Kandhkot to third-party buyers: PPL seeks PD's approval to redirect unutilised gas

ISLAMABAD: Pakistan Petroleum Limited (PPL) has requested the Petroleum Division's approval to redirect unutilised gas from the Kandhkot Gas Field to third-party buyers out of 200 million cubic feet per day (mmcfd) assigned to Central Power Generation Company Ltd (GENCO-II) in Guddu.
The matter was discussed in the National Assembly's Public Accounts Committee (PAC) while Junaid Akbar was in chair on Tuesday. Petroleum Division Secretary Momin Agha informed the committee members that a proposal to sell access gas to third party is the solution to address Genco-II dues against the company, province and federal government. It is also important as Genco-II privatisation is included in the active list of privatisation, he added.
The PD secretary said the low offtake and lower price of gas dedicated to Genco-II had negative impact on production of the gas field which would be completely shut down by year 2036 in case no fresh investment bring in it.

He explained that the Genco-II was supplying gas at Rs550 per mmbtu tariff; still a significant variation has been seen in its off-take by the power company.
Imran Abbasy, managing director/chief executive officer PPL informed the committee that then investors from private sectors showed their interest in investment in the depleting well which would enable to enhance its production and life for year 2025.
He said that Genco-II off-take from the field was 100 to 110 mmcfd from the allocated 200 mmcfd. He said around 50 mmcfd gas was access or underutilised.
Chief Operating Officer Genco-II said that the power company was taking gas of 72.5 percent of total production of the field as per agreed Gas Sales Agreement (GSA) and reflected in fiscal year 2022-23 accounts. He said the company requested the PD to allow them to sell unutilised gas.
Access gas to third party would help Genco-II to clear its Rs70 billion dues under Gas Development Surcharge (GDS) to Sindh Province.
A substantial amount of PPL gas billing to Genco-II comprises government levies, mainly the GDS and Gas Infrastructure Development Cess, which are also payable to the government on collection from customers.
It has been reportedly said that PPL reported that gas off-takes by Genco-II are consistently lower than submitted Annual Contract Quantity (ACQs) of 145 mmcfd and daily average off-takes from KGF remained -98.7 mmcfd (July 1-Sept 2024).
Furthermore, since August 25, 2024, Genco-II reduced the off-takes below 75 mmcfd and there had been instances during said period where complete gas off-takes were ceased by Genco-II.

ISLAMABAD: The government will save over Rs70 billion from introducing and implementing 100 reforms in 24 ministries and departments per annum. This was stated by the officials in a briefing to the Special Assistant to the Prime Minister (SAPM) on Industries and Production Haroon Akhtar Khan who chaired the meeting on Modernization of Companies Act 2017 of Sub-committee by SAPM Haroon Akhtar khan. The meeting was informed that through 29 reforms in pharmaceutical and medical devices an estimated amount of Rs17.81 billion would be saved, through 17 reforms in agriculture market Rs6.56 billion, Rs1.91 billion through eight reforms in logistics and transportation, and Rs43.74 billion through 46 reforms in cross cutting. The meeting stressing the need for moderation of Companies Act-2017 said that there are only 523 listed companies in Pakistan, 2,500 unlisted and 252,321 registered companies, while in USA, there are 33.2 million registered companies and in Canada, 1.3 million registered companies. The meeting was informed that these reforms would result in saving a total Rs250.5 billion to national kitty, of which, Rs1,787 billion by modernisation of Companies Act-2017 and regulatory reforms will save Rs73.6 billion. The meeting was attended by Scott Jacobs, representatives from the Board of Investment (BoI), Securities and Exchange Commission of Pakistan (SECP), and the Overseas Investors Chamber of Commerce (OICC). The participants held detailed discussions on regulatory reforms and the modernisation of the Companies Act 2017. Haroon Akhtar Khan stressed the need for simplifying the registration process of unlisted companies, noting that delays, excessive regulation, and the lack of ease in doing business have become serious challenges for the business community. LAHORE: Chief Minister Punjab Maryam Nawaz Sharif on Friday launched a unique programme for young agriculture graduates titled 'Chief Minister Agriculture Internship Program Phase-II', under which 2,000 agriculture graduate interns will get a monthly stipend of Rs 60,000. The CM said, 'Students pursuing Agriculture and (Hons) Agricultural Engineering are eligible for the internship program. They can submit their applications in the office of Deputy Director Agriculture (Extension) in their respective districts.' She added, 'Agricultural Helpline 0800-17000 is also active for the agricultural graduates internship program. Quota for Agriculture and Agricultural Engineering graduates in each district has been fixed.' The Chief Minister said, 'Agriculture internship program not only supports farmers but also provides decent employment to the youth. Kisan Card Program in Punjab has set new records of success, while Green Tractor and Tube Well Solarization Programs for farmers are going on successfully.' Govt targets offshore drilling with new partners

