Official Launch of the African Union Fellowship Programme on Disarmament and Non- Proliferation
The AU Fellowship Programme was established following the decision by the AU Peace and Security Council in May 2024 and it represents not only a training initiative but a strategic investment in nurturing the next generation of African peacemakers, negotiators, and disarmament specialists.
The programme is designed to equip participants with knowledge on multilateral arms control frameworks, sharpen their diplomatic negotiation skills, and strengthen their capacity to broker mutual agreements between and among states. These efforts are intended to advance regional stability, limit the proliferation of weapons and promote the peaceful use of nuclear technology in Africa with the over-arching view to contribute to global peace and security.
The target groups for the programme include diplomats from AU Member States, AU Special Envoys, High Representatives, Special Representatives of the Chairperson of the Commission, AU Mediators, Heads of AU Missions and other Strategic-level Leaders. It also extends to individuals working in the disarmament field across Africa, as well as representatives from civil society, academia, policy makers, practitioners, and international partners.

Liberia Secures Seat on United Nations (UN) Global Tax Committee
The Ministry of Foreign Affairs, in collaboration with the Liberia Revenue Authority (LRA), has announced Liberia's inclusion among the newly appointed members of the United Nations Committee of Experts on International Cooperation in Tax Matters. This milestone follows the decision of the UN Secretary-General to appoint 25 distinguished tax experts to the Committee, each serving a four-year term ending on June 30, 2029. Representing Liberia on this globally significant body is Mr. Darlingston Y. Talery, a highly respected tax policy specialist and former Commissioner for Domestic Tax at the LRA. Mr. Talery currently heads the Department of Domestic Resource Mobilization at ECOWAS Commission. Mr. Talery's appointment is a major step for Liberia, showcasing the country's growing prominence in global tax policy dialogue and reinforcing its commitment to transparent, fair, and effective tax governance. 'The inclusion of Liberia in this globally significant committee sends a clear message about the capacity, credibility, and growing influence of Liberia's public institutions,' said H.E. Sara Beysolow Nyanti, Minister of Foreign Affairs. 'This appointment not only recognizes the professional excellence of Mr. Talery but also positions Liberia as an active contributor to the global conversation on fair and inclusive tax systems.' Commissioner General of the Liberia Revenue Authority, James Dorbor Jallah, hailed the appointment as a proud achievement for the nation and the LRA: 'Mr. Talery's appointment is a proud moment for our institution. It is the result of years of investment in capacity-building and policy innovation. Liberia is ready to contribute meaningfully to international tax cooperation and bring home the benefits of fair global tax practices.' The appointment process followed a communication from the UN Secretary-General, dated November 20, 2024, inviting all 193 UN Member States to nominate qualified candidates. Of the 58 nominations received globally, 25 were appointed, including Liberia's Mr. Talery. According to the Ministry of Foreign Affairs, this appointment aligns with the administration's broader goal of increasing Liberian representation in foreign and international organizations. The Ministry is encouraging all Ministries, Agencies, and Commissions to collaborate in identifying and nominating qualified Liberians for such positions, following the example set by the LRA in Talery's nomination. The United Nations Economic and Social Council (ECOSOC), acting under its Resolution 2004/69 and the Addis Ababa Action Agenda of the Third International Conference on Financing for Development (endorsed by the UN General Assembly in Resolution 69/313), mandates the formation of this Committee to enhance international tax cooperation. The 25-member body comprises experts nominated by Member States and appointed by the Secretary-General in their personal capacities, ensuring diverse geographic representation and a wide range of tax system expertise. Liberia's inclusion marks a milestone for the Government, reflecting the strong partnership between the Ministry of Foreign Affairs and the LRA. The Government of Liberia considers this recognition as a validation of its efforts to position the country as a proactive voice in shaping global financial and tax policies. The Committee of Experts on International Cooperation in Tax Matters plays a critical role in advancing global tax transparency, combating illicit financial flows, supporting domestic resource mobilization, and improving the coherence of international tax rules. Liberia's representation will ensure that the perspectives and development challenges of African nations particularly those in fragile and post-conflict contexts are effectively represented in the Committee's deliberations. Liberia now joins a diverse group of countries represented on the Committee, including Nigeria, Kenya, Sierra Leone, Rwanda, France, India, China, Belgium, Brazil, and Australia, among others. President Museveni Bids Farewell To Outgoing World Bank Country Manager, Mukami Kariuki
