relocation of HP RERA office within Shimla city to another location. The final decision on the appointment is likely to align with outcome of the administrative consideration,' said the state government through the affidavit.
High court on May 9 had sought affidavit from state government asking 'Specific reason that the state has withheld the recommendations of the selection committee.'
Denying any kind of 'intentional or undue' delay, the government said that the final authority regarding appointment is state government. The recommendation of selection committee were forwarded to state government through housing minister on March 20.
Unconvinced by the reasons regarding delay in issue of the notification the HC had sought a fresh affidavit. The case is now listed for May 26.
The high court on Thursday was hearing the petition filed by Atul Sharma, seeking quashing of extension given to Prabodh Saxena as chief secretary of the state government on the ground that it was given in clear violation of the Central Services Rules and guidelines of Department of Personnel & Training (DoPT). The petition argued that vigilance clearance cannot be granted to an officer who is an accused in a corruption case under the Prevention of Corruption Act.

FSL report tampering case: IGP to probe allegations, Punjab informs HC
1 2 Chandigarh: The Punjab govt has informed the Punjab and Haryana high court that allegations against the director of the Forensic Science Laboratory (FSL), Punjab —regarding pressure exerted on an assistant director to manipulate a report related to former Punjab minister and Mansa MLA Vijay Singla — will now be probed by Inspector General of Police (IGP) S Boparai. The statement was made in response to a petition filed by Dr Sandeep Kaur, assistant director in the audio unit of the physics division at the FSL. The state also informed the court that the inquiry report is likely to be concluded within the next few days. Dr Kaur filed the petition alleging caste-based harassment and pressure to manipulate the forensic report. She said that on Jan 3, while she and her team were engaged in routine discussions at the FSL in Mohali, FSL director Ashwani Kalia entered the lab and aggressively demanded access to the official seal, which she reportedly refused to hand over without due process. When she requested a formal discussion on the matter, the director allegedly lost his temper and made a caste-denoting and derogatory remark in front of staff members, including Varinder Singh, Visal Bhateja, and Gurpreet Kaur. The incident, she argues, constitutes an offence under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. According to the plea, as the police failed to act on her complaint, she filed a complaint before the Additional Sessions Judge, Mohali, seeking directions to the police to register an FIR. However, she alleged that the judge has been adjourning the case since Feb 21, citing procedural delays in obtaining the police report. Karnataka smart meter case: Court orders registration of complaint against minister George, officials
Bengaluru: The simmering controversy over the tendering process of smart meters in Karnataka took an interesting turn with the special court for elected representatives on Wednesday directing enforcement agencies to register a private complaint report (PCR) against energy minister KJ George and others. Based on a complaint filed by BJP functionaries CN Ashwath Narayan, SR Vishwanath, and Dheeraj Muniraj, special court judge Santhosh Gajanan Bhat directed officials to submit a status report on the complaint filed with the Lokayukta in April 2025 pertaining to the same issue, besides registering a PCR. The complaint also named additional chief secretary (energy) Gaurav Gupta, previous Bescom MD Mahantesh Bilagi, and Bescom technical director SG Ramesh as accused in the case. The complainants alleged that all the accused did not comply with the tender rules while rolling out the smart meter tender. "A tender was floated in Sept 2024 to provide smart meter services, and it was allotted to one of the bidders, a Davanagere-based shell company. Rather than floating separate tenders for each of the Escoms (electricity supply companies), tenders were floated only for Bescom. The entire process not only violated provisions under the Karnataka Transparency in Public Procurement Act, but also went against the guidelines laid down by the Karnataka Electricity Regulatory Commission," the complaint read. Restore hybrid hearings within 4 weeks, Bombay high court directs Maharashtra Real Estate Regulatory Authority
Mumbai: Bombay high court on Thursday directed Maharashtra Real Estate Regulatory Authority (MahaRera) to within four weeks restore hybrid hearings permitting parties to opt for physical or virtual appearance. "Access to justice is not merely about providing virtual access, but ensuring that parties also have the right to appear physically," said Justices Revati Mohite Dere and Neela Gokhale. A petition by Mayur Desai urged the high court to direct MahaRera to expeditiously pass a final order in execution/non-compliance proceedings pending since March 2024, as well as to restore hybrid hearings as was practised prior to the Covid-19 pandemic. MahaRera's advocate said if parties desire to appear physically, they may apply to the respective bench which may consider their request. The judges said the authority's continued insistence on virtual-only mode though all courts have adopted hybrid model is "concerning". They also directed that Rera shall consider revisiting a April 2025 circular and standard operating procedures particularly regarding mechanism for urgent listing of matters, execution of non-compliance of orders, mentioning of cases and pronouncement and publication of reserved orders.