Listen to article Pakistan has decided to again try its luck in offshore drilling by forging new partnerships with countries like Turkiye and Russia. Earlier, domestic companies including Oil and Gas Development Company Limited (OGDCL) and Pakistan Petroleum Limited (PPL) struggled to find hydrocarbon reserves in an offshore zone in Arabian Sea in association with US energy giant ExxonMobil and Italian firm Eni. Pakistan has made 17 attempts to make offshore drilling but they did not yield desired results. They drilled the Kekra-1 offshore well during tenure of the previous Pakistan Tehreek-e-Insaf (PTI) government. But those efforts did not bring success. The Kekra-1 offshore well is located approximately 280 kilometres off Karachi coast. Sources told The Express Tribune that the Petroleum Division was seeking bids from interested investors to grant rights for drilling an offshore well and it would open the bids on October 31, 2025. Petroleum Minister Ali Pervaiz Malik and OGDCL Managing Director Ahmed Hayat Lak are also looking to bring some new partners to Pakistan for offshore drilling. They visited Russia recently and invited its companies to pump investment into Pakistan's offshore drilling sector and participate in the upcoming bidding round. OGDCL has already formed a joint venture with a Turkish firm for submitting an offer for offshore drilling. In this case, bids are scheduled to be opened on October 13. Sources said that Russian firms were also likely to enter into a joint venture with OGDCL through bidding for an offshore block. Earlier, Pakistani firms had a joint venture with Italian and US firms. "This time around, Islamabad is going to try its luck in offshore drilling with new partners," an official remarked. In February 2025, the government announced an offshore block bidding round, offering 40 blocks in Makran and Indus basins for exploration licences. This is a significant opportunity that could attract foreign direct investment (FDI) in the upstream energy sector. Pakistani exploration and production (E&P) companies – Mari Energies, OGDCL and PPL — have signed a joint bidding agreement with Turkish state-owned firm Turkiye Petrolleri Anonim Ortakligi. Under this deal, they will participate in the offshore bidding round. Pakistan believes that this strategic collaboration will bring much-needed FDI and pave the way for deployment of international technologies, expertise and skills to explore the untapped potential of the country's offshore region. Previously, an offshore drilling venture was formed with US energy major ExxonMobil following a nine-year hiatus. However, it turned out to be unsuccessful, with allegations of lack of commitment against ExxonMobil. ExxonMobil was also said to have placed a request for a larger exploration area in Karachi's seawaters, but security concerns prevented the government from accepting the request. Now, the Shehbaz Sharif-led government is striving to accelerate oil and gas exploration activities in the country. Circular debt is a key challenge, with growing calls from E&P firms to resolve this issue. They argue that the circular debt has squeezed their cash flow, restricting them from injecting money into new projects. At present, the gas sector is facing a circular debt of Rs2.8 trillion and the Petroleum Division is making efforts to settle these liabilities. Separately, liquefied natural gas (LNG) supply contracts with Qatar have led to a decrease in indigenous gas supply, compounding financial problems for energy firms. Tax and advisory services provider KPMG, hired by the Petroleum Division, has drawn up proposals to tackle the circular debt problem. It has recommended the government to impose a special levy in the range of Rs3 to Rs10 in line with the power sector model, where debt servicing surcharge has been included in consumer bills. The special levy will help raise funds for debt servicing through bank loans, which will be gradually retired over six to seven years. Additionally, the advisory firm has proposed an increase in gas prices and a gradual end to the cross-subsidy of Rs160 billion by January 2027.