President Yoweri Kaguta Museveni has today bid farewell to Ms. R. Mukami Kariuki, the outgoing World Bank Country Manager for Uganda at State House, Entebbe. Ms. Kariuki, who assumed her role on August 1, 2021, has led the World Bank's engagement with the Government of Uganda and overseeing the implementation of key development programs across the country. In a cordial exchange, President Museveni thanked Ms. Kariuki for her dedicated service and extended his best wishes as she concluded her assignment. 'Thank you so much. I wish you good luck,' the President said. Ms. Kariuki expressed her gratitude to the President and the Ugandan government for the collaboration extended to her throughout her tenure. 'Your Excellency, I appreciate the support and partnership we have had. It has been a pleasure working with Uganda,' she said. The meeting was also attended by Mr. Qimiao Fan, the World Bank Country Director for Kenya, Rwanda, Somalia, and Uganda, who is based in Nairobi. Mr. Fan noted the Bank's keen interest in supporting Uganda's agricultural transformation, job creation for the youth, and renewable energy development. 'Uganda has great potential. You have fertile soils, abundant sunshine for renewable energy, and a rapidly growing young population that needs jobs,' Mr. Fan said. He emphasized the need to increase agricultural productivity through strategic investments in irrigation, improved transport networks, and access to better seeds and fertilizers. 'Despite your fertile soils, Uganda's agricultural productivity remains relatively low. Investing in irrigation and logistics can help farmers access markets more effectively,' he added. President Museveni responded by highlighting Uganda's achievements in agricultural research, particularly in seed development and irrigation. 'We already have improved seeds for crops like coffee, bananas, maize, cassava, and potatoes. Our research centers have done their job. The challenge now is funding the uptake and supporting farmers to apply the technologies,' the President said. He also highlighted the success of Prof. Florence Muranga from Bushenyi, who, through irrigation, harvests 53 tonnes of bananas per acre annually far exceeding the district's average of 5 tonnes. President Museveni further underscored the need to shift communities out of wetlands and into sustainable fish farming on the periphery, which would allow the use of swamp water for irrigation while restoring the wetland ecosystem. 'We want to move people from wetlands and support them to do fish farming on the edge. That way, we preserve the wetlands and still use the water for irrigation,' he explained. He also reflected on the cultural importance of agriculture to Uganda, noting that many of the country's staple crops such as millet, bananas, and cassava are indigenous and form part of Uganda's agricultural heritage. 'Agriculture is part of our ancient heritage. These crops are not foreign; they are ours,' the President said. Ghana: Finance Minister Chairs New 13-Member Public-Private Partnership Working Committee
The Minister for Finance, Dr. Cassiel Ato Forson, has been inaugurated as Chair of a newly constituted 13-member Public-Private Partnership (PPP) Working Committee aimed at deepening collaboration between the government and the private sector to fund critical infrastructure and development projects. The inauguration was conducted by Deputy Finance Minister, Hon. Thomas Ampem Nyarko, who underscored the importance of the committee's work in the context of limited fiscal space. He stressed that enhanced private sector engagement is now essential to meeting the country's development needs. In his remarks, Dr. Forson emphasized the need to reform how PPPs are designed and executed in Ghana. He said the era where government-dominated projects are called public-private partnerships must end. True PPPs must involve real risk-sharing between government and the private sector. According to him, what has been seen over the years does not reflect what a proper PPP should be.
